The work is being facilitated by a range of stakeholders, including farmer groups, representative bodies and non-governmental organisations, and covers a range of geographies and sectors. 46 proposals are currently being taken forward in phase 1 and we anticipate that a number of these will begin soon with Defra reimbursing agreed costs incurred in their delivery. We have received a further 200 proposals for phase 2. We will prioritise those proposals from phase 2 that fill gaps identified from the coverage of phase 1 proposals. 	answer	answer is ministerial correction date of answer 05/09/2019 answer text <p>The Rural Payments Agency (RPA) took on responsibility for Environmental Stewardship and Countryside Stewardship schemes in October 2018, and has introduced a number of measures on agri-environment schemes to make it easier for farmers and land managers to apply and make it simpler for them to administer.</p><p> </p><p>The RPA has made improvements to the online service, including making more offers available to apply for online and allowing applicants to download application packs. It has simplified both the rules regarding the evidence we require and the guidance manuals. Tests and trials are not analysing methods of delivery of environmental outcomes rather how the scheme or innovative mechanism will operate.</p><p> </p><p>We received 113 proposals from stakeholders to conduct tests and trials of the new ELM scheme in phase one. We identified 49 of these which most closely matched the identified priorities and would help us test critical elements or building blocks of the new scheme. Of these 49, two have subsequently merged with other phase 1 proposals and one has withdrawn from the process, leaving 46.</p><p> </p><p>The national pilot is due to start in 2021. 	answer	answer is ministerial correction date of answer 01/08/2019 answer text <p>In September 2018, alongside the Agriculture Bill and policy statement, the Government published an ‘Analysis of the impacts of removing Direct Payments’. This provided an overview of the potential impacts to different farm types and sizes of moving away from direct payments and introducing a new system of public money for public goods.<del class="ministerial"> It also showed the potential across all sectors for farmers to become more efficient – producing more for less – as a response to any reductions in direct payments.</del></p><p> </p><p><del class="ministerial">Direct payments are untargeted, poor value for money, undermine efficiency and productivity improvements, and limit opportunities for new entrants. They have imposed unnecessary bureaucracy on farmers and can inflate rent prices. Some of our most successful and vibrant food-producing sectors of agriculture have never been subsidised. For example the poultry industry, the pig industry and the horticulture industry.</del></p><p> </p><p><ins class="ministerial">Direct payments are arbitrary payments based on land area that tend to favour larger land owners rather than smaller family farming businesses.</ins> In England we will phase out direct payments during an agricultural transition, giving time for farmers to adjust. We are considering whether we can use funds to refresh the county farm model by supporting local authorities to reinvest in their farms, helping with facilitation funding so that the farms are more of a hub for new entrants, and working with them to make it easier to move tenants out so that we have a constant pipe stream of new opportunities for new entrants.</p><p><br> Alongside that, we are considering whether that can be broadened beyond the traditional county farm, which has existed for many decades since the war, to include some of the peri-urban farms, which often have links to the agro-ecology movement and are often smaller community-based groups. 	answer	answer is ministerial correction date of answer 04/10/2019 answer text <p>Applications for the second phase of Environmental Land Management Scheme (ELMs) tests and trials closed earlier this year, and we received over 200 proposals. We are currently reviewing them against the priority gaps from Phase 1. In future, we will issue specific calls for proposals where appropriate to collect evidence that will help to inform policy development and any gaps we have identified within our tests and trials.</p><p> </p><p>In addition we are conducting a series of iterative workshops with several Countryside Stewardship Facilitation Fund (CSFF) groups to discuss land management plans and collaborative working. The purpose of our workshops with CSFF groups are to enable us to work directly with farmers and land managers to hear their thoughts, suggestions and ideas, rather than working through intermediary organisations as we often do with stakeholder proposals. We are using the workshops to help facilitate culture change and a new way of thinking about the environment, as well as providing information about ELM development to future users.</p><p> </p><p>We have completed two rounds of workshops and we are considering options for how we take these forward to ensure we get the most from the opportunity to engage with farmers and land managers through CSFF groups.
