	answer	answer is ministerial correction date of answer 20/06/2019 answer text <p>The work commissioned to date on transpennine rail freight demand and the review of the costs of creating a freight and passenger route via Skipton-Colne has an estimated cost of around £100,000. The anticipated broad division of that work is that project management will be lead by CPC; cost challenge will be lead by Jacobs, GHD and Gardiner and Theobald; and work on freight demand will be led by Jacobs, GHD and MDS Transmodal (subcontractor).</p><p> </p><p>The geographical scope of the work will cover at least the area indicated by the noble Lord as its purpose is to assess whether reinstatement of a rail route via Skipton-Colne is part of the right long term solution for transpennine rail traffic. In February 2019 the winners of the £48 million Ultra-Low Emission Bus Scheme were announced, providing funding to support the purchase of 263 zero emission buses and supporting infrastructure.</p><p> </p><p>The Government continues to run the £50m Plug-in Taxi Grant Scheme, which offers up to £7,500 on the price of eligible ultra-low emission taxis. By 2050 we want almost every car and van in the UK to be zero emission. We will end the sale of new conventional petrol and diesel cars and vans by 2040.</p><p> </p><p>The Government’s 2018 Road to Zero Strategy sets out a clear pathway to achieving this, to give clarity and certainty to both industry and motorists.
