	answer	answer is ministerial correction date of answer 10/06/2015 answer text <p>There are currently a range of permanence options for children in public care, all of which can deliver good outcomes for individual children.</p><p> </p><p> </p><p> </p><p>For many looked-after children, permanence will be secured outside of the care system through a safe return to their family. In April 2015, the government made changes to the care planning regulations and the statutory guidance ‘Working together to safeguard children’ to ensure a sharper focus on a safe and successful return home for children where this is the best route to permanence. This included a requirement that the authority appropriately assesses the proposed arrangements for the child and sets out the support that will be provided when the child ceases to be looked-after.</p><p> </p><p> </p><p> </p><p>Special guardianship or adoption offer permanence for other groups of children. Local authorities are responsible for core adoption and special guardianship support, including information, advice, guidance, training and financial assistance.</p><p> </p><p> </p><p> </p><p>To improve practice where the best permanence option for children is to remain looked-after, the government amended regulations in April 2015 to introduce ‘long term foster care’ as a distinct placement type. 	answer	answer is ministerial correction date of answer 21/09/2017 answer text <p>The Department publishes figures annually on the applications and offers made for a secondary or primary school place through the coordinated admissions process. Offers are made on the respective national offer days of 1 March (secondary) and 16 April (primary). We do not collect the total number of places in a school at the time applications were made and so the number of places offered by schools are attached.</p><p>Summaries at national and local authority level from 2011 onwards are published on the Department’s statistics website: <a href="https://www.gov.uk/government/collections/statistics-school-applications" target="_blank">https://www.gov.uk/government/collections/statistics-school-applications</a>.</p><p>However, information on primary level preferences is only included from 2014/15 onwards. This is when the Department started collecting data on primary applications and offers, based on the newly introduced national primary offer day of 16 April (or next working day). 	answer	answer is ministerial correction date of answer 16/09/2015 answer text <p>All local authorities in England have a legal duty to ensure all three- and four-year-olds and the most disadvantaged two-year-olds are able to take up a funded early education place free of charge. Each eligible child is entitled to 570 hours of free early learning a year, equivalent to 15 hours a week of early education for 38 weeks per year. Settings delivering the funded early education entitlement are subject to inspection by Ofsted.</p><p> </p><p> </p><p> </p><p>The early years pupil premium, which was introduced in April this year, provides nurseries and schools delivering the early education entitlement for three- and four-year-old children with an extra 53p an hour for each eligible child to help them raise the quality of their setting and so close the gap in school readiness between disadvantaged children and their peers. The government has taken the following steps to ensure children are developing good early language skills before they reach primary school:</p><p> </p><p> </p><p> </p><p>The Early Years Foundation Stage sets the prime areas of learning which early years providers must follow. This includes a focus on communication and language. The Early Years Foundation Stage requires providers to understand the needs of every child and support them as necessary to make progress. We have improved early years qualifications and encouraged high-quality entrants with good numeracy and literacy skills into the profession through setting clear criteria for level 3 training courses and introducing early years initial teacher training.</p><p> </p><p> </p><p> </p><p>The government has invested over £50 million funding through the Early Years Pupil premium, an additional £5.3 million to sector organisations under the VCS grants and a one off grant of £5 million to teaching schools and their childcare provider partners to support staff development.
