star this property answer text <p>Funding for the multi-year (2018/19 – 2020/21) Agenda for Change (AfC) pay and contract reform deal was confirmed alongside the Government’s announcement via a Written Ministerial Statement (<a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-statement/Commons/2018-06-27/HCWS803/" target="_blank">HCWS803</a>) laid before the House on 27 June 2018 that the Government was accepting the collectively agreed deal. This statement followed the previous Written Ministerial Statement (<a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-statement/Commons/2018-03-21/HCWS574/" target="_blank">HCWS574</a>) laid before the house on 21 March 2018 in which additional funding for the AfC deal was committed to should trades union members agree to the deal.</p><p>In line with the Chancellor’s commitment at Budget 2017, the Government released the £800 million already set aside to support the first year of the deal for 2018/19 in England.</p><p>Funding for the remaining two years of the deal (2019/20 and 2020/21) has been made available as part of the long-term funding settlement for the National Health Service.</p><p> </p><p> </p><p><strong> </strong></p><p><strong> </strong></p>

star this property answer text <p>To ensure sufficient space to store stockpiled medicines, we agreed contracts for additional warehouse space, including ambient, refrigerated and controlled drug storage aligned to the possible 29 March exit date. All these types of storage remain available and should be sufficient to meet the additional needs of medicines suppliers to enable them to build or rebuild their stockpiles prior to 31 October. The original procurement was carried out to give additional leeway should the level of storage required be greater than initially estimated. As part our contingency planning for a possible ‘no deal’ European Union exit on 31 October, we have re-assessed the additional warehouse capacity required to meet the six-week stockpile request made of industry and have confidence that the current capacity we have in place for 31 October will be sufficient.</p><p>The Government’s Border Delivery Group has been reviewing the readiness of border infrastructures and of traders to comply with customs and borders processes in the United Kingdom and the EU. While the predicted flow rate across the short straits has improved slightly since 29 March, significant disruption would be expected for six months following a ‘no deal’ exit, with the most severe period being the first three months.</p><p><strong> </strong></p><p><strong> </strong></p><p><strong> </strong></p><p><strong> </strong></p>

star this property answer text <p>The interim NHS People Plan, published on 3 June 2019, puts staff who provide and commission care at the heart of National Health Service policy and delivery. It calls for action to be taken now to make the NHS the best place to work, by reforming the culture and leadership and ensuring all staff feel supported and valued, in an effort to increase workforce recruitment and retention.</p><p>Regardless of the publication of the People Plan, commissioners will make shared decisions with providers, through Integrated Care Systems, on population health, service redesign and the NHS Long Term Plan implementation.</p><p>A final People Plan will be published soon after the Spending Review.</p><p><strong> </strong></p> more like this

star this property answer text <p>The allocation of funding to clinical commissioning groups (CCGs) to support them in commissioning services for their local population is one of the key duties of NHS England. The approach NHS England must take in setting allocations is outlined in the mandate from the Department which says:</p><p><em> </em></p><p>“The Government expects the principle of ensuring equal access for equal need to be at the heart of NHS England’s approach to allocating budgets.”</p><p> </p><p>The approach is also informed by NHS England’s duty to reduce inequalities to accessing services and the outcomes of care.</p><p> </p><p>These two aims are reflected in the target formula, which produces a target allocation or ‘fair share’ for each area, based on a complex assessment of factors such as demography, morbidity, deprivation, and the unavoidable cost of providing services in different areas. The NHS England Board has agreed a pace of change policy that seeks to bring all CCGs to target funding over time.</p><p> </p><p>The formula is based on independent academic research and is overseen by an independent external group, the Advisory Committee on Resource Allocation, which provides advice to the Secretary of State for Health and Social Care and the Chief Executive of NHS England.</p><p><strong> </strong></p>

star this property answer text <p>Reducing elective care waiting times continues to be a high priority for the National Health Service. The NHS Long Term Plan sets out the NHS priorities and reiterates the focus on increasing the amount of planned surgery year-on-year, to cut long waits, and reduce the size of hospital waiting lists.</p><p> </p><p>The Long Term Plan also reinforces the NHS commitment to offer choice, including the promise of choice at 26 weeks.
