Important advances continue to be made in the last small Daesh pocket in eastern Syria. As the United States recognises, it is important that the withdrawal of US forces from Syria takes place in a way which allows this significant progress to be maintained. However, much remains to be done in the global campaign against Daesh. Daesh will remain a threat, whether they hold territory or not. We have already seen indications over the past year in Iraq and Syria of Daesh transitioning to a clandestine network. Allegations that white phosphorus has been used against civilians are extremely worrying and it is important that the full facts are established. We have called on all parties to uphold international humanitarian law which prohibits attacks against civilians irrespective of the weapon used. We have not seen any evidence to suggest that detention camps have been targeted by Turkish forces with a view to freeing Daesh fighters.
