	answer	answer is ministerial correction date of answer 05/12/2016 answer text <p>The Parliamentary e-petitions site is jointly owned by the Government and the House of Commons, therefore any assessment of potential changes to the system would have to be agreed between the Government and the House.</p><p>I have not had any discussions to assess such changes to the e-petitions system, however the hon. Member may find it reassuring to know that all petitions submitted are moderated by the staff of the Petitions Committee before being published and opened for signing by the public. The Committee staff ensure that all petitions adhere to the agreed standards which are clearly displayed on petition.parliament.uk. The former Parliamentary Under-Secretary for Foreign and Commonwealth Affairs, my Hon. Friend the Member for Rochford and Southend East (James Duddridge) discussed these issues with Zimbabwean Finance Minister Patrick Chinamasa on 5 July. He also raised the economic situation and land reform policy, which have a direct impact on Zimbabwe’s agricultural capabilities. The UK’s Livelihoods and Food Security Programme is providing over 130,000 farmers with training in the application of new agricultural technologies and management practices in crop and livestock production, including promoting the production of bio-fortified food crops. In 2017 2,535,000 tonnes were produced, in an unusually good agricultural season. In 2018, this dropped to 1,937,000 tonnes. The current season has been negatively affected by economic crisis and poor rainfall. Ahead of the 2018 elections, it is essential that reforms are made to the Zimbabwean electoral system, including strengthening the independence of the Zimbabwe Electoral Commission and removal of unconstitutional legislation which restricts democratic activity and human rights. With the Department for International Development, the FCO is working through a multi-donor programme to improve access to justice, media and information freedom and to improve the electoral environment in advance of the 2018 elections. 	answer	answer is ministerial correction date of answer 17/10/2016 answer text <p>The female mosquitoes responsible for Zika virus transmission are not native to the United Kingdom and it is considered highly unlikely they could survive the current UK climatic conditions long enough to become established. The risk to public health posed by Zika virus is, therefore, very low and no greater than the risks posed by other mosquito-borne infections, such as malaria, for example.</p><p> </p><p>Public Health England monitors various insect vectors (in particular, mosquitoes) in the UK through surveillance projects that it runs in collaboration with a range of organisations across the UK. In England, detection of an invasive species considered to pose a threat to the UK would trigger the use of appropriate control measures.</p><p> </p><p>In addition, the Government is ensuring UK residents travelling to countries with active Zika transmission are encouraged to take measures to minimise the risk of being bitten by mosquitoes, for example through the use of insect repellent.</p><p> </p><p>Up-to-date travel advice is in place, and clinical advice is available to UK medical professionals. 	answer	answer is ministerial correction date of answer 07/05/2019 answer text <p>All workers, including workers on zero-hour contracts are entitled to receive paid annual leave.</p><p> </p><p>In 2017, the Unpaid Britain report found that 1.8 million workers are missing out on £1.8 billion each year, in unpaid holiday leave.</p><p> </p><p>The Government wants to ensure that all workers, regardless of the hours they work, receive the paid time off they deserve. This is why the Government recently ran the ‘It comes with the job’ advertising campaign encouraging workers to understand their rights and employers to understand their legal obligations. Government has also developed new guidance, available on GOV.UK, to help workers and employers understand holiday pay policy and entitlement. Both the campaign, and the guidance were aimed at atypical workers, which includes workers on zero hours contracts. The latest figures show that only 2.4% of the UK’s workforce are on a zero hours contracts because, for that small proportion, that may be the right contract for them.</p><p> </p><p>In the Review of Modern Working Practices, Matthew Taylor said that banning zero hours contracts altogether “would negatively impact many more people than it helped&quot;. We agree with his assessment and have committed to bring forward legislation to introduce the right to request a more predictable and stable contract for all workers, including those on zero hours contracts. 	answer	answer is ministerial correction date of answer 03/05/2019 answer text <p>The Department for Digital, Culture, Media and Sport (DCMS) launched three new youth voice projects in February 2019, to enable young people to have a say in national policy making: a Young Commissioners and Inspectors Group, a Civil Society Youth Steering Group and a digital youth engagement research project. DCMS also provides funding for the UK Youth Parliament, Youth Select Committee and Make Your Mark ballot which support young people to raise issues on local and national levels. The £40 million #iwill Fund, a 4 year joint investment between DCMS and The National Lottery Community Fund, supports the creation of new opportunities for young people to volunteer and engage in their local communities. The National Citizen Service (NCS), a voluntary social development programme for young people, is helping to build a more responsible, more cohesive and more engaged society.
