These assessments were most recently considered collectively ahead of an EU annual review which concluded in June. The EU Syria sanctions regime prohibits the export of oil from Syria and support to that industry; and prohibits making economic resources (which may include oil) available to any designated person or entity. Exemptions and licences apply to this sanctions regime, in order to minimise any detrimental effects on ordinary Syrians, including to facilitate delivery of humanitarian aid. However, Syrians continue to suffer the Assad regime's economic mismanagement, for which the regime blames international sanctions. We are in regular contact with the Government of China and the Hong Kong SAR Government. In recent weeks, the Foreign Secretary has spoken to the Hong Kong Chief Executive, Carrie Lam, and the Chinese Foreign Minister, State Councillor Wang Yi. We urge North Korea to cease these tests and engage in good faith with the United States. We welcomed the commitments and action taken by the Republic of Cyprus government to safeguard the rights of British citizens in the event of a no deal. The British High Commission in Nicosia continues to work closely with the Republic of Cyprus on the detail of these arrangements. Under the terms of the Withdrawal Agreement, British nationals across the whole island of Cyprus can continue to exercise freedom of movement until the end of the transition period. In the event of a no deal, British nationals should still be able to cross the Green Line. The EU's Green Line regulations allow non-EU nationals to cross the line provided they have a valid travel document, and if required, a valid visa for the Republic. The Foreign Secretary spoke to the Brazilian Foreign Minister about the forest fires in the Amazon on 27 August, and the Minister of State for Europe and the Americas also discussed this issue with the Brazilian Ambassador at a meeting on 4 September. At the G7, the UK pledged a further £10 million towards the protection and restoration of Brazil's rainforests, including areas impacted by the recent fires.</p><p>We are also concerned about the fires in Indonesia's forests and peatlands. They are causing extensive damage at both local and regional level, and contributing to global carbon emissions. The British government is engaged with authorities in Indonesia, through our Embassy in Jakarta, to find long term solutions on fire prevention. An inclusive dialogue led by the region remains one of the only viable options to resolve the ongoing political crisis and we encourage the region to engage fully in this process. We repeatedly raise our concerns with the Government of Burundi and at the UN Human Rights Council and UN Security Council to keep the international spotlight focused on resolving the crisis. The UK wants genuine dialogue with Burundi once it has taken demonstrable steps to improve human rights, and to make progress towards stability.</p><p>We are concerned by the findings of the report of the Commission of Inquiry on Burundi that Burundi is at risk of atrocities. The situation in Gaza is particularly acute, and is compounded by frequent closure by Egypt of the Rafah crossing, preventing urgent medical cases from seeking treatment in Egypt. Our Government officials regularly propose measures to improve the situation in the OPTs with Government of Israel officials. These include the adoption of a more transparent process for allowing goods into Gaza and permitting greater exports from the strip. The UK is supporting direct measures to support job creation in Gaza. We will more than double the amount of UK aid spent on economic development in the OPTs to around £38 million over the next five years (2018-2023). We have also repeatedly raised with the Government of Israel our concerns about its decision to withhold tax revenues to the Palestinian Authority (PA). Currently the United Kingdom is providing interpreters in the camps, helping to identify migrants and ensuring they get the help they need as quickly as possible. The United Kingdom provides financial support to the Metadrasi children's shelter on Samos, which provides a safe place to stay and professional support to the most vulnerable unaccompanied children who arrive on Samos. The DUBS scheme is continuing for the transfer of the most vulnerable unaccompanied children to the United Kingdom. The scheme aims to help provide support to the most vulnerable migrants, and alleviate pressures on the islands. The United Kingdom also continues to support search and rescue operations in the Aegean, with United Kingdom vessels rescuing 16000 migrants since 2015. We raise human rights in Eritrea regularly, both directly with the Government, as the former Minister for Africa did with the Eritrean President's senior adviser when she saw him in July, and when our Ambassador in Asmara saw the same advisor in August. </ins></p><p><ins class="ministerial"><ins class="ministerial">In a statement at the 41st session of the UN Human Rights Council on 12 July the UK welcomed the renewal of the mandate of the Special Rapporteur on the situation of human rights in Eritrea, which we co-sponsored. The UK also urged Eritrea to cooperate with the Special Rapporteur and to reform national service, implement the constitution, respect freedom of religion or belief, and release all those in arbitrary detention – including, but not exclusive to detained parliamentarians; journalists; and those observing banned religions. </ins></ins></p><p><ins class="ministerial"><ins class="ministerial"><ins class="ministerial">No additional aid has been allocated as a result of sanctions being lifted. The Department for International Development (DfID) has funded life-saving activity in Eritrea for several years, including providing £3.24m to UNICEF in 2018-19 to help treat malnutrition in under-fives and provide access to safe hygiene and sanitation services. We remain deeply concerned by the situation faced by Yazidi women who were abducted and enslaved by Daesh in Iraq and Syria. The UN calculates that up to 3,000 Yazidi women are still missing, mostly in Iraq. The UK continues to support efforts to reunite families with their loved ones. He stressed that Her Majesty's Government's position on Kashmir remains unchanged and underlined the importance of dialogue. In addition, the Foreign Secretary spoke with his Indian counterpart, Dr Jaishankar, on 7 August. He expressed concerns about the situation in Kashmir and called for calm.
