Alongside other international partners invited by Ukraine, the UK will shape thinking on how to ensure criminal accountability for Russia’s aggression against Ukraine. The first meeting of the core group took place in Prague on 26 January 2023. On 4 March 2023 at the United for Justice conference in Lviv, it was announced that an International Centre for the Prosecution of Crimes of Aggression against Ukraine will be established in The Hague, within the structure of Eurojust’s Joint Investigation Team for Ukraine. An investigation into the Crime of Aggression by any new tribunal could complement established mechanisms investigating war crimes, including the International Criminal Court and Ukraine’s domestic investigations and prosecutions. In joining this additional core group focused on Crimes of Aggression, the UK will complement its support on those other mechanisms in pursuit of accountability for war crimes, crimes against humanity, or genocide. Investigations for those international crimes are well underway, supported by UK initiatives such as the UK-US-EU Atrocity Crimes Advisory Group, and judicial training by Sir Howard Morrison KC and Uk-based Advocates for International Development. 	answer	answer is ministerial correction date of answer 05/07/2023 answer text <p>Accountability for Russia’s actions is one of the key tenets of UK foreign policy on the Ukraine crisis – alongside military, economic, and humanitarian support. The UK is genuinely a practical and thought leader on this.</p><p>There are three broad strands to our work on accountability. First, the UK has provided expert assistance to assist Ukrainian investigators and prosecutors. Second the UK, alongside the international community, will continue to provide the International Criminal Court with the funding, people, and expertise to ensure justice is served. Third, we are exploring options to hold Russia accountable for the Crime of Aggression.</p><p>On 20 January 2023, the Foreign Secretary announced that the UK had accepted Ukraine’s invitation to join a core group of States to shape thinking on how to ensure criminal accountability for Russia’s aggression against Ukraine. On 4 March 2023 at the United for Justice conference in Lviv, it was announced that an International Centre for the Prosecution of Crimes of Aggression against Ukraine will be established in The Hague, within the structure of Eurojust’s Joint Investigation Team for Ukraine. I represented the UK at that conference.</p><p>On 18 April 2023, the Foreign Ministers of the G7 countries issued a joint communiqué stating that they “support exploring the creation of an internationalized tribunal based in Ukraine’s judicial system to prosecute the crime of aggression against Ukraine.” On 26 June 2023 the Ukrainian Prosecutor General and I attended an event hosted by the Slynn Foundation which considered impunity and justice and accountability for Ukraine.</p><p>I continue to have discussions on the principle and practicalities of accountability mechanisms with Cabinet colleagues, including the Foreign Secretary and Lord Chancellor on a regular basis. 	answer	answer is ministerial correction date of answer 23/10/2023 answer text <p>Ukrainian Prosecutor General Andriy Kostin has opened more than 100,000 files into alleged crimes which he intends to take through the Ukrainian courts.</p><p>I remain in regular contact with Prosecutor General Kostin. Alongside UK legal experts from inside and outside government, I am supporting the work of the Office of the Prosecutor General and the International Criminal Court to ensure allegations of war crimes are fully and fairly investigated, by independent, effective and robust legal mechanisms.</p><p>The UK is also a founding member of the Atrocity Crimes Advisory Group, alongside the US and the EU, which works in the region with Ukraine to coordinate and provide additional support to Ukraine’s domestic prosecutions. 	answer	answer is ministerial correction date of answer 23/10/2023 answer text <p>The Government is committed to delivering justice for victims of hate crimes committed in our communities and online, and the Crown Prosecution Service (CPS) considers all cases referred by the police.</p><p>Considering the events unfolding in the Middle East, a package of measures has been put in place to provide ongoing support to the police. This includes updating existing guidance on protests and offering the use of prosecutors in command centres to advise in real time.</p><p>In the rolling year to March 2023, the CPS has prosecuted 380 religiously aggravated and 9,1234 racially aggravated hate crime offences, with a charge rate of 85% and 87% respectively.
