We are seeking to legislate through the Energy Bill to close the renewable obligation (RO) to new onshore wind capacity from 1 April 2016, one year earlier than planned. The Department has published an Impact Assessment (IA) that considers the potential effects of the Government’s proposals to close the RO to new onshore wind early. This contains the information requested and can be viewed on Parliament’s website at:</p><br /><p><a href="http://services.parliament.uk/bills/2015-16/energy.html" target="_blank">http://services.parliament.uk/bills/2015-16/energy.html</a></p><br /><p>Small-scale onshore wind projects up to 5 megawatts in scale are eligible for support under the feed-in-tariff (FITs) scheme. DECC has proposed action, through the FITs review consultation, to control spending and put FITs onto an affordable and sustainable footing. This consultation is now closed and we are considering the responses that we have received. 	answer	answer is ministerial correction date of answer 30/10/2015 answer text <p>As set out in the November 2013 Renewable Energy Roadmap Update, analysis indicated a potential deployment range of 7-20 GW (equivalent to 6-18 TWh) of solar PV at all scales, with 20GW being our estimate of the technical maximum level of solar PV deployment by 2020 on the basis of grid and other constraints. 	answer	answer is ministerial correction date of answer 02/11/2015 answer text <p>In the UK nuclear security is overseen by the independent Office for Nuclear Regulation (ONR). The Nuclear Industries Security Regulations 2003 (as amended) require those holding Sensitive Nuclear Information to have in place robust security measures approved by ONR in order to protect this information. The ONR conducts inspections to ensure compliance with security requirements and has powers of enforcement in the event of a breach.</p><br /><p>As part of the National Cyber Security Programme (NCSP) DECC has funded: 1) enhanced cyber security training; 2) a rigorous cyber incident response exercising programme; 3) forums and briefings for senior industry personnel to raise awareness of cyber threats; and, 4) work to ensure new nuclear power plants will be cyber secure by design. The Environment Agency will not grant a permit where the risks to groundwater are unacceptable. They have powers to impose conditions to ensure proper protection or to prohibit activities which they consider to pose unacceptable risks.</p><br /><p>The Infrastructure Act 2015 required the Government to specify protected groundwater source areas within which hydraulic fracturing cannot take place, which we did in draft regulations debated in the House on 27 October. They define these areas as being equivalent to Source Protection Zones 1, which applies to those areas close to drinking water sources where there is the greatest risk associated with groundwater contamination. Petroleum Exploration and Development Licences are not specific to shale gas. They grant exclusive rights to extract hydrocarbons, including shale gas but also other hydrocarbons, within a particular onshore area. Friends, the Secretary of State for Energy and Climate Change and the Secretary of State for Communities and Local Government on 16 September 2015 (<em>Official Report, Column 34-38WS</em>), sets out the Government’s view that there is a national need to explore and develop our shale gas and oil resources in a safe, sustainable and timely way, to help meet our objectives for secure energy supplies, economic growth and lower carbon emissions.</p><br /><p>A successful shale industry could help create jobs and grow local economies. Investment in shale could reach £33billion and support up to 64,000 jobs in oil, gas, construction, engineering and chemical sectors. 	answer	answer is ministerial correction date of answer 30/10/2015 answer text <p>Electricity interconnection can lower consumer bills, improve security of supply and contribute towards decarbonisation.</p><br /><p>A number of interconnection projects are already progressing under Ofgem’s regulatory regime1, designed to bring forward interconnection investment in the interest of GB consumers. This includes projects to France, Belgium, Norway, Denmark and Ireland, which have been assessed by Ofgem as offering over £11.8bn in consumer benefits. The Government has also supported a number of mature interconnector projects to benefit from access to European grant funding as Projects of Common Interest.</p><br /><p>Together these projects represent billions of pounds of infrastructure investment and aim to more than double our interconnection capacity by the early 2020s.
