This includes VAT at 20%.</p><p>As with other by-elections, there was one fee for all services provided. The Committee agreed that, in response to the letter from the Clerk of the House of Commons about the debate, I should write to the Chairman of the House of Commons Administration Committee in the following terms:</p><p>“I am writing further to the backbench debate on printing record copies of public Acts of Parliament on vellum. I have consulted the House of Lords House Committee in preparing this reply.</p><p>As you know, this House agreed in 1999 to move to printing Acts of Parliament on archival paper instead of vellum. We are persuaded that printing on archival paper is a more appropriate use of public funds, and that the case for continuing to print on vellum is not made.</p><p>If, in the light of the debate, the House of Commons wishes to arrange a contract for printing record copies of public Acts on vellum then the House of Lords Administration will gladly share experience of managing the legacy contract to assist you in making any such arrangements. I am sure you will appreciate that this House does not wish to contribute financially to any future printing on vellum. It is also important that we ensure the longevity of any public Acts, as the Clerk of the Parliaments must certify a record copy of them.</p><p>Perhaps at our next regular meeting it would be possible for us to discuss some of the points made in the debate. 	answer	answer is ministerial correction date of answer 12/05/2016 answer text <p>Letters are issued annually on behalf of the Foreign and Commonwealth Office to Diplomatic Missions in the UK (Embassies, High Commissions and Consulates) requesting staff lists providing details of all locally engaged staff and private servants.</p><p> </p><p>HM Revenue and Customs (HMRC) has a specialist team (the Embassy team) in place to deal with enquiries from locally engaged staff employed at Diplomatic Missions and International Organisations in the UK as detailed in ‘The London Diplomatic List’. In December 2015 HMRC wrote to all these bodies to ensure they held full and up-to-date contact information for the team.</p><p> </p><p>Locally engaged employees and private servants are expected to contact the Embassy team to notify their employment as soon as they are engaged.</p><p> </p><p>The Embassy team determines the employee’s liability to Income Tax and National Insurance Contributions. 	answer	answer is ministerial correction date of answer 11/05/2016 answer text <p>Whilst the Farming Recovery Fund is not competitive, farmers wishing to apply to the Fund have to submit a formal application with evidence to support their need for a grant to contribute to the restoration of farmland badly affected by Storms Desmond or Eva. Payments are made to farmers once the work has been carried out and a claim has been submitted.</p><p> </p><p>The Rural Payments Agency (RPA) is responsible for determining the eligibility of Farming Recovery Fund applications, issuing grant funding agreements to eligible applicants, and receiving, processing and paying claims for costs incurred under those grant funding agreements.</p><p> </p><p>The RPA received 1,103 applications for a total value of grant of £11,429,194 by the closing dates for the scheme. As of 5 May 2016, 209 applications have been approved with a total value of £1,947,738. We note that the Israeli Defence Forces have investigated and understand that trial proceedings started on Monday 9 May. The UK is deeply concerned by the terrible human cost, to both sides, of the ongoing Israeli-Palestinian conflict. We are concerned by the use of force by Israeli security personnel in response to protests and security incidents and we regularly raise these concerns with the Israeli government, stressing the need for proportionality and proper accountability.
