unstar this property answer text <p>The Government provides grants worth £15.6m per year to support rail and water freight services which deliver environmental and economic benefits over road transport, but whose operating costs are higher. This level is net of a significant efficiency saving implemented since 2015.</p><p> </p><p>Rail flows of intermodal freight continue to be healthy and the grants deliver high value for money. A research project is underway to inform decisions about future funding and operation of the grants and will consider stakeholder feedback.</p> more like this

unstar this property answer text <p>The Government is fully committed to growing rail freight and unlocking the economic and environmental benefits that the sector can deliver. Our Transport Decarbonisation Plan (TDP) set out our ambition to remove all diesel-only trains (passenger and freight) from the network by 2040. The Future of Freight Plan reflects the growing importance of the freight sector as a whole; until now, there has never been a cross Government and cross modal plan for the sector. In both the TDP and the William Shapps Plan for Rail we committed to introducing a rail freight growth target and to incentivising the early take up of low carbon traction to help operators have the confidence they need to invest in green technologies.</p><p>We continue to encourage and incentivise modal shift from road to rail through the £20m Mode Shift Revenue Support Scheme (MSRS), which delivers high value for money and in 2020/21 removed around 900,000 HGV lorries off our congested road network, saving 58,000 tonnes of CO2 emissions. Earlier this year the Department successfully secured MSRS funding of £20m a year for the next three years.</p>

Our Transport Decarbonisation and Future of Freight plans set out our support for rail freight, recognising that freight trains emit around a quarter of the carbon dioxide per tonne-mile of road haulage. As we build back from the pandemic, and following the 2021 Spending Review, we want to provide as much clarity and certainty as possible on rail enhancements and will set out our plans shortly. unstar this property answer text <p>The Government supports the modal shift of freight from road to rail wherever possible and would encourage supermarkets to consider carrying more of their goods by rail. Rail freight customers, including supermarkets, increasingly view rail as a critical part of their operations, and we hold regular meetings with representatives across industry, including supermarket representatives, to understand the challenges and opportunities of using rail freight as part of supply chain operations.</p><p> </p><p>The Government continues to work closely alongside Network Rail (NR) and the rail freight industry and have taken several urgent steps to enable rail freight to support resilient supply chains. NR has increased the number of freight train paths available from key ports, such as Felixstowe, and NR and the Freight Operating Companies are currently running longer, heavier freight trains to increase capacity. The Government has also increased the 2021/22 Mode Shift Revenue Support scheme budget by £500,000 to reduce the number of HGV journeys by an additional 29,000. We will continue to work at pace with NR and the rail freight industry to explore what steps can be taken to support resilient supply chains and increase the number of rail freight services, the length of trains and utilisation of existing services.</p><p> </p>

The Rail Minister hosts bi-monthly roundtable meetings with key rail freight stakeholders.
