star this property answer text <table><tbody><tr><td><p>HM Courts &amp; Tribunals Service (HMCTS) closely monitors waiting times. However, HMCTS does not keep data on waiting times within the specific and localised timeframes cited in the earlier question, answered on 10 May (HL15362), to which this question refers – namely, (1) up to six months, (2) six to 12 months, (3) 12 to 24 months, and (4) over 24 months. Information about volumes and waiting times for Personal Independence Payment (PIP) appeals is published by the Ministry of Justice in the Tribunals and Gender Recognition Certificate Statistics Quarterly. HMCTS receives a bi-annual forecast of expected appeals from the Department for Work and Pensions (DWP) and that informs our resourcing plans as well as informing judicial recruitment. Additional fee-paid judicial office holders have been recruited: 250 judges across the First-tier Tribunal, 118 disability qualified members and up to 232 medical members. In addition, more PIP appeals are being listed per session and case-management “triage” sessions have been introduced, with the aim of reducing the time taken for appeals to reach final determination. All these measures will increase the capacity of the tribunal, with the aim of reducing waiting times for appellants.</p></td></tr></tbody></table>

Recently, the Deputy Prime Minister and Secretary of State for Justice announced that there would be greater ministerial scrutiny of the moves of indeterminate sentence prisoners to open conditions. A prisoner in open conditions will be returned to closed conditions in response to poor behaviour or evidence of increased risk.</p>

star this property answer text <p>Work to establish a Royal Commission was slowed down last year to prioritise the safe operation of the Criminal Justice System in response to the impact of Covid. As we continue to recover and build back the CJS, it is right that we now pause work on the Royal Commission to allow space for the recovery work before revisiting where a Commission might add most value. As work on the Commission has paused, officials have been redeployed to other roles in government.</p> more like this

star this property answer text <p>Whilst the Government does not have operational responsibility for the provision of funeral services, we are aware of funeral delays in some areas and acknowledge that these are often exacerbated by pressures from within the wider death management system.</p><p>Government departments are taking a collaborative approach to reforming the death registration system as part of the roll out of the statutory medical examiner scheme which will come into force in April 2024. The doctor who attended the deceased during their last illness has a legal responsibility to complete a Medical Certificate Cause of Death (MCCD) as soon as possible to enable the registration of the death to take place. Guidance for doctors on completing an MCCD, available on Gov.uk, emphasises this point. As part of the work on the statutory medical examiner scheme, the Department of Health and Social Care is looking at expanding the pool of doctors who can sign the MCCD forms. When the demand on civil registration services is high, death registration appointments will always take priority over other registration appointments.</p><p>The Government continues to look at wider improvements to the death management system’s capacity and resilience, including mortuary capacity. The shortage of pathologists is a long-standing and cross-cutting issue. The Government is determined to make progress as soon as practicable. To that end, the Parliamentary Under Secretary of State is engaging with Ministerial colleagues to implement effective solutions through a cross-government action plan.</p>
