This will report in September.</p><p> </p><p>- Sir Peter Hendy is looking at how we can put the current investment programme back on a sustainable footing. This will also report in the autumn.</p><p> </p><p>- Nicola Shaw will look to the future: advising the government on how it should approach the future shape and financing of Network Rail in the longer term. This will report in time for Budget 2016.</p><p> </p><p>The terms of reference for Bowe are available in the Libraries of the House.<ins class="ministerial"> Those for Shaw will also be placed in the Libraries of the House. Terms of reference for Hendy have not been published.</ins></p><p> </p><p><del class="ministerial">Terms of reference for the other two pieces of work have not been published.</del></p><p> </p><p>Network Rail and the Office of Rail and Road are also conducting their own reviews internally. Based on its preliminary findings to date, there is no indication of any operational or technical issues with either the aircraft or its crew. The damage observed on the forward section of the aircraft appears to indicate that the aircraft was penetrated by a large number of high-energy objects from outside the aircraft. It is likely that it is this damage that resulted in the loss of structural integrity of the aircraft, leading to an in-flight break. The Dutch Safety Board is continuing with its investigation. Where appropriate, this may include providing additional seating capacity in standard class carriages through conversion of first class carriages. While it is not our general policy to require operators to convert first class carriages to standard class, the Government would expect operators to consider the appropriate mix of standard and first class provision in meeting local demand for their services. 	answer	answer is ministerial correction date of answer 05/11/2014 answer text <p>Recently the Great Western Electrification Programme (GWEP) – Maidenhead to Cardiff (Route Sections 1 - 9) went through the Enhancement Cost Adjustment Mechanism (ECAM) process. As part of the industry’s commitment to transparency, the Office of Rail Regulation (ORR) has been keen to ensure there is clarity around ECAM and how it operates. It will continue to provide independent commentary on enhancement schemes, as well as Network Rail performance.</p><p> </p><p>The ORR would not expect to publish its findings on the level of funding for individual projects until after Network Rail has competitively procured from its supply chain.</p><p> </p><p>The ORR will report its conclusions at an aggregate funding level, rather than project-by-project. The ECAM process is planned to be completed in early summer 2016. 	answer	answer is ministerial correction date of answer 04/11/2014 answer text <p>Progressively tighter new vehicle European emission standards have reduced harmful particulate matter pollution emissions from diesel vehicles to a point where they are now equivalent to those from petrol vehicles. The latest emission standard for lorries and buses, Euro VI, will in addition substantially reduce emissions of oxides of nitrogen (NOx). Government experts are working with the European Commission and other member states to ensure that the Euro 6 emission standard for diesel cars and vans will also deliver reduced NOx emissions.</p><p> </p><p>In addition between 2011 and 2020 we have committed over two billion pounds to increase the uptake of ultra-low emission vehicles, on active and sustainable travel and to support green transport initiatives, which will help to improve air quality.</p><p> </p><p>As such, the Government has no current plans for any specific restriction or prohibition on the production or sale of diesel vehicles.</p> answering member printed Baroness Kramer question first answered 04/11/2014 13:45:31 answering member 1557 label Biography information for Baroness Kramer
