Funding for 2020-21 for individual forces will be announced as part of the provisional police settlement later this year. This supports a range of interventions, such as the commitment of £5 million to a programme in Nigeria and £3 million to Vietnam through the Home Office Modern Slavery Fund to prevent modern slavery and build capacity to tackle it at source. 	answer	answer is ministerial correction date of answer 09/09/2019 answer text <p>Domestic abuse is a devastating crime and the Government is committed to doing everything we can to tackle it.</p><p>The Domestic Violence Disclosure Scheme (DVDS, also known as “Clare’s Law”) was rolled out across all 43 police forces in England and Wales in March 2014, and recent data shows that applications and disclosures made under the scheme are increasing.</p><p>In the year ending March 2018, there were a total of 5,649 disclosures made under the scheme, representing a 66% increase on the previous year. We absolutely recognise that domestic abuse affects men as well as women. 	answer	answer is ministerial correction date of answer 09/09/2019 answer text <p>The Government signed the Istanbul Convention to signal the UK’s strong commitment to tackling violence against women and girls.</p><p>The Preventing and Combating Violence Against Women and Domestic Violence (Ratification of Convention) Act 2017 requires Ministers to publish annual reports on their progress towards being able to ratify the Convention. The next progress report is due to be published by 1 November 2019. This will, like previous reports, cover measures taken by the devolved administrations.</p><p>Following consultation with the Scottish Government and Northern Ireland Department of Justice, the Domestic Abuse Bill includes measures extending the extraterritorial jurisdiction of the criminal courts in Scotland and Northern Ireland (as well as in England and Wales) to certain violent and sexual offences, and provides for a new domestic abuse offence in Northern Ireland. That is why we reformed the tools and powers available to tackle Anti-Social behaviour through the Anti-social Behaviour, Crime and Policing Act 2014.</del><del class="ministerial">In 2019/20 Lancashire Police are receiving £285.1 million of funding, an increase of £18.4 million, on 2018/19. Funding for 2020-21 for individual forces will be announced as part of the provisional police settlement later this year. Decisions about the allocation of police resources are for Chief Constables and democratically accountable Police and Crime Commissioners, who are best placed to meet the needs of their local community.</del></p><p><ins class="ministerial">The police and Crown Prosecution Services (CPS) are responsible for charging decisions with regards to county lines related criminality. The key is that prosecutions are brought, and the charges should cover the full range of criminality involved including Modern Slavery offences.We are working with the police and the CPS to take full advantage of powers in the Modern Slavery Act when making charging decisions against county line gang members. The impact of adverse childhood experiences are highlighted within this context. The Strategy stresses the importance of early intervention to tackle the root causes of serious violence and provide young people with the skills and resilience to lead productive lives free from violence. We are investing in early intervention through the £22 million Early Intervention Youth Fund and the longer term £200 million Youth Endowment Fund, to ensure those most at risk are given the opportunity to turn away from crime and violence and lead positive lives.</p><p>Through the Police Transformation Fund, we have also awarded £6.87m to South Wales Police for three years from 2017/18 onwards to deliver the Early Action Together (EAT) project with all four police forces in Wales and a range of partners. The police are working in collaboration with Public Health Wales to develop and test a new approach to policing, which prevents and mitigates Adverse Childhood Experiences (ACEs). The Government has commissioned and supports several business-led, independent reviews on promoting diversity. These include the Hampton-Alexander Review which has a 33% target for women on boards and in senior leadership positions across the FTSE 350 by 2020. However, police forces are free to collect this information locally.</p><p>The police may treat verbal and physical harassment of non-UK EU citizens as racially-motivated hate crimes. The Government has a robust response to all forms of hate crime. This includes a range of relevant legislation, and the Hate Crime Action Plan 2016-20. 	answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>Criminal exploitation in the form of county lines has a devastating impact on those affected and we must work together to identify and safeguard the vic-tims and potential victims of this form of exploitation as early as possible.</p><p>We welcome the report published by the Children’s Society and will consider its findings carefully as we continue to develop and strengthen our response to county lines.</p><p>In 2018, the Department for Education revised the Working Together to Safeguard Children and Keeping Children Safe in Education guidance to reflect the risks to include specific mention of the risks to children from county lines, criminal exploitation and other harms from outside the home.</p><p>New arrangements to safeguard and promote the welfare of all children, must be implemented by safeguarding partners by the end of September 2019. It will be for local determination what the arrangements cover, but they must set out how all children, including those at risk of child criminal exploitation, will be kept safe. In order to bring transparency about the activities undertaken, the safeguarding partners must publish a report at least once in every 12-month period, setting out what they have done as a result of the arrangements and how effective these arrangements have been in practice.</p><p>The Independent Review of the Modern Slavery Act 2015 considered the def-inition of exploitation under the Act and found it is sufficiently flexible to meet a range of new and emerging forms of modern slavery.</p><p>In addition, there is an existing, published definition of child criminal exploi-tation in the Serious Violence Strategy. The strategy is available <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/698009/serious-violence-strategy.pdf" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/698009/serious-violence-strategy.pdf</a></p><p>Section 48 of the Modern Slavery Act 2015 which makes provisions for Inde-pendent Child Trafficking Advocates was also considered by the Independent Review of the Modern Slavery Act 2015. In-line with one of the Review’s recommendations, Independent Child Trafficking Advocates have recently been renamed Independent Child Trafficking Guardians (ICTGs).</p><p>ICTGs are an additional source of advice and support for all trafficked children and somebody who can advocate on their behalf. The current service model provides one-to-one support for children who lack a figure of parental responsibility for them in the UK and an expert ICTG regional practice co-ordinator whose role will be to focus on children who do have a figure of parental responsibility for them in the UK. We are conducting detailed research into the experiences of those that have undergone conversion therapy and how it has affected them.</p><p>This is a complex issue that we will be approaching sensitively.
