star this property answer text <p>This Government is committed to improving perinatal mental health services for women during pregnancy and in the first postnatal year, so that women are able to access the right care at the right time and close to home.</p><p> </p><p>NHS England is leading the programme of work to transform specialist perinatal mental health services, so that by 2020/21 at least 30,000 more women each year are able to access evidence-based specialist mental health care during the perinatal period. This includes access to psychological therapies and specialist community or inpatient care.</p><p> </p><p>NHS England has reviewed the provision, access to and local availability of Mother and Baby units. This work resulted in the publishing of a revised service specification in late 2016, and the commissioning of four new Mother and Baby units within underserved areas of the country. These units are due to come on line during 2018/19.</p> more like this

star this property answer text <p>NHS England published a comprehensive quantitative analysis of Local Transformation Plans (LTPs) in March 2016, and a thematic review in August 2016.</p><p> </p><p>This review included detailed analysis of developing models and approaches to identification and management of children and young people with extra vulnerability to mental health problems including those who have experienced abuse or neglect.</p><p> </p><p>The review showed that all LTPs included evidence that clinical commissioning groups and local authorities are working together in the design of the transformation plans; that 90% evidenced partnership with public health colleagues; that 90% evidenced collaboration with education colleagues or consultation with local primary and secondary schools; and that 80% engaged with youth offending teams.</p><p> </p><p>The analysis and the thematic review are both available at:</p><p> </p><p><a href="http://www.england.nhs.uk/mental-health/cyp/transformation/" target="_blank">www.england.nhs.uk/mental-health/cyp/transformation/</a></p>

star this property answer text <p>The Government values the strong collaborative partnerships that we have across the European Union in the areas of science, research and innovation, and as part of Exit negotiations is working to ensure that we have the best possible environment in which to support clinical trials and new medicines after we leave the EU.</p><p> </p><p>All clinical trials of investigational medicinal products in the EU are registered and information on the trial and a summary of results is made public in in the EU clinical trials register, except for adult phase one trials which are considered commercially confidential. This information is publicly available now and similar to information that will be publicly available in the new European Medicines Agency clinical trials IT system.</p><p> </p><p>In the United Kingdom, the Medicines and Healthcare products Regulatory Agency, Health Research Authority, ethics services, National Institute for Health Research and National Health Service have been working towards implementation of the new European Clinical Trials Regulation (CTR) since it was agreed in 2014. The application date of the CTR across the EU will be set by the European Commission. The current regulatory approval legislation, portals and databases will stay in place until such time as any changes are needed so there will be no interruption in UK clinical trials approvals.</p>

star this property answer text <p>The Government takes seriously the report of the Parliamentary and Health Services Ombudsman ‘Ignoring the alarms: how NHS eating disorder services are failing patients’.</p><p> </p><p>Following on from the publication of the ombudsman’s report the Department will now work with our partner organisations and arm’s length bodies, including NHS England, to consider how the recommendations can be taken into account as part of the planned improvements to mental health and eating disorder services.</p><p> </p><p>NHS England is currently developing a pathway for adults with eating disorders and working with healthcare professionals so they better understand eating disorders – the case investigated by the ombudsman’s report will be considered as part of this.</p><p> </p><p>With regard to the specific recommendation for the development of benchmarking guidance for adult eating disorder services and measuring success against this, NHS England is considering the recommendations within the report and will respond with an outline of proposed set of actions around reviewing provision of adult eating disorder services and the question of parity of adult services with children and young people’s services. NHS England’s response will include their plans to review existing levels of geographical variation and the scope to address these as part of future improvements to adult eating disorder services.</p>

star this property answer text <p>The Health and Social Care Act 2012 already placed the principle of parity of esteem on a statutory footing.</p><p> </p><p>Since the publication of the Government’s response to the Five Year Forward View we have continued to address gaps in provision for people experiencing mental health problems:</p><p>- The Policing and Crime Act reduces the time that mentally ill people can spend in detention after a Section 136 from 72 hours to 24 hours, and bans the use of police cells as a place of safety for person under 18 years of age to ensure people are directed to mental health services quicker;</p><p> </p><p>- We have made significant progress with access and waiting time standards for mental health services for all ages in the following areas:</p><p> </p><p>- Treatment within six weeks for 75% of people referred to the Improving Access to Psychological Therapies (IAPT) programme, with 95% of people being treated within 18 weeks;</p><p>- Treatment within two weeks for more than 50% of people experiencing a first episode of psychosis; and</p><p> </p><p>- From April 2017, progress towards achieving the new access and waiting times for children and young people with eating disorders, so that by 2020 95% of children and young people are seen within one week if urgent and four weeks if routine, will be monitored.</p><p> </p><p>- We published a Green Paper on Children and Young People’s Mental Health in December 2017 which sets out proposals to expand and improve early intervention for children and young people.</p><p> </p><p>- We announced an independent review of the Mental Health Act 1983 which is currently underway and will put parity of esteem at the heart of treatment.</p>
