	answer	answer is ministerial correction date of answer 25/06/2019 answer text <p><del class="ministerial">The UK Government remains focussed on ensuring a smooth and orderly withdrawal from the EU with a deal as soon as possible, and we have been clear that we do not want or expect a no deal scenario. However, as a responsible government, we continue to prepare for all scenarios.</del></p><p><del class="ministerial">The Home Office has been planning and preparing for a no deal scenario for some time, and we have contingency plans in place across areas including law enforcement, passports and the border. Whatever the outcome of our exit from the EU, we remain committed to supporting the delivery of the Sustainable Development Goals both domestically and internationally. The UK’s first Voluntary National Review (VNR) will be published shortly. The VNR will review UK action both domestically and internationally in support of Goal 16. It will also outline key challenges and next steps, recognising that while progress is being made, there is more work to do.</del></p><p><ins class="ministerial">The Government believes that there is a legal framework for the use of live facial recognition technology, although that is being challenged in the courts and we would not want to pre-empt the outcome of this case.</ins></p><p><ins class="ministerial">The police have common law powers to use the technology for the purposes of preventing or detecting crime. Part 3 of the Data Protection Act 2018 is the statutory basis for the processing of the facial images obtained from the technology for these purposes. Their locations are currently being confirmed.</p><p>I can also confirm that all ESN masts can be shared by multiple mobile network operators. The same will potentially apply to the 30 EAS masts, subject to approval by the relevant Planning Authorities.</p><p>In respect of cost, I am afraid it is not possible to aggregate ESN costs down to specific geographic locations and any specific costs in relation to EAS would breach the disproportionate cost threshold. <br>The Government’s ambition is to have high-quality mobile connectivity where people live, work and travel, and we have committed to extending geographic coverage to 95% of the UK. Roaming in rural areas has the potential to improve consumer choice and could be a solution for the problem of “partial not-spots” (where one or more operators are present, but all four are not). It refers to the ability of customers of one network to use another provider’s network when they do not have access to a signal in a given area. This is currently mandated for emergency calls so that a 999 call can be made from any mobile in all areas where there is a signal from at least one operator. It has produced Authorised Professional Practice and a range of training materials to support officers to help vulnerable people effectively, including those with mental health problems and autism.</p><p>Training on mental health and vulnerabilities issues is integrated throughout the initial police learning programme which all new recruits – police constables, special constables and PCSOs – must complete. 	answer	answer is ministerial correction date of answer 04/07/2019 answer text <p>Home Office officials routinely discuss electrical safety issues with the NFCC to ensure opportunities to drive down electrical fires and promote electrical safety are utilised.</p><p>The Department has facilitated close links between the National Fire Chiefs Council, product safety officials at the Department for Business, Energy and Industrial Strategy and the sector-led Register My Appliance initiative to promote electrical fire safety messages and encourages fire and rescue services to increase the focus on electrical and product safety within their engagement with members of the public.</p><p>The Home Office’s national Fire Kills campaign, run in partnership with the NFCC, collaborates with Electrical Safety First to run the annual Electrical Fire Safety Week.
