star this property answer text <p>UK expenditure on energy including imports was approximately £150bn (including taxes) or £113bn (excluding taxes, duties and levies) in 2017[1]. As a direct share, this is 5-7% of GDP depending on the inclusion of taxes, duties and levies. The Government is working to continue to improve energy efficiency across the economy in order to deliver affordable, clean and secure energy – the amount of energy used per unit of GDP has already fallen by 49% since 1990, and we are independently assessed as leading the G20 in cutting emissions while growing the economy since 2000. Our ambitious plans and policies to mitigate against the threat of climate change are set out in the Clean Growth Strategy.</p><p> </p><p>The Government publishes projections of the future volume of energy use based on current and planned policies under a range of sensitivities from now to 2035. star this property answer text <p>We are unable to identify the country of origin for steel used in the UK manufacturing industry specifically.</p><p> </p><p>In 2020, the UK consumed 9.0mt of finished steel (World Steel Association report, copy attached). According to the International Steel Statistics Bureau, 50% was sourced from UK producers. The remaining 50% was imported from foreign producers. Based on import data, we estimate the following proportions for the regions below:</p><ol><li>The EU: 35%</li><li>The Rest of the World: 15%</li></ol><p>According to the Future Capacities and Capabilities of the UK Steel Industry (attached), c.20% of the demand for finished steel products in 2015 was for manufacturing (defined as automotive, machinery &amp; engineering, and packaging).</p> more like this

star this property answer text <p>According to the Oil and Gas Authority’s ‘UKCS Decommissioning Cost Estimate 2021’ report (copy attached), the total cost of decommissioning UK Continental Shelf offshore oil and gas infrastructure has reduced to £46bn[1] equating to a projected saving of nearly £14bn (23%) since the 2017 cost reduction target[2] was first established.</p><p> </p><p>With extant oil and gas licences which have not yet been granted planning approval, we do not know which will be developed, so it is not possible to say how much they will cost to decommission, although the Oil and Gas Authority’s UK Continental Shelf full portfolio estimate referenced in the report attached includes £2bn for planned but as yet unsanctioned/not-built projects.</p><p> </p><p><em>[1] Costs shown in 2016 prices, for expenditure in 2017 and after</em></p><p><em>[2] Basis of 2017 estimate, 2016 Annual OGA Stewardship survey</em></p> more like this

star this property answer text <p>Her Majesty’s Government supports the management of and access to research data, so that it can be widely used for research and innovation. The <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/896799/UK_Research_and_Development_Roadmap.pdf" target="_blank">UK Research and Development Roadmap</a> (copy attached) published last year emphasised the importance of data and open research.</p><p> </p><p>The UK enjoys a well-established infrastructure and policy framework for good research data management and access, covering multiple disciplines, including national data centres such as the <a href="https://www.bgs.ac.uk/geological-data/national-geoscience-data-centre/" target="_blank">National Geosciences Data Centre.</a> UK Research and Innovation (UKRI), the UK’s largest public research funder, <a href="https://www.ukri.org/apply-for-funding/before-you-apply/your-responsibilities-if-you-get-funding/meeting-ukri-terms-and-conditions-for-funding/#contents-list" target="_blank">requires</a> those in receipt of funding from Research Councils to ensure “that all parties engaged in the research make every reasonable effort to ensure that intellectual assets obtained in the course of the research, whether protected by intellectual property rights or not, are used for the benefit of society and the economy”.</p><p> </p><p>UKRI and its Research Councils have policies that set out expectations and guidance on sharing and managing research data. It has a <a href="https://www.ukri.org/apply-for-funding/before-you-apply/your-responsibilities-if-you-get-funding/making-research-data-open/" target="_blank">common set of principles</a> on research data, including that publicly funded research data are a public good, produced in the public interest, which should be made openly available with as few restrictions as possible in a responsible manner. UKRI in partnership with research organisations developed the <a href="https://www.ukri.org/wp-content/uploads/2020/10/UKRI-020920-ConcordatonOpenResearchData.pdf" target="_blank">Concordat on Open Research Data </a>to ensure that the research data gathered and generated by members of the UK research community is made available for use by others wherever possible.</p><p> </p><p>UKRI work closely with international bodies to enable global sharing and access to data in the interest of the economy and society. Recently the <a href="https://www.oecd.org/sti/recommendation-access-to-research-data-from-public-funding.htm" target="_blank">OECD’s Recommendation on Access to Research Data from Public Funding</a> was updated and this will guide further policy and support in the UK as well as across all OECD members.</p><p> </p><p> </p>

star this property answer text <p>The Companies Act 2006 does not include specific requirements for finance secured through reverse factoring. However, section 393 places a requirement on directors that the accounts must provide a true and fair view of the assets, liabilities, financial position and profit or loss of a company or group. This places a responsibility to provide such information as is necessary to ensure that requirement is met, including where reverse factoring is used in supply chain arrangements.</p><p> </p><p>The correct accounting treatment for reverse factoring is dependent on the terms and conditions of the factoring arrangement in place. The International Financial Reporting Standards (IFRS) Interpretations Committee and the Financial Reporting Council (FRC) have both issued guidance addressing the accounting standards requirements for reverse factoring, including guidance on additional disclosures. Copies of the guidance are attached below. The International Accounting Standards Board is also considering whether to add a project on reverse factoring to its agenda, as part of their responsibility for issuing International Financial Reporting Standards.</p>

star this property answer text <p>BEIS and Ofgem’s joint annual Statutory Security of Supply Report provides an assessment of the current availability of secure, affordable electricity, gas and oil for meeting the needs of consumers. The latest report, published on 18 December 2020, does not use hydraulically fractured shale gas in any of its security of supply assessments. Please see attached.</p><p>In October 2017, BEIS published a report summarising gas security over the next 20 years, including consideration of the role of shale gas in general.
