In the 2016-17 session, the Government published 3 draft bills. This inquiry has brought to light behaviour which is unacceptable, and it is incumbent on the House of Lords to take swift action. It is important that the House now carefully considers the concerns raised in this important report, and responds to its recommendations.</p><p>It is primarily for Parliament, rather than Government, to consider how best to respond to Naomi Ellenbogen QC’s recommendations. The House of Lords Commission met on Wednesday 17 July in order to plan its response to the recommendations. Every member of the Commission committed to complete the Valuing Everyone training course, and the leaders of the political groupings committed their front bench to do the same. The right of parliamentarians to take up issues directly with the Government is an important part of the democratic process and underlines the accountability of Ministers to Parliament. Each government department has their own protocol on the timelines for correspondence responses to be sent out, and parliamentarians should contact departments if they feel that responses they receive are not timely or effective. 	answer	answer is ministerial correction date of answer 27/06/2019 answer text <p>On 30 April the House agreed to changes to the Code of Conduct for Members of the House of Lords that incorporated the Parliamentary Behaviour Code, which sets out the standards of behaviour expected of everyone who works within the Parliamentary Estate, and introduced provisions to deal explicitly with behaviour that constitutes bullying, harassment or sexual misconduct. Since then, there have been fewer than ten complaints of bullying, harassment or sexual misconduct made against members of the House of Lords under the Code. Excluding the Palace of Westminster, the buildings for which the House of Lords has responsibility, and their values, are as follows:</p><ul><li><p>1-2 Millbank - £51.2m</p></li><li><p>5 Great College Street - £23.8m</p></li><li><p>Fielden House - £9.7m</p></li></ul><ul><li><p>7 Old Palace Yard - £5.8m</p></li></ul><p>The valuation date is 31 March 2019 and was conducted by the Valuation Office Agency. 	answer	answer is ministerial correction date of answer 23/07/2019 answer text <p>An option to move Parliament out of the Palace of Westminster to a new purpose-built building was included in the <a href="https://restorationandrenewal.parliament.uk/wp-content/uploads/2018/08/Pre-Feasibility-Study-Oct12.pdf" target="_blank">Restoration and Renewal Pre-Feasibility Study</a> published in 2012. The House of Lords Commission, then known as the House Committee, reviewed that study on 30 October 2012. It decided to rule out the option of constructing a new building away from Westminster and agreed that no further analysis would be undertaken on this option. The House of Commons Commission had already taken a similar view.
