The programme will build a more reliable railway, with more capacity and better connectivity. Development and design work on tunnel modifications are underway and at this stage it is not possible to be specific about the design solutions that will be made on the route’s tunnels. Network Rail are reviewing the Strategic Access Plan principles for TRU and engaging with industry stakeholders to examine how different access agreements may be of benefit in limiting disruption where possible. We aim to provide as much notice as possible for any work along the route.

The Integrated Rail Plan for the North and Midlands confirmed a further £625m in funding for the Transpennine Route Upgrade (TRU) which will form the first part of Northern Powerhouse Rail. The programme will see the TransPennine main line fully electrified and upgraded with digital signalling, capacity for extra services including freight, and to provide transformed punctuality. The current estimated cost range for the programme is £9.0bn to £11.5bn, a central government commitment that surpasses what was spent on Crossrail in London.
