star this property answer text <p>The Driver and Vehicle Licensing Agency (DVLA) does not issue late licensing penalties for the non-return of V11 forms. However, the DVLA does issue such penalties to those who do not pay the vehicle excise duty due on their vehicle. During 2014-2015, 474,861 late licensing penalties were issued with £16m collected in revenue. These are the audited figures as included in the DVLA’s Annual Report and Accounts for 2014/15.</p><p> </p> more like this

star this property answer text <p>Local licensing authorities are empowered to set standards for taxi and private hire vehicle services that best meet the needs of their local area. In doing so, the safety of the travelling public must always be the first priority.</p><p> </p><p>Whilst the Department issues Best Practice Guidance to assist local authorities set standards, the Government does not at this time plan to introduce standardised licensing criteria.</p><p> </p><p>Nevertheless, it is prudent for local authorities to consider the standards of neighbouring authorities, and consult those authorities, when setting standards.</p><p> </p><p> </p><p> </p><p> </p> more like this

star this property answer text <p>Whilst private hire vehicle operators have the freedom to subcontract bookings, the operator that originally accepted a sub-contracted booking remains ultimately responsible for that booking.</p><p> </p><p>Both the initial operator who accepts the booking and the operator who fulfils the booking by providing a driver and vehicle are under a duty to keep records of the booking. The relevant enforcement authorities are able to check those records.</p><p> </p><p>All bookings, including those subcontracted, have to be fulfilled by operators, drivers and vehicles all of whom have been licensed by their local authority.</p> more like this

star this property answer text <p>All drivers using roads in the UK have to be in possession of third party insurance covering the use of that vehicle in this country.</p><p> </p><p>Under the sixth Motor Insurance Directive (2009/103/EC) an insurance policy issued in any EU Member State must cover the use of that vehicle for third party risks in all other EU Member States.</p><p> </p><p>Drivers entering the EU from non-member states have to produce evidence that they have the necessary insurance cover in place when they enter the EU.</p><p> </p><p>Checks on insurance by the police for any vehicle using UK roads can be carried out as they determine is necessary at any time.</p> more like this

star this property answer text <p>Both hydrogen fuel cell electric vehicles (FCEVs) and battery electric vehicles (BEVs) have the potential to play a significant role in decarbonising road transport. Each technology has its strengths and weaknesses. FCEVs have range and refuelling times much closer to conventional vehicles. BEVs have higher efficiency, lower running cost and are more technologically and commercially mature.</p><p> </p><p>The Government has a technology neutral approach and we are supporting both FCEVs and BEVs, at their respective states of development Since 2012 We have been working with industry in the UK H2Mobility project to assess the opportunity for hydrogen for transport and to develop a strategy for the roll-out of refuelling infrastructure and FCEVs. UK H2Mobility published conclusions in 2013 analysis presented a scenario which despite significant challenges in the early years, showed that there were longer term benefits of using hydrogen for transport in terms of the environment, the economy and energy security. Since its publication UK H2Mobility has continued to keep the hydrogen for transport opportunity under review and exchange information amongst the early actors in this emerging market.</p>

star this property answer text <p>This Government is supporting the hydrogen for transport market in the UK by providing funding for an initial 12 hydrogen refuelling stations to be deployed by the end of this year.</p><p> </p><p>These initial stations are primarily in the South East to support vehicle manufacturers’ geographically-focussed model launches. However, there are also stations in Sheffield, South Wales, Swindon and 2 mobile refuellers.</p><p> </p><p>Further consideration how we can best support continued growth of hydrogen infrastructure will be made once the initial 12 stations have been delivered alongside assessing the development of the vehicle market.</p><p> </p> more like this

star this property answer text <p>The Department has established the Northern Transport Acceleration Council, an advisory forum to progress and unblock existing priority transport projects, to speed up the delivery of vital infrastructure projects and connect communities across the North’s towns and cities. It has successfully brought together leaders from across the north of England to meet and engage with Ministers.</p><p> </p><p>Given the context of the COVID-19 pandemic, meetings have so far been held online. However, we look forward to engaging with leaders in the North in person as soon as it is safe to do so.</p><p> </p><p>The council is supported by a small secretariat team of officials based in the North. They work alongside regionally based area leads and DfT’s Acceleration Unit to connect with local transport authorities and northern leaders.</p> more like this
