This funding will be used for seven e-mobility hubs, which will include charging infrastructure. These are based in neighbourhoods, depots and campuses across the two cities. 	answer	answer is ministerial correction date of answer 17/06/2015 answer text <p><del class="ministerial">The Department for Transport ran a public consultation to help inform the specification for the new Northern and TransPennine Express franchises, and received over 21,000 responses; a summary of these have been published on the Government’s website.</del></p><p> </p><p><del class="ministerial">The Invitation To Tender for the Northern franchise has specified the replacement of Pacers (which are currently used) on services between Huddersfield and Sheffield) by the start of 2020, and other rolling stock used on the franchise will be subject to a substantial refurbishment. It also specifies an increase in the Sunday service provision on this route by December 2017. Our process for evaluating franchise bids encourages bidders to exceed the minimum specifications we state, and the bids themselves are due in to the Department by 26 June. We are due to announce the outcome towards the end of the year.</del></p><p><ins class="ministerial">The number of publicly-funded chargepoints for electric vehicles that have been delivered in each of the last 10 years, including those for domestic use and those that are publicly accessible, is provided below. This scheme provides grant funding to Local Authorities to install chargepoints at on-street locations for residents that lack off-street parking. Ministers also announced a further £4.5m for the scheme (£2m for 18/19 and £2.5m for 19/20). In addition, OLEV and the Energy Savings Trust have hosted a series of on-street charging workshops providing over 200 Local Authorities with more information on the scheme. A better consumer experience of using public chargepoints is central to this vision. The Alternative Fuel Infrastructure Regulations requires that all public chargepoints provide ad-hoc access which means EV drivers can charge at any chargepoint without having to enter into a contract with an infrastructure operator nor be in the possession of multiple RFID cards. The Automated and Electric Vehicles Act goes further by providing the government with a range of powers to improve the charging experience for current and future including the powers to specify a uniform method of payment. The Government continues to monitor market developments closely. We want to encourage and leverage private sector investment to build and operate a self-sustaining public network supported by the right policy framework. We are encouraging the private sector to invest in and operate a self-sustaining public network supported by the right policy framework. Only last week, the Prime Minister and the Secretary of State for Transport met with automotive industry leaders, where there was a discussion about having the right charging infrastructure in place and a number of new commitments about charging were made to make electric vehicles more convenient than ever to own. The Government’s view is that the market is often better placed to identify the right locations for chargepoints and it is essential that viable commercial models are in place to ensure continued maintenance and improvements to the network. The Government is providing funding for schemes to support chargepoint infrastructure at homes and workplaces and on residential streets. The Government’s on street residential charging scheme offers grants to local authorities to help support this investment at local level. We want to encourage private sector investment to build and operate a self-sustaining public network that is affordable, reliable and accessible. In many cases, the market is best placed to identify the right locations for chargepoints and make improvements to the network and it is essential that viable commercial models are in place.</p><p> </p><p>We will continue to monitor whether any significant gaps in uptake or infrastructure provision emerge in the medium term. In the future we will consider whether there is a case for direct central government support in areas where there is a market failure, which may include areas outside the major conurbations.</p><p> </p><p>In August 2017, South Gloucestershire Council were awarded £4,790,910 under Government’s [£42m] Low Emission Bus Scheme, for the provision of 110 Biomethane low emissions buses and accompanying infrastructure. 	answer	answer is ministerial correction date of answer 09/09/2019 answer text <p>The Government recognises that it is vital that quick and easy payment is provided at rapid and high-powered chargers to make ad-hoc, longer journeys fast and hassle free. In 2017, the Alternative Fuel Infrastructure Regulations included requirements that infrastructure operators had to provide ad-hoc access to public chargepoints and specified which types of connectors had to be provided as a minimum for normal and high powered chargepoints. Last year, the Government took further powers through in the Automated and Electric Vehicles Act (AEVA) to set a direction for the infrastructure market. The Act gives the Secretary of State for Transport powers to regulate technical standards of infrastructure to ensure easy compatibility with vehicles, to ensure availability of data on chargepoint locations and availability, and to require provision at motorway service areas and large fuel retailers. To improve customers’ experience of using chargepoints, the Government announced in July 2019 that it wants to see all new rapid and higher powered chargepoints provide debit or credit card payment by spring 2020. We expect the market to respond, and follow the lead of those chargepoint operators, including BP Chargemaster, the largest chargepoint operator in the UK, who have already made a commitment that they will now be providing this facility at their chargepoints.
