	answer	answer is ministerial correction date of answer 14/01/2019 answer text <p>‘Staying Put’ has helped thousands of care leavers to transition more smoothly from care to living independently. It provides continuity of relationships and care arrangements, enabling care leavers to benefit from a stable and secure family setting, and to prepare for independence at a more gradual pace, rather than facing a ‘cliff-edge’ at age 18.</p><p>The government keeps the Staying Put policy under constant review, including through monitoring data from local authorities on take-up by young people, engagement with the sector, and reviewing information from Ofsted inspections of local authorities. Staying Put was also considered as part of the independent fostering review undertaken by Sir Martin Narey and Mark Owers, published in February 2018.</p><p>The latest data show that increasing numbers of care leavers are living in Staying Put arrangements. In the year ending March 2018, 55% of 18-year-olds chose to Stay Put, which is an increase of 4% on 2017. Furthermore, the data show that 31% of 19-year-olds, and 26% of 20-year-olds were still living with their former foster carers, which represent increases on the previous year.</p><p>In 2018 to 2019 the government provided £23.3 million to local authorities to implement Staying Put, with a further £23.77 million committed for 2019 to 2020. Decisions on funding beyond March 2020 will be subject to the outcome of the next Spending Review.</p><p>The government does not believe that introducing a national minimum allowance for Staying Put carers is the right way forward. Unlike children in foster care, young people in Staying Put arrangements are adults, and may be in work or claiming benefits. These financial sources can be used to contribute to the cost of providing the Staying Put arrangement, in a similar way that young people who are still living at home with their parents may contribute to the costs of running the household.</p><p>The government does not believe a foster carer’s approval should automatically lapse after 12 months if they are a Staying Put carer. It is not possible to assess whether there are any local authorities without an educational psychologist (EP) service as no information is collected on outsourced EP services.</p><p>The department’s main data source on teachers and other school staff is the annual School Workforce Census. The collection includes a count of educational psychologists (EP) employed centrally by local authorities and any that are reported as being directly employed by schools. It does not show any that are employed on an occasional basis. Our Ambassador in Minsk raised these issues with the Belarusian Deputy Foreign Minister in a meeting on 19 February 2019. Our Embassy subsequently attended the trial of the editor of the independent online media outlet, tut.by. The UK also joined EU partners in raising the issue of media freedom during the EU-Belarus Coordination meeting on 12-13 December 2018. For the past few years, we have offered two-day courses on religious literacy, in partnership with the London School of Economics. Other courses are held throughout the year, often tailored to geographical departments, for example the Political Islam, and Ethnic and Religious minorities in the Middle East and North Africa courses. In countries where religion has an impact on the work of a diplomat, this is covered in both pre-posting briefings and during the first few weeks following arrival at post. 	answer	answer is ministerial correction date of answer 13/05/2019 answer text <p>While the government is clear that free movement will end when we leave the EU, we are aware that continued access to international talent and the ability for UK talent to tour are key concerns for the cultural and creative sectors.</p><p><br>Non-EEA musicians and artists can currently enter the UK through a range of routes. Standard visitors can be paid for their participation at Permit Free Festivals for up to six months, Permitted Paid Engagement visitors can undertake various engagements for up to one month and the Tier 5 (Creative and Sporting) route permits artists, performers and their entourage to work in the UK. Tier 5 visas are granted for up to 12 months and can be extended for up to a maximum of 2 years in the UK.</p><p><br>The Home Office has launched a year-long engagement programme on the proposals in the White Paper on our future skills-based immigration system.
