star this property answer text <p>A new Chair and CEO were appointed to the Academies Enterprise Trust during 2016-17 and they presented a comprehensive improvement plan to the department in early 2017. This plan was assessed by the Education and Skills Funding Agency to put in place a recovery process that underpinned education provision with strong financial management and oversight. This included improving governance of the trust, restructuring of central service teams, stronger financial and budgeting controls, reshaping school improvement structures and impact on educational outcomes. As a result of this assessment and supported by the National Schools Commissioner, additional funding was provided to the Trust<strong>.</strong></p><p> </p> more like this

star this property answer text <p>Regarding the number of children in need assessments undertaken in which criminal exploitation through county lines was identified as a potential risk to the child’s life, the information requested is not held centrally.</p><p> </p><p>As part of the Children in Need census, we collect factors identified at the end of the assessment. These factors include trafficking, gangs and child sexual exploitation. However, this information gives no specific indication of county lines involvement or a risk to the child’s life. The information in fact indicates that the child has been referred and assessed by the local authority and that these issues were a factor at the end of assessment.</p><p> </p><p>Information on the number of factors identified at the end of assessment, including trafficking, gangs and child sexual exploitation, is published in table C3 of the ‘Characteristics of children in need’ statistical release, which can be viewed at the following link: <a href="https://www.gov.uk/government/collections/statistics-children-in-need" target="_blank">https://www.gov.uk/government/collections/statistics-children-in-need</a>.</p><p> </p>

star this property answer text <p>Maintained nursery schools (MNS) make a valuable contribution to improving the lives of some of our most disadvantaged children. There is a presumption against their closure. This does not mean that they can never close, but if they do, any replacement provision must be of equal quality, preserve expertise and be more accessible and convenient for parents.</p><p>Whether or not an MNS closes is a matter for local authorities. However, the presumption against their closure includes a duty on local authorities to assess whether the alternative provision available is of equal or greater quality. No assessment has been made of the adequacy of local authority budgets to do this.</p> more like this

star this property answer text <p>World-class education is not only about having the highest standards in academic and technical education, it also means ensuring that education builds character and resilience.</p><p>We want all children and young people to have opportunities to develop the key character traits of believing that they can achieve, being able to stick with the task in hand, seeing a link between effort today and reward in the future, and being able to bounce back from the knocks that life inevitably brings to all of us. Character must also be grounded in positive values such as kindness, generosity, fairness, tolerance and integrity.</p><p>The 5 Foundations for Building Character announced on 7 February by my right hon. Friend, the Secretary of State for Education are sport, creativity, performing, volunteering and membership, and the world of work. Each of these areas covers a very wide range of activities that children and young people can enjoy doing. In developing key character traits, research suggests that high-quality delivery of the 5 foundations should take a structured approach, occur over a sustained period of time, and be self-directed by the child or young person. Through the support of teachers, coaches or other professionals, children and young people are more likely to receive a higher level of challenge and develop the traits that can help them achieve their goals.</p><p>Play can provide benefits to children and young people through physical activity and promotion of wellbeing, but the audit of the availability of out-of-school activities across the country does not currently include playing outside as that activity does not provide the structured and high quality elements that are required in character building activities as proposed in the 5 Foundations for Building Character.</p>

star this property answer text <p>Launched in November 2018, the National Centre for Computing Education (NCCE) is a comprehensive programme aimed at improving the teaching of computing and participation in computer science. Funding and delivery of this programme is through a network of computing hubs, and in July 2019, NCCE announced the first tranche of 23 hubs.</p><p>Truro and Penwith College is the first hub appointed in Cornwall. The Department will have a network of computing hubs offering full geographical coverage across England, by the end of the year. Schools and colleges can access support for teaching through the NCCE website or through their local computing hub.</p> more like this

star this property answer text <p>From 2020, relationships education will become compulsory for all primary aged pupils and relationships and sex education (RSE) for all secondary aged pupils in England. Alongside this, we are introducing health education for all pupils in state funded schools. The guidance will be published in due course and information concerning the guidance is available here: <a href="https://www.gov.uk/government/consultations/relationships-and-sex-education-and-health-education" target="_blank">https://www.gov.uk/government/consultations/relationships-and-sex-education-and-health-education</a>.</p><p>Pupils should receive teaching on lesbian, gay, bisexual and transgender (LGBT) relationships during their school years. Primary schools are enabled and encouraged to cover LGBT content if they consider it age appropriate to do so. This would be delivered, for example, through teaching about different types of family.</p><p>RSE in secondary schools should meet the needs of all pupils, regardless of their developing sexuality or identity. The guidance sets out that secondary pupils should be taught the facts and the law about sex, sexuality and gender identity. When teaching the subjects, schools should ensure there is equal opportunity to explore the features of stable and healthy same-sex relationships. This should be integrated appropriately into the RSE programme, rather than addressed separately or in only one lesson.</p><p>All schools, including faith schools, must have regard to the draft guidance. In all schools, the religious background of all pupils must be considered when planning teaching so that the topics that are included in the core content are handled appropriately. Schools must also ensure they comply with the relevant provisions of the Equality Act 2010. The guidance includes an example of how schools can address LGBT relationships in a faith context; for example, the Catholic Education Service currently publishes a model RSE curricula.</p><p>Key aspects of relationships education, RSE and health education are in scope for Ofsted inspection; for example, through inspectors’ consideration of pupils’ personal development, behaviour and welfare; and pupils’ spiritual, moral, social and cultural development. Information about how Ofsted inspects schools is set out in its published school inspection handbook. The new Ofsted framework from September 2019 will also introduce a separate grade for ‘personal development’.</p><p> </p><p>We have also committed to reviewing the guidance every three years. This will enable us to monitor the implementation of these subjects and make changes in future where required.</p>
