They are a tool used in conjunction with other methods, including political dialogue, as part of an integrated policy approach. They are targeted on specific individual and Zimbabwe Defence Industries and do no damage to the wider economy or the people of Zimbabwe.</p><p>The UK and our EU partners continue to assess the appropriateness of sanctions in light of recent developments. The crackdown on demonstrations in January 2019, as well as the disproportionate use of force by the authorities, called into question the Zimbabwean Government's commitment to uphold human rights and the rule of law. We regularly draft UN Security Council statements showing the Council’s support for the UN-led peace process. On 26 September, the UK co-hosted a political event at the UN General Assembly to coordinate the international community’s support for the UN-led peace process and secured P5 + 3 agreement to a statement that endorsed the Special Envoy’s plan to begin wider political discussions. The UK has used its role as penholder at the UN Security Council to help push the Yemen peace process forward. We drafted UN Security Resolutions 2451 and 2452 on Yemen, which were unanimously adopted by Security Council members in December 2018 and January 2019 respectively, and regularly draft UN Security Council statements showing the Council’s support for the UN-led peace process. 	answer	answer is ministerial correction date of answer 31/03/2016 answer text <p>The EU has two mechanisms for freezing the assets of individuals and groups suspected of involvement in terrorism. The UN’s ISIL (Daesh) and Al-Qaida sanctions regime is implemented in the United Kingdom by way of EU Council Regulation (EC) No. 881/2002 and subsequent EU regulations adding new individuals and entities to the regime. The EU also has its own autonomous counter-terrorism regime under Common Position 931, for listing individuals and groups based on national competent authority decisions by a Member State or third country.</p><p>HM Treasury reports quarterly to Parliament on the implementation of these measures. The Treasury’s latest report [http://www.parliament.uk/business/publications/written-questions-answers-statements/written-statement/Commons/2016-02-24/HCWS548/], published on 24 February 2016, sets out that in Q4 of 2015 a total of 43 UK accounts were frozen under either EU or UN counter-terrorism measures. A further 36 accounts were frozen under the UK’s domestic Terrorist Asset Freezing etc. Act 2010 regime.</p><p>The EU’s autonomous regime lends a multiplying effect to the reach of a number of the UK’s domestic asset freezes and proscriptions of terrorist organisations, and facilitates the sharing of information on designated persons between Member States.
