We will bring forward our winter plan for mental health and wellbeing in due course, outlining the support available over the winter period.</p><p>We have published ‘Guidance for parents and carers on supporting children and young people’s mental health and wellbeing during the coronavirus (COVID-19) pandemic’ on GOV.UK and Every Mind Matters. In September 2020, we launched a campaign through Every Mind Matters to raise awareness of the guidance and tools available to support children and young people’s mental wellbeing.</p> more like this

unstar this property answer text <p>NHS England is currently working nationally with 12 pilot sites to test the feasibility of delivering a four-week waiting time for access to National Health Service mental health support. Delivering and maintaining a waiting time across the large and complex children and young people’s mental health pathway is a challenge, and we are proceeding carefully so as not to establish any perverse incentives.</p><p> </p><p>The pilots will test not only what it takes to achieve and maintain a four-week waiting time, but also how best to define and measure this access to specialist children and young people’s mental health services.</p><p> </p><p>The agreed pilots end in 2020/21. Results will then be evaluated. The Department and NHS England will consider the results of the evaluation and will look at its implications for the development and rollout of access and waiting time standards for all children and young people who need specialist mental health services.</p><p> </p><p> </p><p> </p> more like this

unstar this property answer text <p>Under the Primary Care Network (PCN) Direct Enhanced Services, networks are able to recruit new roles to expand their care team with 100% reimbursement through the Additional Roles Reimbursement Scheme. From April 2021, PCNs have been able to recruit mental health practitioners through the Scheme.</p><p> </p><p>The Mental Health Recovery Action Plan aims to respond to the impact of the pandemic on the mental health of the public, specifically targeting groups which have been most impacted including those with severe mental illness, including young people. This is in addition to the £2.3 billion invested in mental health services by 2023-24.</p><p> </p><p>General practitioners are responsible for ensuring their own clinical knowledge remains up-to-date and for identifying learning needs as part of their continuing professional development. This activity should include taking account of new research and developments in guidance, to ensure that they can continue to provide high quality care to all patients.</p><p>All United Kingdom registered doctors are expected to meet the professional standards set out in the General Medical Council’s (GMC) Good Medical Practice.</p>

unstar this property answer text <p>We are expanding and transforming mental health services through the NHS Long Term Plan, which commits to increasing investment into mental health services by at least £2.3 billion a year by 2023/24. Part of this increased investment will enable an additional 345,000 children and young people to get the National Health Service funded mental health support they need.</p><p>In recognition of the increased demand created by the COVID-19 pandemic, we invested an extra £79 million in 2021/22 to expand children’s mental health services, including enabling around 22,500 more children and young people to access community health services, 2,000 more to access eating disorder services and accelerating the coverage of mental health support teams in schools and colleges.</p><p> </p><p>There are currently 287 mental health support teams in place in around 4,700 schools and colleges across the country, offering support to children experiencing anxiety, depression, and other common mental health issue. Mental health support teams now cover 26 per cent. of pupils, a year earlier than originally planned, and this will increase to 399 teams, covering around 35 per cent. of pupils, by April 2023 with over 500 planned to be up and running by 2024.</p><p> </p><p>In September 2020, we launched a campaign through the Every Mind Matters website to raise awareness of the guidance and tools available to support children and young people’s mental wellbeing. Also supporting parents with the Start for Life programme that aims to improve the health of babies and children under five in England by encouraging a healthy lifestyle, helping parents-to-be and mums and dads to give their children the best possible start. We know that the 1,001 days from conception to age two years old are critical days for a baby that sets the foundations for lifelong emotional and physical wellbeing.</p>

unstar this property answer text <p>The government is committed to supporting the mental health and wellbeing of children and young people as a central part of the response to the COVID-19 outbreak. We welcome the reports that Barnardo’s and others have published to help inform how that can be done most effectively.</p><p>The report calls for reassurance for children and young people and parents about returning to school. We agree the return is a key part of promoting mental health and wellbeing as attendance at school allows social interaction with peers, carers and teachers, which benefits wellbeing. Children in reception, year 1 and year 6 are now able to return to primary, and year 10 and year 12 pupils are able to receive face-to-face support at secondary. Primaries with capacity can bring back additional groups, in line with existing protective measures, and we have given schools the flexibility to have face-to-face ‘check-ups’ with all pupils during the summer term, which will ensure more children and young people are able to achieve this benefit. Our intention is for all children to return to school from September and guidance will be published soon.</p><p>We are clear that children, young people and parents need to know it is safe to return to school. That is why our advice sets out further information on how this can be achieved safely and effectively, and it is available here:<br> <a href="https://www.gov.uk/government/publications/what-parents-and-carers-need-to-know-about-early-years-providers-schools-and-colleges-during-the-coronavirus-covid-19-outbreak" target="_blank">https://www.gov.uk/government/publications/what-parents-and-carers-need-to-know-about-early-years-providers-schools-and-colleges-during-the-coronavirus-covid-19-outbreak</a>.</p><p>The report also calls for the education system to prioritise child welfare and wellbeing as well as guidance to support schools with staff and pupil mental health and wellbeing. We have put it at the heart of our guidance both for children at home and in the guidance and planning frameworks for children returning to school. That is why the government has announced a £1 billion COVID-19 ‘catch-up’ package to directly tackle the impact of lost teaching time. unstar this property answer text <p>We are introducing two waiting times for children and young people by the end of 2020/21: for 95% of children (up to 19 years old) with eating disorders to receive treatment within a week for urgent cases and four weeks for routine cases, and for 60% of patients of all ages experiencing a first episode of psychosis to receive treatment within two weeks of referral.</p><p>The NHS Long Term Plan commits to an additional 345,000 children and young people in England accessing mental health support via National Health Service-funded mental health services and schools- and college-based mental health support teams each year by 2023/24</p><p>We are also piloting a four-week waiting time for children and young people’s mental health services in 12 areas to inform the development of a new national access and waiting times standard.</p><p>Where a local NHS children and young people’s specialist mental health service rejects a referral, the young person and/or their carers should be signposted to appropriate support elsewhere. On 8 September, the Government launched a mental wellbeing campaign for children and young people. This involves an extension of Public Health England’s Every Mind Matters webpage and signposts to a range of support available to children and young people and their parents and carers.</p>

unstar this property answer text <p>Whilst a national access and waiting time standard for children and young people’s mental health services has not yet been defined, we recognise that there is the potential for an increase in demand for these services as a result of COVID-19. We are working with the Department for Education, the National Health Service, Public Health England and others to gather evidence and assess the potential longer-term mental health impacts of COVID-19, including on children and young people.</p> more like this
