	answer	answer is ministerial correction date of answer 02/02/2018 answer text <p>a) Since 2010 the Department procured a printed portrait of Her Majesty the Queen for display in the reception of Eland House at a cost of £256.74 including VAT. This was funded from savings made by consolidating seven sets of papers and periodicals for Ministers and special advisers, delivering over £15,000 a year in on-going revenue savings. Previously the Department did not possess a portrait of Her Majesty, despite it being the legal title holder of the Government's civil estate on behalf of the crown. No artworks have been purchased by the Department in the timescale indicated.</p><p>b) Records indicate the Department spent £708 with Majestic Wine in 2010-11. There is no record of any further spend on wine in the timescale indicated.</p><p>c) I refer the Hon Member to the answer to Question UIN 107801 on 24 October 2017. Spending for catering and hospitality is down to £9,822 in 2016-17 from £456,142 in 2009-10. 	answer	answer is ministerial correction date of answer 31/10/2017 answer text <p>It is important that local communities have the opportunity to comment on any applications for new development which come forward in their area. That is why the planning system already provides statutory rights for communities to become involved in the preparation of the Local Plan and neighbourhood plans for the area, and to make representations on individual planning applications, and on planning appeals. Local planning authorities are also required by statute to take into account all representations made in relation to an application for planning permission.</p><p>However, in reaching a decision on whether to grant planning permission only material planning considerations may be taken into account by the local planning authority. Local opposition or support is not in itself a ground for refusing or granting planning permission, unless it is founded on valid planning reasons.</p><p>Under a plan-led system, all planning applications submitted to a local planning authority must be determined, on their own merits, in accordance with the local development plan for the area, unless material considerations indicate otherwise. We have put in place a £3.6 billion transitional relief scheme for England to support ratepayers, including those in the solar power sector, at the 2017 revaluation.
