star this property answer text <p>NHS England has set up systems to monitor the prescribing of cannabis-based products for medicinal use via the NHS Business Services Authority and NHS England Controlled Drugs Accountable Officers. We expect the first data to be available by the end of March 2019. In Scotland, work is underway to establish similar systems.</p><p> </p><p>There are 95,532 specialist doctors registered on the General Medical Council’s Specialist Register. The law allows any specialist doctor to prescribe cannabis-based products for medicinal use. Specialist doctors may decide to prescribe these products on a case-by-case basis, and where it is clinically appropriate. The Department does not hold information on how many of those practitioners operate private practices and are National Health Service or NHS Scotland employees or where they work.</p> more like this

star this property answer text <p>The law was changed on 1 November 2018 to allow clinicians on the General Medical Council’s ‘Specialist Register’ to prescribe cannabis-based products for medicinal use, where clinically appropriate and in the best interest of patients. The Government has been clear that decisions on whether to prescribe these products must remain a clinical one.</p><p> </p><p>Following a meeting in Parliament with the families of patients seeking access to medicinal cannabis, my Rt. hon. Friend the Secretary of State for Health and Social Care asked NHS England and NHS Improvement to undertake a rapid process review into any barriers to prescribing on the National Health Service, where clinically appropriate. The review report is now published and the Department is working closely with NHS England and NHS Improvement and other delivery partners to implement the report’s recommendations. This includes promoting more high-quality research through the publicly funded National Institute for Health Research to develop the evidence base and exploring alternative studies to help children and young adults with treatment resistance epilepsy who are currently receiving cannabis-based medicines. We have also contacted all producers of cannabis-based products, known to have an interest in supplying the United Kingdom market, to encourage and support research applications to develop the evidence base further.</p><p> </p>

star this property answer text <p>We continue to work hard with the health system, industry and researchers to improve the evidence base for other cannabis-based medicines, and to implement the recommendations of NHS England and NHS Improvement’s review on barriers to accessing unlicensed cannabis based medicinal products. This includes the design of clinical trials and the establishment of a new independent specialist clinical network to provide impartial evidence-based advice to clinicians treating patients with refractory epilepsy.</p><p>Two licensed cannabis-based medicines: Sativex – for the treatment of spasticity in multiple sclerosis patients; and Epidyolex – for the treatment of seizures associated with two rare forms of epilepsy, have recently been made available for prescribing on the National Health Service for patients where clinically appropriate. This follows clear demonstrated evidence of their safety, clinical and cost effectiveness. Further evidence is required to support the routine use of unlicensed cannabis-based products in the NHS.</p>

star this property answer text <p>The Dutch Government has confirmed that they will extend the current waiver to allow continued supply of Bedrocan oils against United Kingdom prescriptions for existing patients until 1 April 2022 to allow for domestic production to be established. The Department continues to work closely with the Dutch Government, the Home Office and the Medicines and Healthcare products Regulatory Agency to ensure continuity of supply of Bedrocan oils beyond this period.</p> more like this

star this property answer text <p>The current producer of Bedrocan oils in the Netherlands and the chosen United Kingdom commercial partner are progressing the technology transfer agreement to manufacture three Bedrocan oils - Bedica, Bedrolite and Bedrocan - in the UK. The UK manufacturer has been inspected by the Medicines and Healthcare products Regulatory Agency and Home Office to obtain the necessary regulatory approvals and has agreement in principle to produce herbal medicines of this type following the successful production of Bedrolite oils.</p><p>The Dutch Government has agreed to allow continued supply of all three Bedrocan oils against UK prescriptions for existing patients for a further three months until 1 July 2022. This should allow for domestic production to be established and approved for all three oils.</p> more like this

However, NICE found that current research is limited and of low quality. Observational studies with a small number of patients do not produce results which are sufficiently robust to inform routine clinical or commissioning decisions. To develop evidence on medical cannabis, the Department, via the National Institute for Health Research, will be supporting two randomised controlled trials into epilepsy in adults and children. The trials will commence as soon as possible and results will be published once the trials have completed and the findings have been peer reviewed.</p> more like this

star this property answer text <p>CBD products currently on the market is contrary to the requirements of the Novel Foods Regulations. A proportionate approach to enforcement has been taken in the short term but manufacturers must apply to the Food Standards Agency (FSA) by the end of March 2021 to begin the authorisation process. From that time, only products with validated applications in the pipeline will be allowed on the market.</p><p>In the meantime, on the basis of advice from the independent United Kingdom Committee on Toxicity, the FSA has publicly advised that an average adult should not consume more than 70 milligrams per day and vulnerable groups should not consume these products.</p> more like this

star this property answer text <p>NHS England has disseminated resources to support clinicians and guidance on the prescribing process for cannabis-based products for medicinal use (CBPMs).</p><p>The vast majority of CBPMs are unlicensed medicines, which have not been assessed by the medicines regulator. As such these are not first line treatments and specialist doctors must take into consideration the clinical evidence base, and the guidance from the General Medical Council (GMC) on licensed, off label and unlicensed medicines and local National Health Service governance systems when making a decision to prescribe.</p> more like this
