As such this data set is not subject to the same levels of quality assurance as national statistics</p><p>In extracting this data only offences of complaint for council tax committal application have been included where the court hearing date occurred within each year reported (i.e. between 1 January and 31 December).</p><p>It should also be noted that, although committals to prison are reported as occurring within a particular financial year, the non-payment of council tax itself may relate to a previous financial year or even a period covering more than one financial year.</p>

star this property answer text <p>My rt hon friend the Secretary of State for Communities and Local Government (Eric Pickles) made a Written Ministerial Statement on 18 December, <em>Official Report </em>Column 110WS, setting out the Government’s work on integration. As the Statement notes since 2010 the Department for Communities and Local Government has spent £45 million on supporting integration projects. It also makes clear that we are rising to the challenges, championing what unites our country across class, colour and creed and making clear that Britain is a stronger nation because of its faith communities. We are also taking initiatives and supporting communities in addressing anti-Muslim hatred. <br><br>We are clear that British values are Muslim values and there are incredible and powerful examples of Muslim social action and charitable contributions made by Britain's Muslim communities. Britain has a proud track record of multi-faith cooperation and we are confident that our communities work together in strengthening society. This cannot be achieved by Government alone and local communities and faith leaders are in a unique position in working with Government in ensuring that no British citizen feels marginalised.</p>

star this property answer text <p>This Government has done more than any other to tackle anti-Muslim hatred:<br><br></p><ul><li>We have set up the first ever cross-government working group on anti-Muslim hatred which was established to consider and take forward proposals to tackle anti-Muslim hatred. The Group engages with Muslim communities and advises Government on how best to take forward key priorities;</li><li>Provided start-up funding to the Tell MAMA initiative to record incidents and support victims of anti-Muslim hatred;</li><li>Established a UK Srebrenica Memorial Day which recognises the fatal consequences of hatred and division;</li><li>Run social media workshops to build the capacity of community organisations to use social media effectively;</li><li>Held 8 integration roadshows with communities to find out what more Government can do to integrate communities and tackle anti-Muslim hatred. Further roadshows are planned throughout 2015;</li><li>Following the attacks in Paris, My Right Honourable Friend the Secretary of State for Communities and Local Government and I wrote on 16 January to mosques across England reassuring them of Government help if they experience anti-Muslim hatred. The Department has also assured faith and community leaders of its support to their commendable efforts to foster mutual understanding and shared respect;</li><li>Proactive engagement with the police to combat anti-Muslim hatred;</li><li>Initiated roundtable discussions with representatives of Muslim communities, including Imams and Muslim youth leaders;</li><li>Regular ministerial engagement and attendance at Muslim community events.</li></ul><p> </p>

star this property answer text <p>The Government has not performed a retrospective assessment of which laws passed since 1985 relate exclusively to England in their entirety. Under the Government’s proposals on English Votes for English Laws, the application of the proposed new rules to future legislation will be a matter for the Speaker of the House of Commons, considering both the application of the legislation and whether or not the matters in question are devolved.</p><p><br>The Speaker will not only certify bills as a whole, but also clauses and schedules within bills under this test.</p> more like this

star this property answer text <p>It is important that there is a vibrant market of local care and support providers offering a choice of high quality services that are able to adapt over time to meet changing needs.</p><p> </p><p> </p><p> </p><p>The Care Act introduces new duties on local authorities to promote their local market, with a particular focus on quality, diversity and sustainability. The Government recognises that local authorities’ own commissioning is likely to be their most important tool for facilitating their markets. The Government has worked with the Local Government Association and the Association of Directors of Adult Social Services (ADASS) to co-produce material to help local authorities promote their local markets and improve their own commissioning.</p><p> </p><p> </p><p> </p><p>Ultimately, local authorities remain locally accountable for how their budgets are allocated, including spend on care and support. However, the Care Act is clear that prices agreed with care providers will have to reflect the new duties outlined above in relation to the promotion of sustainability of the overall market. The Government recently published statutory guidance setting out how local authorities should meet these new duties when commissioning, including the consideration of the actual costs of care and support when negotiating fee levels. A copy of the guidance is attached.</p><p> </p><p> </p><p> </p><p>More widely, as in any market, provider exits and entries are inevitable. Where continuity of care is at risk because a provider’s business has failed, local authorities must temporarily step in to ensure an individual’s needs continue to be met, including the needs of both those that are self- and state-funded. In order to help local authorities respond to potential situations where a provider is particularly large or geographically concentrated, and where an individual local authority may struggle to carry out this duty on its own, the Government has created a new market oversight function which will be carried out by the Care Quality Commission (CQC). The CQC will act to oversee the finance of specified providers with a view to providing local authorities with early warning of financial failure and to ensure effective contingency plans can be put in place.</p><p> </p><p> </p><p> </p><p>The Government has also commissioned the ADASS to publish guidance for local authorities to assist them in developing contingency plans for managing provider failure which should be available by summer 2015.</p><p> </p>
