From this date, following a request in accordance with the Northern Ireland Troubles (Legacy and Reconciliation) Act 2023, the ICRIR will carry out reviews of Troubles-related deaths and serious injuries that occurred between 1966 and 1998.</p> more like this

star this property answer text <p>The UK Government remains determined to support the Executive to maximise the opportunities presented by the financial package.</p><p> </p><p>To help stabilise the Executive’s financial position, the UK Government has agreed to pause its debt repayments from 2022-23 and 2023-24 of up to £559 million and will no longer require these funds to be repaid, subject to the Executive publishing a plan, which outlines how it will deliver sustainable public finances and services, and demonstrating implementation of that plan by May 2025.</p><p> </p><p>This sustainability plan must include the delivery of a balanced budget for 2024-25 by raising a minimum of £113 million through locally generated income. It will be for the Executive to determine if it will consider a different course of action to deliver the public services that Northern Ireland needs as part of its plan for financial sustainability.</p> more like this

star this property answer text <p>The UK Government is providing the Executive with a significant £3.3 billion spending settlement to stabilise its finances and protect public services. Within this package, we are increasing the spending power of the Executive by repurposing over £700 million of existing and new UK Government funds.</p><p>The Fresh Start agreement in 2015 made provision for funding for integrated and shared education over 10 years. As that funding was due to expire at the end of 2024-25, the decision to remove the ring-fence on £150m of Fresh Start Agreement funding was made by the UK Government on taking a coherent look across its existing funding in Northern Ireland. We came to a considered position in response to the challenging budgetary position faced by the Northern Ireland Executive.</p><p>The Northern Ireland Executive will be able to decide how it uses the non-ring fenced funding element of reprioritised and new UK Government funding streams which contribute to the settlement package.</p><p>In line with commitments in the Belfast Agreement, the Government will continue to invest in and support educational integration in Northern Ireland as an essential aspect of reconciliation.</p>

star this property answer text <p>The Northern Ireland Troubles (Legacy and Reconciliation) Act 2023 requires Troubles-related inquests to conclude by 1 May 2024. The legislation provides a limited carve out for any Troubles-related inquests where the hearing of all evidence has finished and where the only matter still to come is the delivery of the inquest’s findings.</p><p> </p><p>The Act contains provisions allowing a coroner to request a review of a death by the ICRIR, led by Sir Declan Morgan as Chief Commissioner, if the inquest has not been concluded via the coronial process by 1 May 2024. Close family members, as well as the Secretary of State for Northern Ireland, the Attorney General for Northern Ireland and the Advocate General for Northern Ireland, can also request a review of a death by the ICRIR.</p><p> </p><p>The case management of inquests is a matter for coroners.</p><p> </p> more like this

star this property answer text <p>In October 2021, the Northern Ireland High Court found that an Article 2 compliant investigation into the Omagh bombing had not taken place, citing four grounds which the Court held could give rise to plausible arguments that there was a real prospect of preventing the Omagh Bomb. The <em>Gallagher </em>judgement also expressed a desire that a simultaneous Article 2 compliant investigation occur in Ireland, though it recognised that it was not within the Court’s power to order a cross-border investigation.</p><p> </p><p>In response to the findings of the Court, the Secretary of State announced in February 2023 that the Government would establish an independent statutory inquiry into the Omagh bombing. In June 2023, the Secretary of State appointed Lord Alan Turnbull as Chairman of the Omagh Bombing Inquiry. The Government continues working at pace to finalise the Inquiry’s Terms of Reference as soon as possible.</p><p> </p><p>While this is, of course, a matter for the Irish Government, the UK Government is keen to understand what consideration it has given, since the <em>Gallagher </em>judgement, to the setting up of an investigation in Ireland to discharge its obligations under Article 2 of the European Convention of Human Rights. This issue was directly raised most recently by me at the British-Irish Intergovernmental Conference on 28 November 2023.</p><p> </p><p>This is one of several legitimate questions regarding the Irish Government’s record of dealing with legacy matters in its own jurisdiction.</p><p> </p>

star this property answer text <p>As the Government’s Northern Ireland manifesto at the last elections stated clearly: “As Conservatives and Unionists, the preservation of a secure and prosperous United Kingdom is our overriding goal. That is why we will never be neutral in expressing our support for the Union and Northern Ireland’s place within it”. Northern Ireland benefits immensely from being part of the United Kingdom while the United Kingdom as a whole is stronger and better together.</p><p> </p><p>This Government firmly believes the Union is strongest when all its people can see and feel its benefits in their everyday lives. Northern Ireland benefits hugely from being an integral part of the world’s sixth largest economy.</p><p> </p><p>The financial advantages of being in the Union can be clearly seen in the Chancellor’s Autumn Statement, for example through the range of tax measures announced such as full expensing, that will help support local businesses. The National Insurance cut, combined with the increase in the National Living Wage, will mean a pay boost for nearly one million people in Northern Ireland. From January, 800,000 workers in Northern Ireland will benefit from £311 back into their pocket due to the National Insurance cut. The Belfast area has recently secured £3.8 million UK Government funding to become one of the UK’s 10 5G Innovation Regions which will benefit local creative industries, advanced manufacturing, and transport and logistics.</p><p> </p><p>The UK Government was also proud to host the Northern Ireland Investment Summit, showcasing the opportunities across Northern Ireland for global investment, and highlighting the benefits of the Windsor Framework. This Government governs for the whole of the country, ensuring that the Union delivers for all citizens across every part of the UK.</p>

star this property answer text <p>EURO 2028 will highlight the enduring strength of the whole of the United Kingdom, including Northern Ireland, through the unifying power of sport.</p><p>The UK Government is working closely with local partners in Northern Ireland on plans to deliver EURO 2028 events and to make sure EURO 2028 leaves a lasting legacy of football for all.</p><p>We will continue looking at those plans and business cases, to ensure we are making the best use of resources to support the success of EURO 2028. star this property answer text <p>Criminal prosecutions regarding alleged criminal conduct in Ireland during the Troubles is a matter for the Irish authorities.</p><p> </p><p>The Independent Commission for Reconciliation and Information Recovery (ICRIR) established by the UK Government’s Northern Ireland Troubles (Legacy &amp; Reconciliation) Act will conduct reviews into Troubles-related deaths and serious injury, with the primary objective of providing information to families, and victims and survivors.</p><p> </p><p>The ICRIR will have all the necessary powers to conduct criminal investigations as part of any review, and will be able to refer cases relating to conduct which took place in the UK for prosecution in cases where conditional immunity from prosecution is not granted and sufficient evidence exists.</p><p> </p><p>The legislation includes a requirement of full disclosure by UK bodies &amp; agencies. Effective information recovery mechanisms for many families, however, will require the cooperation of both governments. The Government hopes, therefore, that the Irish Government will, in the absence of an alternative in place for dealing with Troubles-related incidents, support the work of the ICRIR in delivering better outcomes for victims and families across the UK and Ireland.</p>

star this property answer text <p>The Government has always been clear that the purpose of the Northern Ireland Troubles (Legacy &amp; Reconciliation) Bill is to deliver better outcomes for those most affected by the Troubles, including victims and their families, providing more information to families in a more timely manner than through the existing mechanisms.</p><p> </p><p>The Government has always acknowledged the concerns expressed by interested parties about the legislation and been consistent in its commitment to strengthen the Bill in order to alleviate many such concerns. That is why, ahead of the Report Stage in the House of Lords, we tabled amendments relating to the conduct of reviews, compliance with international obligations, the independence of the Commission, and strengthening the provisions regarding conditional immunity.</p><p> </p><p>The Government recognises that the Bill remains challenging for many, but continues to believe that it represents the best way forward for those most affected by the Troubles, and to help Northern Ireland look forward.</p>
