star this property answer text <p>Replacing natural gas in the gas grid with hydrogen may be an option which could contribute to decarbonising heat, along with other options including heat networks, electric heat pumps and biogas. The Government’s December 2018 report on Clean Growth: Transforming Heating concluded that there is currently no clear consensus on the best approach to decarbonising heat at scale and that further work is required on the 100 per cent hydrogen option to prove the safety and feasibility case and to better understand the costs and benefits.</p><p>BEIS is currently working with industry organisations and other stakeholders to ensure that all the R&amp;D, testing and trialling work required to achieve this has been identified.</p><p> </p><p>The Government is also currently investing in a range of innovation programmes to explore and develop the potential of low carbon hydrogen for end use sectors. This includes:</p><p>o Up to £20m to test the potential for switching to hydrogen (and other low carbon fuels) across a range of industrial sectors,</p><p>o Hy4Heat – a £25m hydrogen for heat innovation programme with the aim of establishing if it is technically possible and safe to replace methane with hydrogen in residential and commercial buildings and gas appliances,</p><p>o £23m to support deployment of hydrogen vehicles and growth of refuelling infrastructure.</p><p> </p>

star this property answer text <p>Ofgem, the independent energy regulator, ensures – through the RIIO regulatory framework – that there is sufficient investment in electricity networks to deliver our net zero target and enable the transition to electric vehicles, whilst ensuring costs are kept down for consumers.</p><p> </p><p>This is alongside numerous measures to prepare the electricity system for new sources of demand, including electric vehicles.</p><p> </p><p>‘Smart’ charging of electric vehicles can reduce demands from EV charging at peak times to help manage grid capacity. The Government recently consulted on secondary legislation to mandate that all charge points sold or installed in the UK must be smart enabled.</p><p> </p><p>In 2018, the Government established an Electric Vehicle Energy Taskforce. The Taskforce has now reported and published 21 proposals for Government, industry and Ofgem on how we can ensure the energy system is ready for the mass uptake of electric vehicles. Government is actively considering these proposals.</p><p> </p>

star this property answer text <p>There was never and remains no justification for the existence of paramilitary groups in Northern Ireland. Responsibility for tackling activity by paramilitary groups or those associated with them, that have previously declared ceasefires rests with law enforcement and the devolved authorities. Both the Fresh Start and the New Decade, New Approach Agreements commit all relevant authorities to take a range of measures to tackle paramilitary activity, however that manifests itself. Updates on relevant activity to address this problem are provided to the Policing Board, the Department of Justice and the Justice Committee. The UK Government has the lead on paramilitary groups which have not declared ceasefires. These groups represent a SEVERE national security threat and although small and disparate, continue to show a reckless disregard for public safety. As a Government, we are committed to ensuring that our response to these groups and the harm these causes are robust and effective. <em> </em></p>

star this property answer text <p>The Government is committed to working with the business community to create more inclusive workplaces from the shop floor to the boardroom.</p><p>The Government commissioned and supports the business-led, independent Hampton-Alexander Review which has a 33% target for women on boards and in senior leadership positions across the FTSE350 by close 2020.</p><p>Women hold a higher percentage of senior leadership positions than ever before and I am pleased that the FTSE100 have achieved their 33% target ahead of schedule.</p><p>Government also fully supports the Parker Review, published in October 2017, which looks at ethnic minority representation on FTSE100 and FTSE250 boards. The review recommends that FTSE100 and 250 boards should have at least one director of colour by 2021 and 2024, respectively. The Government also supports the recently launched Leaders As Change Agents board which is working to increase diversity in critical decision-making roles.</p><p> </p> more like this

However, we still want to support our businesses in moving their talented people to provide services in both the UK and the EU, as quickly and as easily as possible.</p><p> </p><p>The UK’s creative and digital industries comprise around 20% of the UK’s total exports in services and have grown rapidly in recent years. DCMS has engaged extensively with union bodies, artists and cultural organisations to help understand the needs of the creative and cultural sector, including freelancers who make up a significant proportion of people in these sectors.</p><p> </p><p>As set out in the Political Declaration, both the EU and the UK will aim to provide for visa-free travel for short-term visits, and agree provisions on temporary entry and stay of natural persons, allowing businesses to move their talented employees and provide services.</p><p> </p><p>The scope and detail of this will be subject to negotiations with the EU.</p><p> </p><p>During the Transition period, until the end of 2020, there will be no changes to rules to provide services or work temporarily in the EU and UK Nationals can continue to travel to the EU as now.</p>

During the Transition period, until the end of 2020, there will also be no changes to rules to provide services or work temporarily in the EU and UK Nationals can continue to travel to the EU as now.</p><p> </p><p>The scope and detail of this will be subject to negotiations with the EU.</p><p> </p>

star this property answer text <p>The Government recognises how valuable it is that whistleblowers are prepared to shine a light on wrongdoing, and believes that they should be able to do so without fear of recriminations.</p><p> </p><p>The Government has continued to make reforms to the whistleblowing regime to enhance the role of prescribed persons. The most recent reform was a new legislative requirement for most prescribed persons to produce an annual report on whistleblowing disclosures made to them by workers and how they were taken forward. Relevant prescribed persons were required to publish the second of these reports by the end of September 2019. The duty increases confidence in the actions taken by prescribed persons through greater transparency about how disclosures are handled.</p><p> </p><p>Alongside the new duty, the Government published guidance for prescribed persons to help them understand their role and provide advice on complying with legal requirements as well as practices beyond the whistleblowing legislation.</p><p> </p><p>The Government has committed to reviewing the whistleblowing framework once the recent reforms have built the necessary evidence of their impact.</p>

star this property answer text <p>Improving energy efficiency is the best long-term solution to tackle fuel poverty.</p><p>More than one quarter of fuel poor households in England include a resident over the age of 60. Government is taking steps to ensure low income, vulnerable households, including older people, are protected from living in a cold home.</p><p>The Energy Company Obligation Scheme provides support for low income and vulnerable households. Since ECO launched in January 2013, it has delivered energy efficiency measures to more than 2 million households. ECO, or a successor scheme, will continue to drive at least £640 million investment per year in home energy efficiency until 2028.</p><p>The Minimum Energy Efficiency Standards now require landlords spend up to £3500 improving their properties to energy efficiency Band E before renting them out. We intend to consult later this year on a long-term trajectory for improving Private Rented Sector homes to Band C.</p><p>In addition to receiving energy efficiency support, pensioners receive financial support to ensure they can keep their homes warm. Winter Fuel Payments provide pensioners with between £100 and £300 to keep their homes warm during the winter. Those on Pension Credit also receive a £140 Warm Home Discount rebate.</p><p>Our 2020 Fuel Poverty Strategy will detail our future plans to tackle fuel poverty.</p>

We are committed to helping communities adapt and also supporting all parts of the retail sector during this change.</p><p>The industry-led Retail Sector Council provides a single source of strategic liaison between BEIS, on behalf of all relevant government departments, and retailers. All retail activity in the UK, including small independent shops, is represented on the Council.</p><p>The Council aims to accelerate positive change, increase the productivity of the sector, and ensure the sector remains robust and sustainable to continue providing a beneficial service to consumers and the community.</p><p>We have announced a £3.6 billion Towns Fund, including an accelerated £1 billion Future High Streets Fund, which will support local areas in England to renew and reshape town centres and high streets in a way that improves experience, drives growth and ensures future sustainability. We are promoting small independent shops through initiatives such as the Great British High Street Awards, which has been won by Welsh High Streets for the past two years.</p><p>We are also supporting local leadership with a High Streets Task Force, giving high streets and town centres expert advice to adapt and thrive.</p><p>For one year from 1 April 2020, eligible small retailers will benefit from a 50% retail discount off their business rates bills. This is an increase on the one third off bills available through the retail discount scheme in 2019/20. In addition, the Government has doubled the threshold for 100% small business rates relief, meaning more than 675,000 of the smallest businesses, including many independent shops, pay no rates at all.</p>

MSW refers to waste collected by municipalities or other local authorities and includes sources other than domestic waste.</p><p> </p><p>The emissions per tonne of MSW processed in an energy from waste incinerator is calculated using the 2006 Intergovernmental Panel on Climate Change Guidelines. Figures are provided for methane and nitrous oxide along with separate figures for carbon (fossil) emissions from biodegradable MSW and non-biodegradable MSW. The proportions of total MSW that is biodegradable and non-biodegradable is calculated using data from DUKES (the Digest of UK Energy Statistics). These four figures are combined to give total greenhouse gas emissions emitted per tonne of MSW processed in an energy from waste incinerator.</p> more like this

star this property answer text <p>As a Member State of the EU, the UK did not contribute financially to specific programmes. Member States pay for participation in EU Framework Programmes through the general UK contribution to the EU Multiannual Financial Framework (MFF).</p><p> </p><p>The Withdrawal Agreement means that the UK continues to participate in EU Programmes financed by the 2014-2020 MFF until their closure. Horizon 2020 is a Programme funded under the current MFF. UK scientists, researchers and businesses can continue to participate in these programmes and receive EU grant funding for the lifetime of individual projects, including projects finishing after the transition period ends in 2020. This will include UK participations in Horizon 2020 projects running until 2027 where the funding has been committed under the 2014 – 2020 MFF.</p><p> </p><p>Information on the UK’s participation in Horizon 2020 can be found on the European Commission’s Horizon 2020 dashboard.</p><p> </p><p>The shape and content of EU Programmes post-2020, including Horizon Europe, are currently being negotiated in the EU Institutions. This includes budget discussions which are decided as part of the EU’s Multi-annual Financial Framework negotiation. The Horizon Europe Regulation budget is as of yet unknown and will only be finalised after the overall EU budget has been agreed.</p><p> </p>

star this property answer text <p>The UK is a world leader in cutting emissions while creating wealth. Between 1990 and 2017, the UK reduced its emissions by 42% while growing the economy by 73% – the best performance in the G7 on a per person basis.</p><p>The UK over-achieved against the first (2008-12) and second (2013-17) carbon budgets. We exceeded the required emissions reduction in the first carbon budget by 1.2%, and the second carbon budget by nearly 14%.</p><p>Since setting the 2050 net zero target, we have invested £2bn and will continue to build on the strong frameworks we have in place for driving decarbonisation across the UK economy.</p><p>2020 will be a vital year for climate action, and we will set out our ambitious plans in the run up to COP26 through a number of sectoral strategies, including the Transport Decarbonisation Plan, Energy White Paper and a policy roadmap for heat.</p> more like this

That is why this commitment is so important.</p><p> </p><p>It is of course vital that Northern Ireland businesses are closely involved in the next stage of this work and we will establish robust channels with both Ministers and officials to ensure this over the coming months. star this property answer text <p>The power in Section 8C of the EU (Withdrawal) Act 2018 also provides for regulations to be made to facilitate the access to the market within Great Britain of qualifying Northern Ireland goods.</p><p> </p><p>Overall this regulation making power is restricted in its scope insofar as it can only be used to implement the Protocol and, where appropriate, to implement the Government’s policy on unfettered access.</p><p> </p><p>Any use of the power which seeks to amend primary legislation, including the devolution statutes, or retained direct principal EU legislation would be subject to the affirmative procedure to provide appropriate scrutiny of the proposed legislation. In addition, where any regulations made under this power seek to, for example, establish a public authority or create or widen the scope of a relevant criminal offence, creates or amends a power to legislate or, as has been asked, facilitates the access to the market within GB of NI qualifying goods, they would also be subject to the affirmative procedure.</p><p> </p><p>Any other regulations under this power will be subject to the negative procedure.</p><p> </p>

This month we laid regulations in Parliament which will give grieving parents a right to paid time off work. We also committed in the Queen’s Speech to bring forward an Employment Bill which will <del class="ministerial">make it easier for fathers to take paternity leave;</del> introduce a new entitlement to carer's leave; and <del class="ministerial">to</del> introduce a new entitlement to leave and pay for parents of children who spend time in neonatal care. <ins class="ministerial">Our manifesto committed to make it easier for fathers to take paternity leave; we</ins> <del class="ministerial">We</del> have recently consulted on high-level options for reforming parental leave and pay, including Paternity Leave and Pay and Unpaid Parental Leave, and will respond to this consultation in due course.</p><p> </p><p>After we leave the EU, we will be able to set our own standards for workers’ rights, and we intend to use this opportunity to make the UK the best place in the world to work.</p>

star this property answer text <p>The Government is committed to levelling up across the whole country so that businesses can access the funding they need to thrive wherever they are.</p><p> </p><p>The British Business Bank (BBB) is a government-owned economic development bank which helps to drive economic growth by making finance markets work better for small businesses, enabling them to prosper and grow. Since BBB was established in 2014, it has supported over £7 billion of finance to over 91,000 SMEs across the UK (as at June 2019) and continues to grow. The stock of finance supported by the bank grew by 31% year on year (from June 2018 to June 2019).</p><p> </p><p>BBB’s Start Up Loans programme has so far provided 69,201 loans worth over £558m to small businesses (at end-December 2019) and has delivered loans in every parliamentary constituency in the UK.</p><p> </p><p> </p><p>BBB has introduced specific funds and activities to help address regional disparities in access to finance, which are having an increasingly significant impact. These have equity and debt finance components, with the balance of debt to equity set according to the specific needs of the businesses in those regions.</p><p> </p><p>The funds include:</p><ul><li>The Northern Powerhouse Investment Fund (NPIF) which has invested over £140m of an overall £400m fund in over 500 ambitious SMEs across the Northern Powerhouse region, in deals that have attracted an additional £140m of investment from the private sector (as of Nov 2019). £80.6m of NPIF so far has been made in debt finance to 474 businesses;</li><li>The Midlands Engine Investment Fund (MEIF) which has invested over £48 million of an overall £250m fund in over 200 businesses, in deals that have attracted an additional £27m of investment from the private sector (as of Nov 2019). £23.9m of MEIF so far has been in debt finance to 177 businesses.</li></ul><p> </p><p>For equity investment, the BBB also has a £100m Regional Angels Programme, which is designed to help reduce regional imbalances in access to early stage equity finance for smaller businesses across the UK (launched in October 2018 by British Business Investments, a commercial subsidiary of the British Business Bank). In September 2019, the first £10m commitment through the programme was made to one of the largest business angel networks in the North of England which primarily operates in the North West, Yorkshire and the North East with more commitments to be announced in the coming year.</p><p> </p><p>The UK Network, established in early 2019 by the British Business Bank is a UK-wide network of relationship managers which will continue to enhance and further build BBB’s relationships with key SME access to finance stakeholders across the UK and thereby help tackle regional imbalances in access to finance, including for smaller businesses seeking debt finance at all stages of their development.</p>

Furthermore, the Government issued statutory guidance supporting the implementation of the Care Act which specifies; “<em>Remuneration must be at least sufficient to comply with the NMW legislation for hourly pay or equivalent salary. This will include appropriate remuneration for any time spent travelling between appointments.”</em></p><p> </p><p>The Government has more than doubled the NMW compliance and enforcement budget to £27.4 million for 2019/20, up from £13.2 million in 2015/16. HMRC utilise those resources to follow up on every worker complaint received and to undertake proactive investigations. Last year (2018/19), HMRC identified over £6 million in minimum wage arrears within the Human Health and Social Work sector, owed to over 27,000 workers. This includes, but is not limited to, arrears relating to travel time.</p><p> </p><p>Workers can call the ACAS helpline for free, confidential advice about their rights and entitlements. If they want to make a complaint through HMRC, they can do so in complete confidence, either via ACAS or using the online complaints form on GOV.UK. HMRC will protect their anonymity throughout the investigation.</p><p> </p>

We are also conducting a formal evaluation of the Shared Parental Leave and Pay scheme, including large-scale, representative surveys of employers and parents. Together, these will give us a fuller picture of how well the current system of parental leave and pay is working for parents and employers, and inform how we might make it easier for fathers and partners to take Paternity Leave.</p><p>The evaluation is ongoing, and we will report on this and publish the Government Response to the consultation in due course.</p><p>More generally, Government is committed to making the UK the best place to work and grow a business. In the recent Queen’s Speech, we announced that we will bring forward an Employment Rights Bill to deliver the greatest workers rights reform in over 20 years.</p> more like this

The legislation that Parliament passed to achieve net zero greenhouse gas emissions in the UK by 2050 is aligned with advice from our independent Committee on Climate Change, and is based on evidence regarding global emissions provided by the Intergovernmental Panel on Climate Change’s Special Report on the impact of 1.5°C global warming.</p><p> </p><p>The evidence shows that in order to limit global warming to 1.5°C, global emissions of carbon dioxide must roughly halve by 2030 and reach net zero by around 2050. The UK’s net zero target is for all greenhouse gases which goes beyond this global pathway to 1.5°C. Delivering this target will require ambitious action across government and this commitment puts us in a strong position to call for other countries to follow our lead and consider what similar commitments they can make.</p> more like this

star this property answer text <p>The Government recognises the importance of manufacturing to the North East and to the economy. Through the North East Local Enterprise Partnership Growth Deal, we are supporting job growth and economic development with £379.6 million of funding from the Local Growth Fund. This includes £42 million of funding for the International Advanced Manufacturing Park (IAMP) in Sunderland. Sunderland Council estimates that the IAMP will attract £300 million of private sector investment to help grow local manufacturing sectors.</p><p> </p><p>We are also giving over £600 million to support the High Value Manufacturing Catapult network; their Centre for Process Innovation at Wilton focuses on the commercialisation of innovation, research and development, helping North East manufacturers to develop and adopt cutting edge technology.</p><p> </p> more like this
