Our position is clear that Russia must end its financial and military support for armed separatists and fully respect Ukraine's independence and territorial integrity. We will continue to be one of the strongest supporters of Ukrainian defence and security. Since 2015 the UK has helped build the resilience and capacity of the Ukrainian Armed Forces through Operation Orbital, providing training to over 16,000 personnel so far. The decision by the European Court of Justice annuls sanctions decisions made in March 2017 and March 2018. However, the EU decided on 4 March to extend asset freezes against the individuals in question until 6 March 2020. We draw on a wide range of sources of information in making our assessments, including reports from the UN Panel of Experts. We will not issue any export licences for Saudi Arabia that are inconsistent with the Consolidated Criteria, including Criterion 2(c): where there is a clear risk that the goods might be used in the commission of a serious violation of International Humanitarian Law.</p><p>The Government disagrees with the 20 June Court of Appeal judgment and is appealing to the Supreme Court. We are also carefully considering the implications of the judgment for decision-making. Formal correspondence from diplomats, including these, is marked either OFFICIAL, OFFICIAL SENSITIVE or SECRET in line with government policy.</p><p>We use the Cabinet Office Government Security Classification policy as a guide to classifying all FCO information and its subsequent handling. We are confident we have good security systems. Nevertheless we are reviewing how they are functioning in light of recent events. They have given us the strongest assurances that the individuals concerned were given full legal assistance and treated in accordance with Oman’s constitution and international laws and conventions. There is no evidence of any discrimination against the Shihuh more generally, many of whom occupy senior positions in the Omani state and wider society. Our current assessment of the situation means that we see no merit in considering any action.</p><p>With regard to the use of the powers under Section 1(2)(f) of the Sanctions and Anti-Money Laundering Act, the government is actively considering establishing a human rights sanctions regime to support the UK’s work in promoting and defending human rights around the world. Any potential listings would need to be consistent with the purposes of the regime and thresholds for evidence. We have no doubt about our sovereignty over BIOT, which has been under continuous British sovereignty since 1814.</p><p>We are aware of the Mauritian Government's proposal to organise a visit to the British Indian Ocean Territory (BIOT). We urge Mauritius to reconsider. Any unauthorised visit to BIOT will be treated with the utmost seriousness. The UK Government, as the sovereign authority, will continue to progress an expanded programme of UK-arranged visits to the British Indian Ocean Territory for Chagossians: five visits have taken place so far with 76 Chagossians each spending a week visiting the Territory. Two to three visits are planned to take place each year for the remainder of the life of the support package. Visits are advertised to Chagossian communities in UK, Mauritius and Seychelles. The UK is pressing for an ambitious Agreement to be concluded in 2020. It will be a key mechanism in enabling the designation of 30 per cent of the ocean as Marine Protected Areas by 2030.</p><p>UNCLOS makes clear that the concept of &quot;the common heritage of mankind&quot; applies only to the non-living resources of &quot;the seabed and ocean floor and subsoil thereof, beyond the limits of national jurisdiction.&quot; Any new Implementing Agreement under UNCLOS must be consistent with this concept. The UK is an active member of the International Seabed Authority, which is currently drafting a Code for Deep Sea Mining, and considering a mechanism for the equitable sharing of benefits arising from deep-sea mining.</p><p>The UK supports a regime of benefit sharing under the new Implementing Agreement that is focused on the sharing of scientific data and research and better coordinated capacity building and the transfer of marine technology to developing countries to enable them not only to better share in the sustainable use of the resources of the ocean, but also in its conservation. As part of this, we continue to prepare for all Brexit scenarios. We are continuing to make sensible decisions about the timing and pace at which some of this work is progressing. This includes working closely with our overseas network and other Government Departments to put in place a range of mitigations to minimise any disruption in the event of no deal.</p><p>The Treasury has allocated over £4.2 billion of additional funding to departments and Devolved Administrations for EU exit preparations so far. This breaks down as £412 million over the spending review period for the Department for Exiting the European Union, Department for International Trade and the Foreign &amp; Commonwealth Office (Autumn Statement 2016); £286 million of additional funding for 2017/18 (a full breakdown of which can be found in Supplementary Estimates 2017/18); over £1.5 billion for 2018/19 (Supplementary Estimates 2018/19); and over £2 billion for 2019/20 (Main Estimates 2019/20). This funding is to cover all exit scenarios and is in addition to departmental efforts to reprioritise from business as usual toward preparations for the UK's departure from the EU. Work on no-deal exit preparations cannot be readily separated from other EU exit work, given the significant overlap in plans in many cases. I raised the issue with the Turkish Ambassador on 13 May. I welcome the fact that Mr Öcalan has since been granted access to lawyers on at least two separate occasions and that the hunger strikes undertaken by some of his supporters have now come to an end. I also note that the Council of Europe Committee for the Prevention of Torture paid a further visit to Imrali prison in mid-May, and that the Turkish Minister of Justice recently lifted the court restriction on lawyers' visits there. Russia's membership of the Council of Europe provides access, valued by Russian citizens and human rights NGOs, to the European Court of Human Rights and is one of the few ways available to the international community to hold Russia to account for its human rights violations. The British government did not, however, support Russia's unconditional return to the Parliamentary Assembly of the Council of Europe. We consistently called on Russia to fulfil all its obligations as a Member State, including payment of all debts to the Council of Europe, and to adhere to Council of Europe standards on human rights, democracy and rule of law. We will continue our efforts in the Council of Europe to ensure Russia is answerable for its actions. 	answer	answer is ministerial correction date of answer 26/06/2019 answer text <p>​As envisaged by UN Security Council Resolution 2166, HMG and UK law enforcement officials are in close contact with their Dutch counterparts and the Joint Investigation Team (JIT) into the shooting down of flight MH17.</p><p>The execution of any individual warrants is a matter for the UK's independent police services.</p><p>On 19 June the MH17 JIT and the Dutch National Prosecutor announced they were charging four suspects with the murder of 298 people and causing the crash of a Malaysian Airlines flight over eastern Ukraine. In his statement that day, the Foreign Secretary, called on Russia to cooperate fully in the investigation.
