star this property answer text <p>(a) Leading for Parliament was a bespoke leadership course designed for senior leaders and managers in the House of Commons. It ran from 2012–2014 with 130 Commons staff attending, 32 of whom were SCS or Band A clerks. Total costs of design, delivery and materials was £375,000;</p><p>(b) Milestones for Management is a bespoke management development programme for more junior managers and staff moving into their first post with line management responsibility. It began in 2011 and will be completed in March 2015 with 73 managers participating. Of this number 12 were Band “A” staff, five of whom were clerks. Total costs of design, delivery and materials is £182,500;</p><p>Modules from both programmes have also been run as stand-alone sessions. These have been well attended by staff from all departments, particularly the modules on performance management and managing change.</p> more like this

star this property answer text <p>(a) Parliamentary ICT (PICT) estimates that, following the migration of a user’s mailbox to Microsoft 365, it takes the user’s computer (laptop or PC) an average of five minutes to reconfigure Outlook.</p><p>It can take a user an average of approximately five minutes to reconfigure a mobile device – other than a BlackBerry – that uses ActiveSync to connect to parliamentary email. Following that reconfiguration, it can take up to a maximum of 60 minutes for the device automatically to re-connect to parliamentary email.</p><p>BlackBerry devices need to be physically reconfigured by PICT, and this process can take over an hour – the length of time is linked to the age and model of the device. Furthermore, it takes longer to reconfigure a personal BlackBerry device than a BlackBerry issued by PICT. PICT has issued 92 BlackBerry devices for use by hon. Members and their staff to access parliamentary email.</p><p>(b) It is not possible to provide a figure for the aggregate time taken to reconfigure the above devices because more than one device can be reconfigured at the same time.</p>

star this property answer text <p>(a) The House does not currently hold information on carbon emissions associated with its food and beverage procurement. We are developing a method to measure and manage carbon emissions from all our Scope 3 supply chain activities, including those from our food suppliers.</p><p>(b) The amount of food waste collected from the Parliamentary Estate is not broken down between the two Houses, so it is not possible to provide a carbon emission figure for food waste from Commons outlets only. However, in the 12 months to the end of October 2020, the House authorities have calculated a total of the equivalent of 1.8 tonnes of carbon dioxide emissions from the process for anaerobic digestion of the food waste from the Estate. This figure has been calculated using UK Government GHG Conversion Factors for Company Reporting. This compares with 11,985 tonnes of carbon dioxide equivalent as part of Scope 1 and 2 emissions from the Estate in the same 12-month period.</p> more like this

star this property answer text <p>(a) Where possible Parliament follows Chartered Institution of Building Services Engineers (CIBSE) guidelines for temperature standards in offices to ensure a comfortable working environment. When rooms have temperature controls for the user, there is a small threshold of which temperature can be raised or lowered to ensure rooms are not over cooled/heated.</p><p>There are many differing levels of temperature control across the parliamentary estate, with some areas having no temperature control at all.</p><p>We review the setpoints for heating and cooling regularly.</p><p>(b) Parliamentary authorities take energy efficiency very seriously as part of its commitment to reducing its environmental impacts. Parliament has reduced its electricity consumption by 16.8% and gas consumption by 25.3% since 2008/09.</p><p>The Building Management System has been upgraded recently to enable better control of the building services, such as resetting manual temperature changes every night to a CIBSE recommended setpoint.</p><p>The Environmental Sustainability Team monitor and report performance energy and water use monthly, and report annually in the sustainability section of the Commission Annual Report.</p>

star this property answer text <p>114 cases with links to the Parliamentary estate have been reported between the 4th October – 5th November.</p><p>The Parliamentary test and trace team, in partnership with the UKHSA, including the North West London Health protection team highlighted an increase in cases from the week commencing 18th October and recommended that there was a need for additional measures on Tuesday 26th October and Monday 1st November. These were agreed by the Commission on the same day.</p><p>Advice will be provided to the Commission by the UKHSA on the need for measures in response to cases being identified, in line with other workplaces.</p><p>Previously the Commission has agreed a range of trigger points which prompt a review of the current situation.</p> more like this

star this property answer text <p><del class="ministerial">The House of Commons Commission has agreed a number of actions to promote responsible alcohol consumption on the Parliamentary Estate.</del> <ins class="ministerial">On 19 March 2018, the House of Commons Commission endorsed the recommendations of the Administration Committee to help to promote responsible drinking in Commons catering venues. The Commission also agreed to return to this matter on a six-monthly basis. The Commission did so on 29 October 2018, also giving due weight to the reference to access to alcohol within the Dame Laura Cox report on bullying and harassment. On 17 December 2018 the Commission agreed a number of actions to promote responsible alcohol consumption on the Parliamentary Estate.</ins> These include<ins class="ministerial">d</ins> increasing the range of non-alcoholic drinks and lower strength beers available, training and supporting staff to refuse to serve customers when necessary, expanding and encouraging alcohol-free areas including all six House of Commons cafeterias (Bellamy's, Courtyard Café, Debate, Jubilee Café, Members' Tea Room, Terrace Cafeteria), discouraging Members and staff from drinking in offices after bars are shut, and not running promotional advertisements.</p>
