star this property answer text <p>NHS England is working with partners across the criminal justice system to improve services for offenders with mental health difficulties, which includes a service review across all adult medium and low secure services.</p><p> </p><p>The service review is considering a number of issues including the future demand and capacity required against a number of criteria, levels of security, gender, service type and geographical location. A detailed understanding of difficulties in the system in relation to remissions from hospital to prison is being considered so that access, egress and throughput are all improved. This is vital to ensuring that the appropriate capacity is planned for the future.</p><p> </p><p>The current Prison Transfer and Remission Guidance, published by the Department in 2011, is being reviewed, and two separate documents being developed to replace it, one for Immigration Removal Centres and another for Prisons. A particular focus of this work is about ensuring that the timescales within the guidance take into account clinical urgency and need. NHS England anticipates publication of the new guidance documents in April 2018.</p><p> </p><p>Regulation 28 letters are sent to local commissioning leads, in addition to NHS England’s National Medical Director. Local commissioners produce reports in response to the challenges raised in each Regulation 28 letter.</p><p> </p><p>The dedicated NHS England national lead picks up any recurring themes and reflects these in the responses made on behalf of NHS England. Action plans are initiated at a local level to support changes in how organisations and professionals work locally, where these are viewed as potentially being contributory to deaths.</p><p> </p><p>The national lead works very closely with the local commissioner to ensure activities described in the local response, and reiterated in the national report, are adhered to.</p>

The first of these changes, amendments to the Health and Justice Indicators of Performance data set, will be in place by April 2018, ensuring that NHS England is able to track and manage performance of all providers within all prisons. This will also identify blockages within the system and highlight where NHS England needs to take steps and remedial measures to ensure better outcomes for this patient group.</p><p> </p><p>NHS England plan to work with NHS Improvement to agree comparable performance measures.</p><p> </p><p>The funding breakdown submitted to the Public Accounts Committee in October 2017 outlined how much each NHS England region spent on mental health and substance misuse services in prisons as a percentage of the total adult prison healthcare budget.</p><p> </p><p>This was 37% of the £400 million budget for healthcare in adult prisons in England in 2016-17. Information on individual contract values per prison is commercially sensitive.</p>

star this property answer text <p>For children and young people aged between eight and 18 years, the Government is investing £150 million to expand eating disorder services and staff – with 70 new or enhanced services already in place.</p><p> </p><p>The Government’s aim is for the National Health Service to meet the access and waiting time standard for children and young people with an eating disorder by 2020/21 so that 95% of children with an eating disorder will receive treatment within one week for urgent cases and within four weeks for routine cases. NHS England has published a Commissioning Guide that sets out its recommended staffing and training requirements for these services. This is available at:</p><p> </p><p><a href="https://www.england.nhs.uk/wp-content/uploads/2015/07/cyp-eating-disorders-access-waiting-time-standard-comm-guid.pdf" target="_blank">https://www.england.nhs.uk/wp-content/uploads/2015/07/cyp-eating-disorders-access-waiting-time-standard-comm-guid.pdf</a></p><p> </p><p>We are on track to meet the eating disorders waiting time target. 68.7% of children and young people are currently being seen within one week and 78.9% within four weeks (against target of 95% for both by 2020/21).</p><p> </p><p>For adults, NHS England is conducting a baseline audit to measure existing levels of investment, capacity and activity across inpatient and community services for adults with eating disorders.</p><p> </p><p>NHS England will develop evidence based treatment pathways across mental health services over the next five years in line with the recommendations of the Five Year Forward View for Mental Health. NHS England is working with the National Institute for Health and Care Excellence and the National Collaborating Centre for Mental Health to ensure that each pathway is fully informed by the available evidence and the views of experts by experience.</p>

star this property answer text <p>The Government takes seriously the report of the Parliamentary and Health Services Ombudsman (PHSO) ‘Ignoring the alarms: how NHS eating disorder services are failing patients’.</p><p> </p><p>Following on from the publication of the report the Department will work with partner organisations and arm’s length bodies, including NHS England, and NHS Improvement to consider how the recommendations can be taken into account as part of the planned improvements to mental health and eating disorder services.</p><p> </p><p>NHS England is considering the recommendations within the PHSO’s report and will be responding fully in due course to both the PHSO and the family of the patient concerned. The response will outline a proposed set of actions around reviewing provision of adult eating disorder services and the question of parity of adult services with children and young people services. Their formal response to the recommendations of the report will include our plans to review existing levels of geographical variation and the scope to address as part of future improvements to adult eating disorder services.</p>
