This will be delivered and installed, with the old one removed, all at no cost. Alternatively, consumers can choose to upgrade to a different model for a reduced fee. Local authorities’ abilities to act in this area are provided under various powers, for example, section 2 of the Local Government Act 2000 enables local authorities to provide financial assistance to any individual.</p><p> </p><p>Since the reforms to the Social Fund in 2013 which abolished Crisis Loans and Community Care Grants, the Local Government Financial Settlement has included a notional amount relating to local welfare provision in each upper-tier and unitary authority’s general grant. The settlement for 2015-16 set this amount at £129.6 million for England in each year until 2019/20.</p><p> </p><p>The Department for Work and Pension's (DWP) 2014 review found that local authorities delivered support more effectively than the previous provision and that councils are best placed to decide how to target flexible help to support local welfare needs. This decision was made to further simplify and decentralise funding, because local authorities know better how to make good local decisions to help vulnerable people</p><p><br>The Ministry does not give local authorities specific direction about what to spend revenue support grant on. Local authorities are open to spend non ringfenced funding as they see fit to meet local priorities, and are accountable to their local electorate for their spending. Last year we, working alongside local authorities, recovered more than £1.1bn in fraud and error across all benefits and brought almost 5,000 prosecutions in 2017/18.</p><p> </p><p>As of June 2019, the Department has received around 42,000 fraud referrals from staff relating to potential fraudulent advance claims, which equates to less than 1 per cent of all Universal Credit claims.</p><p> </p><p>Our investigations are ongoing and we are therefore unable to provide details of how many may have used another person’s identity to make their claim, or to quantify the amount spent on investigations of this type. 	answer	answer is ministerial correction date of answer 15/07/2019 answer text <p>Under Universal Credit (UC) claimants will only have one claim to benefit, whereas under Legacy, they may have made claims to multiple benefits. It is therefore not possible to draw a direct comparison between the caseloads of UC and Legacy benefits. UC will also incorporate Tax Credits which is currently administered by Her Majesty’s Revenue and Customs, who record their overpayments differently.</p><p> </p><p>The Department is open and transparent about the cost of fraud and error in the benefit system, publishing our National “Fraud and Error in the Benefit System” statistics each year which detail the amount we estimate is lost to both fraud and error across all benefits.</p><p> </p><p>Most welfare losses, across Government, arise from claimants failing to report changes of circumstances, Universal Credit (UC) provides a single, digital interface through which claimants can more easily report these changes. As such, once UC is fully rolled out, we expect cross-welfare losses to fraud, error and overpayments to be reduced by around £1 billion per year. UC also allows us to adjust benefit entitlement in line with changing circumstances in real time. The Department considers all cases on their own merits and decisions are made on the strength of the evidence provided.</p><p> </p><p>The Department remains committed to tackling the issue of fraudulent Universal Credit advance claims. Part of its strategy includes ensuring Universal Credit transactions are secure, including tackling loopholes fraudsters may seek to exploit, which sadly can target some of our most vulnerable claimants.</p><p>It is, however, important to recognise that the vast majority of advances on Universal Credit are legitimate and ensure those in need of financial support get the help they need during their transition to Universal Credit.</p><p>All claims where fraud may have been committed are investigated. We are committed to the use of penalties such as prosecutions and tough financial penalties, where appropriate, to discourage this fraudulent behaviour. The Department considers all cases on their own merits and decisions are made on the strength of the evidence provided.</p><p>Additionally, we have a dedicated team of investigators to address this issue, and are working with Social Media sites to shut down posts which promote this fraud. The Department also operates a policy of explicit consent to help reduce the risk of fraud by ensuring that our claimants’ data is kept safe from unscrupulous organisations and individuals.</p><p>The Department is also raising awareness of this issue through a campaign being run on social media to remind people of the importance of safeguarding their identity.
