	answer	answer is ministerial correction date of answer 11/07/2019 answer text <p>Regulation 13 of the Waste (England and Wales) Regulations 2011 states that every waste collection authority (local authority) must, when making arrangements for the collection of waste paper, metal, plastic or glass, ensure those arrangements are by way of separate collection.</p><p> </p><p>This duty applies unless separate collection is not technically, environmentally or economically practicable (TEEP) or where the separate collection is not necessary to ensure waste is recovered in accordance with Articles 4 and 13 of the Waste Framework Directive. In other words, separate collection is the default unless it is not TEEP.</p><p> </p><p>Our consultation ‘Consistency in household and business recycling collections in England’ sought views on separate collection of recycling materials. 	answer	answer is ministerial correction date of answer 11/07/2019 answer text <p>The Government published the Litter Strategy for England in April 2017, and while there are no plans to review the Litter Strategy itself, the second annual report will be published shortly.</p><p> </p><p>From April last year, we have given district councils in England (outside London) new powers to hold the keeper of a vehicle responsible for littering offences committed from it by issuing a civil (financial) penalty which is set at the same level as the local fixed penalty for littering. It is up to councils to determine their approach to enforcement, including whether to make use of these powers. Implementation advice was provided to councils to assist them in making use of these powers. London councils already had these powers.</p><p> </p><p>We have also consulted on improved guidance to councils and others on the use of their fixed penalty powers for tackling littering (including littering from vehicles) and related offences. However, as part of our wider consultation on the introduction of a deposit return scheme for drinks containers, we have been working closely with soft drinks manufacturers and other stakeholders on proposals aimed at boosting recycling rates, reducing littering and recovering high quality materials for reprocessing. In the event of no deal being reached, the Chancellor announced on 24 July 2018 that all EMFF projects approved before the closure date of the current programme will be fully funded under a Treasury guarantee. On 10 December 2018, this Government announced £37.2 million of extra funding for the UK seafood sector for projects approved during 2019 and 2020 to boost the industry as we become an independent coastal state.</p><p> </p><p>Applications for funding to improve infrastructure in fishing ports should be directed to the Marine Management Organisation (MMO) in England. Applications are assessed against the scheme rules. We will create an ambitious new system based on paying “public money for public goods” including improving air and water quality and habitats for wildlife.</p><p> </p><p>Due to the environment and cultural and natural heritage of upland areas, fell farmers like those in Northumberland will be well placed to benefit from the new system which will reward farmers for the public value of the goods they provide.</p><p> </p><p>A smooth and gradual seven year transition away from the EU’s Common Agricultural Policy will mean that farmers and land managers can plan ahead. 	answer	answer is ministerial correction date of answer 10/07/2019 answer text <p>Defra, together with the devolved administrations, pig industry and veterinary bodies, has been working on a communications campaign to raise awareness of the risks of the introduction of African swine fever (ASF) to the UK and what can be done to reduce the risk of entry into the UK pig herd or feral wild boar populations. Messaging has targeted key audiences including transport operators, tourists to specific regions, and other people returning from affected regions.
