This answer refers to the Industrial Emissions Directive (2010/75/EU), which was transposed into law in England and Wales in February 2013. The Directive requires operators in a range of industrial sectors to comply with certain standards to ensure the reduction of emissions from their activities.</p><p>Prior to transposition of the Directive, our impact assessment estimated that the annual regulatory and compliance costs for the main affected sectors would be £105m for operators of large combustion plants and £0 - £15m for a range of other installations in the waste treatment and wood treatment sectors.</p><p>The impact assessment estimated that the annual human health benefits due to a reduction in emissions of nitrogen dioxide, sulphur dioxide and particulate matter from large combustion plants alone would be £188m. We have consulted on our draft revised air quality plans for nitrogen dioxide (NO<sub>2</sub>), which set out a range of local, national and international actions to lower levels of harmful emissions and are currently analysing all of the responses received. In Wales, health is devolved to the Welsh Government. However, as signatories to the National Partnership Agreement for Prison Healthcare 2018-2021, the Department works closely with health partners to support the delivery of healthcare by ensuring prisoners are able to access these services.</p><p> </p><p>That is why we are investing in our workforce. We have met our target to recruit an additional 2,500 prison officers several months ahead of schedule, helping to ensure that prisoners can be supported to attend scheduled healthcare appointments and receive weekly, one-to-one support from a named prison officer. These officers will coach, signpost and encourage individuals in order that they feel settled and safe and part of this may include signposting individuals to mental health treatment in prison.</p><p> </p><p>Beyond staff support, HMPPS invests in various support services for prisoners which can help promote mental health treatment. For example, HMPPS recently refreshed its partnership with the Samaritans to continue funding the Listeners scheme, which trains selected prisoners to provide emotional support to peers.</p><p> </p><p>The Department recognises the impact that the prison environment can have on prisoner health and wellbeing, particularly for prisoners with a mental health diagnosis. That is why we promote through our policies and programmes a holistic approach which integrates WASH with other development services such as education and health. For example, our Girls’ Education Challenge programme includes activities to improve access to water and sanitation. As part of our upcoming renewed Strategic Vision for Gender Equality, we will intensify action to promote gender equality in water and sanitation programmes. 	answer	answer is ministerial correction date of answer 07/09/2015 answer text <p>We are putting in place an ambitious 25-year plan to promote and grow our world-leading food and farming industry, encouraging enterprise and boosting productivity right across the food chain.</p><p>In addition, Defra is currently investing £4.2 million over three years in the Sustainable Intensification research Platform (SIP). This is designed to investigate integrated approaches for farmers to produce more food whilst simultaneously protecting and enhancing biodiversity, and the natural environment in general. The SIP will also develop tools to enable decision-makers to balance our need to produce more British food with the need to protect our natural resources.</p><p>The Government is currently developing the framework that will guide the development of a 25-year environment plan for England, which will include biodiversity. Biodiversity policy is a devolved matter but we will continue to talk to the devolved administrations throughout the development of the plan, including through the Four Countries Biodiversity Group.</p><p>UK Overseas Territory (OT) Governments are constitutionally responsible for the protection and conservation of their natural environments. The Government cherishes the environmental assets of the OTs and we work with the Territory Governments to provide the support needed to ensure these are maintained. The 2012 White Paper on the UK’s OTs “Security, Success and Sustainability” and the UK Overseas Territories Biodiversity Strategy are key tools in achieving this. The Government hopes to provide its next report on its activity to support this strategy in the autumn.</p><p>We have studied the evidence about displacement of environmental impacts associated with a global economy and this will be considered as part of our work to develop the 25 year environment plan.
