star this property answer text <p>We are providing record levels of investment and increasing the mental health workforce to expand and transform National Health Service mental health services, to expand access and reduce waiting times. Between 2018/19 and 2023/24, NHS spending on mental health has increased by £4.6 billion in cash terms, as compared to the target of £3.4 billion in cash terms set out at the time of the NHS Long Term Plan. The plan committed to grow the mental health workforce by an additional 27,000 staff between 2019/20 and 2023/24. We are making positive progress, delivering two-thirds of this, approximately 17,000, by September 2023, with further significant growth expected by the end of this financial year.</p><p>The NHS is also working towards implementing five new waiting time measures for people requiring mental healthcare in both accident and emergency and in the community, for both adults, and children and young people. This includes working towards improving the quality of data that we have on waiting times for people requiring mental healthcare in both accident and emergency and in the community. NHS England began publishing this new data in 2023 to improve transparency and drive local accountability.</p>

It will be important that we maintain this collective approach as we seek to recover from the pandemic.</p><p> </p><p>Ministers across the UK Government speak to those in the Northern Ireland Executive and other devolved administrations on how they can support nationwide rollout.</p><p> </p><p>Although each devolved administration controls its own public health policy, we have been coordinating our responses to Covid, seeking alignment in policy and approach where appropriate, to ensure we tackle the pandemic effectively.</p><p> </p> more like this

star this property answer text <p>69,000 of the children and young people in attendance on Thursday 7 May were classed by schools as vulnerable. Of these, around 20,800 were children and young people with special educational needs who have an Education, Health and Care (EHC) plan, and 35,000 were children in need (reported by schools as having a social worker). The remainder were unknown, where schools either did not provide this information or the children were classed vulnerable for other reasons.</p><p>The department is working with educational settings and local authorities to improve our understanding of the total number of vulnerable children for whom continued attendance at educational establishments would be beneficial and appropriate. We are asking local authorities to work with educational providers, families and the child or young person to carry out a risk assessment to judge whether the child or young person’s needs cannot be met safely at home. Many children and young people with EHC plans can have their needs safely met in the home environment. Attendance may not be appropriate for some children, including because of health considerations for them and their family. star this property answer text <p>The Home Office keeps under review the statistics that are published in line with the Code of Practice for Official Statistics, balancing user needs against burdens on data suppliers. We do not propose to publish statistical information routinely on the detention of pregnant women.</p><p><strong> </strong></p><p>Through section 60 of the Immigration Act 2016, which came into force on 12 July 2016, we have placed a 72 hour limit on the detention of pregnant women for the purposes of removal, extendable to up to a week in total with Ministerial authorisation.</p><p> </p><p>It may not always be appropriate for healthcare professionals to disclose confidential medical information that the patient has asked not to be disclosed. Subject to these limitations, Home Office management information indicates that 47 pregnant women were detained in the immigration detention estate between 12 July 2016 and 30 June 2017. For the same period this resulted in 8 pregnant women being removed from the UK. This is provisional management information that has not been assured to the standard of official statistics.</p><p> </p><p>The section 60 limitations, along with a new policy on adults at risk in detention, and other improvements to case working processes, represent a comprehensive package of safeguards for pregnant women in the immigration system.</p>

star this property answer text <p>The Lord Privy Seal (Baroness Stowell of Beeston):</p><p>Lord Strathclyde is being supported in his review by a panel of external experts and a small secretariat of civil servants in the Cabinet Office. The secretariat does not include political advisers. The expert panel comprises Sir Stephen Laws, former First Parliamentary Counsel; Jacqy Sharpe, a former Clerk in the House of Commons and Clerk to the Joint Committee on Conventions; and Sir Michael Pownall, former Clerk of the Parliaments.</p><p /> <p>Several reviews have examined the powers of the House of Lords, including the Royal Commission on the reform of the House of Lords (2000) and the Joint Committee on Conventions referenced above (2006).</p><p><strong></strong></p><p>The review led by Lord Strathclyde is due to consider how to protect the ability of elected Governments to secure their business in Parliament in the light of the operation of certain conventions. The review will consider in particular how to secure the decisive role of the elected House of Commons in relation to its primacy on financial matters; and secondary legislation.</p><p><strong></strong></p><p>Ministers regularly discuss a wide range of issues with the Cabinet Secretary and Head of the Civil Service.</p><p><strong></strong></p><p>Lord Strathclyde will determine the way in which the review is undertaken and the content of his recommendations, including any definitions required. It is not possible to provide an estimate of the cost of the exercise at this stage, but neither Lord Strathclyde nor his panel of experts will be paid a fee. Lord Strathclyde is expected to seek views from a wide range of Parliamentarians, parties and groups in undertaking his review, and has issued a letter to all Parliamentarians inviting their input. He is also seeking views from the Clerk of the Parliaments and the Clerk of the House. Lord Strathclyde will report to the Prime Minister, and the Government will decide how to proceed upon receipt of his recommendations.</p><br />

star this property answer text <p>The Council Decision concerning the United Kingdom’s participation in provisions of the Schengen acquis gave effect to the decision of the House of Lords on 17 November that the Government should re-join a package of 35 measures following the exercise of the UK's opt-out under Protocol 36 to the Treaties on the functioning of the EU (the 2014 opt-out decision). The Government accepts that the draft of this document should have been deposited earlier and apologises for the delay in its provision to the Committee.</p><p>Whilst we have noted the wishes of the Committee for an oral statement on the override, the Government does not believe it to be necessary given the number of debates and the extensive engagement with both Houses of Parliament and their Committees on the Protocol 36 op-out. We have responded to the Committee's correspondence on this matter and a written statement was laid in Parliament on the 10th December.</p><p> </p> more like this
