This also provides them with clear advice about immediate actions should they develop any relevant symptoms.</p><p> </p><p> </p><p> </p><p>There are already public health powers in place to enable the quarantining of an individual suffering from the symptoms of Ebola should they be needed.</p><p> </p><p> </p><p> </p><p>The Government keeps the threat posed to the UK by the spread of Ebola virus disease, and the measures required to tackle it, under regular review.</p><p> </p> more like this

star this property answer text <p>The National Health Service has plans in place to deal with patients with infectious diseases as part of its core business. This includes plans to manage patients in line with infection control procedures, and where necessary in highly specialist infectious diseases facilities.A patient with Ebola virus infection would be cared for in the national High Level Isolation Unit at the Royal Free Hospital in London. In the unlikely event of an outbreak involving more than two people, specialist staff at this unit are trained and prepared to look after patients safely in an isolation ward, which would be dedicated for this purpose.</p><p> </p><p>In the UK, the procedures outlined in the Advisory Committee on Dangerous Pathogens guidelines, “The Management of Hazard Group 4 viral haemorrhagic fevers and similar human infectious diseases of high consequence”, are followed for any suspected case.</p><p> </p><p>Public Health England has assessed the risk of importation of Ebola in the UK as very low. It is extremely unlikely that an outbreak of Ebola would occur in the UK even if there was to be an imported case, as there are factors operating in West Africa which would not be seen in the UK.</p><p> </p>

star this property answer text <p> </p><p>The UK does not specifically screen pre or at entry for Ebola.<br><br>Public Health England has assessed the risk of importation of Ebola in the UK <br>as very low. It is extremely unlikely that an outbreak of Ebola would occur in <br>the UK even if there was to be an imported case, as there are factors operating <br>in West Africa which would not be seen in the UK. The outbreak in West Africa <br>is driven by person to person spread in the absence of any infection control <br>precautions. Human cases of Ebola virus disease have never yet been exported <br>from an outbreak zone to a European country.<br><br>All UK ports have systems and plans for dealing with issues of public health <br>concern. However, they all require that the public health system is firstly <br>notified of the arrival of someone with a suspected disease of concern. Crew <br>are trained to do this by their respective companies and an example of the type <br>of guidance that they work towards can be found on the International Air <br>Transport Association (the international airline trade body) website at: <br><br><br>https://www.iata.org/whatwedo/safety/health/Documents/health-guidelines-cabin-cr<br>ew-2011.pdf . <br><br>At all UK ports, there is a system for routing reports, produced by the <br>commander of a craft, to a local health protection team who are available on a <br>24/7 basis throughout the year. Health protection teams have generic <br>responsibility for managing incidents of public health concern in all settings <br>including our ports. They will then take the lead in managing the incident from <br>a public health perspective with the NHS being responsible for the provision of <br>healthcare.<br><br>The International Health Regulations (IHR), which entered into force on 15 June <br>2007, require countries to report certain disease outbreaks and public health <br>events to WHO, including Ebola.</p><p> </p>

The National Health Service has plans in place to deal with patients with infectious diseases as part of its core business. This includes plans to manage patients in line with infection control procedures, and where necessary in highly specialist infectious diseases facilities. We keep these plans under constant review.</p><p> </p><p> </p><p> </p><p>These plans have been tested most recently by the successful transfer back to the UK of a healthcare worker who became infected with Ebola when working with patients in Sierra Leone. The patient, a British National, was cared for in the national High Level Isolation Unit at the Royal Free Hospital in London. The patient has now recovered.</p><p> </p><p> </p><p> </p><p>In the unlikely event of an outbreak involving more than two people, specialist staff at this unit are trained and prepared to look after patients safely in an isolation ward, which would be dedicated for this purpose.</p><p> </p><p> </p><p> </p><p>It is extremely unlikely that an outbreak of Ebola would occur in the UK even if there was to be an imported case, as there are factors operating in West Africa which would not be seen in the UK.</p><p> </p>

This has now been implemented in Heathrow airport and will be expanded to Gatwick and Eurostar terminals this week and Manchester and Birmingham airport thereafter.</p><p> </p><p><strong> </strong></p><p> </p><p>On 15 October 2014, there was a Four Nations Health Ministers meeting, with the devolved administrations, to discuss the United Kingdom response to the Ebola outbreak in West Africa, which included discussion on issues such as entry screening for Ebola. Additionally, officials from the Department of Health have been in regular contact with their counterparts from the devolved administrations via weekly telecommunications, in which Ebola screening at airports has been discussed. The Department continues to share information and best practise with the devolved administrations.</p><p> </p> more like this

star this property answer text <p>The Chief Medical Officer wrote to National Health Service medical and nursing directors on 19 September seeking volunteers to help efforts on the ground in West Africa. Currently over 1000 NHS staff and 185 staff from Public Health England have put their names forward through UK MED which runs the <em>UK International Emergency Medical Register </em>(UKIEMR).</p><p> </p><p> </p><p> </p><p>The programme comprises a robust selection process, pre-deployment vaccinations and occupational health and psychological screening, training in the UK with further training and mentoring in Sierra Leone, and advice and support on monitoring health on return. We do not expect everyone on the register to be deployed.</p><p> </p><p> </p><p> </p><p>We do not know how many UK health care workers are currently deployed with non-governmental organisations on the ground in West Africa.</p><p> </p> more like this

star this property answer text <p>The Chief Medical Officer, Professor Dame Sally Davies, has advised that the overall risk to the public remains low. The United Kingdom has robust, well-developed and well-tested public health and National Health Service systems for preventing and managing infectious diseases including any imported case of this type of disease, supported by a wide range of experts and specialist units. NHS England has recently received assurance from all NHS acute and ambulance chief executives of their readiness for an Ebola case.</p><p> </p><p> </p><p> </p><p>Screening arrangements are in place at the UK’s main ports of entry for people travelling from the affected regions. Screening involves temperature checks and a questionnaire asking about current health, recent travel history and any contact with Ebola patients. Passengers are required to provide contact details and are given advice on what to do and whom to contact should they develop symptoms.</p><p> </p><p> </p><p> </p><p>In addition to weekly meetings with the Devolved Administrations at official level, I hold regular meetings with the health minister counterparts in the Devolved Administrations on UK Ebola preparedness and response.</p><p> </p><p> </p><p> </p><p>A number of national and local multi-agency exercises have been conducted in recent months to test operational resilience and provide assurance of Ebola preparedness. This included a recent exercise involving all four nations of the UK. The case of the British nurse recently returned from Sierra Leone demonstrated that the systems put in place across the UK to prepare for and respond to a case of Ebola worked well. In the light of that case, Public Health England has reviewed and further strengthened its screening protocols to ensure that anyone from a higher risk group who feels unwell at the time of screening will be reassessed. Advice will also be sought from an infectious diseases specialist and the passenger will be referred for testing if appropriate. The screening centres at Heathrow were viewed first-hand by the Chief Medical Officer and myself on 1 January 2015 and all arrangements, including the revised protocols, were found to be working well. We will continue to keep screening arrangements under review and look to improve or strengthen the process as guided by expert clinical advice.</p><p> </p>

I attended a health ministers meeting on Ebola in Brussels on 16 October, to discuss increasing European precautions against the Ebola outbreak, and was involved in the Foreign and Commonwealth Office’s pledging conference ‘Defeating Ebola in Sierra Leone’ (which took place in London on 2 October), which brought together Ministers and officials from Europe and the rest of the world.</p><p> </p><p><strong> </strong></p><p> </p><p>In addition, the Secretary of State’s senior officials have been fully engaged in the international effort against Ebola and are regularly in discussion and bilateral conversations with their European counterparts at all levels, particularly through the Eropean Union Health Security Committee.</p><p> </p> more like this

star this property answer text <p>In the light of the continuing outbreak in West Africa, updated guidance from the Advisory Committee on Dangerous Pathogens was published on 12 September; this covers an algorithm and guidance on management of patients. Public Health England (PHE) issued guidance for all medical staff in both primary care and acute trusts on 25 September. In addition three messages have been sent out to the National Health Service, general practitioners and private hospitals through the Chief Medical Officer’s Alerting System (CAS). The most recent of these was on 7 October and it covered assessment of patients for their potential to have Ebola, advice on how to have a test carried out and management of the patient whilst test results are awaited and once the diagnosis is known.</p><p> </p><p> </p><p> </p><p>We are doing considerable work on providing guidance to the medical profession and there was an exercise on 11 October centred around scenarios in which cases of Ebola came to light in the United Kingdom, which heightened public awareness of the issues. In addition posters and leaflets are being made available in ports of entry. These describe symptoms of Ebola and give details of what to do if people become ill.</p><p> </p><p> </p><p> </p><p>We are monitoring the need for a public awareness campaign in conjunction with PHE.</p><p> </p>

star this property answer text <p>Since July 2014, Public Health England (PHE) has been issuing advice to health care providers about the Ebola outbreak in West Africa. The outbreak was declared an international public health emergency by the United Nations in August. The advice from PHE has been extensive, covering issues such as guidance on the management of patients and infection control and prevention for staff.</p><p> </p><p> </p><p> </p><p>The Chief Medical Officer has issued three Central Alerting System alerts on the Ebola outbreak in West Africa, on 2 July, 1 August and 7 October. The alert reminded healthcare providers to remain vigilant for cases imported to the United Kingdom, emphasising the importance of taking a full travel history when assessing relevant patients and information on identifying and managing possible cases of Ebola virus disease and actions for all clinicians to ensure preparedness for the possibility of an imported case in the UK.</p><p> </p><p> </p><p> </p><p>These alerts were cascaded to the entire NHS in England, as well as PHE, PHE Consultants in Communicable Disease Control, PHE Consultants in Health Protection,</p><p> </p><p>Trust Microbiologists, Virologists and Infectious Disease Clinicians, private hospitals across England and Clinical Commissioning Group Leads. If needed further beds at the Royal Free Hospital, Newcastle Royal Victoria Infirmary, Royal Liverpool and Broadgreen University Hospital and Sheffield Teaching Hospital would be made available, totalling 12 beds.</p><p> </p><p> </p><p> </p><p>The Department believes this will be sufficient even in the event of an increase in the numbers of cases of Ebola in this country.
