The figures are based on the number of civil penalties issued to individual employers during each of the last five complete financial years. This includes public and private limited <br />companies, sole traders, partnerships and franchises. <br /><br />The government is committed to taking effective action against employers of illegal workers. Illegal working drives illegal immigration which leads to exploitation of workers and is also linked to non payment of the national <br />minimum wage, harmful working conditions and tax evasion. Illegal working also undercuts legitimate businesses and adversely impacts on the employment of people who are lawfully resident in the UK.<br /><br />The government has therefore taken measures to strengthen our approach to rogue employers. In 2014, we doubled the maximum civil penalty that can be levied against an employer to £20,000 per illegal worker and we used the Immigration Act 2014 to make it easier to enforce unpaid penalties in the courts. In 2013/14, firearms were used in a small and diminishing proportion of total police recorded crime, 0.2%. The figure for 2009/10 was 0.3%. Following the firearms surrenders in Leicestershire, Nottinghamshire, Greater Manchester and the West Midlands in 2013 and 2014, the National Ballistics Intelligence Service (NABIS) co-ordinated firearms surrenders in the majority of the Police Force areas in England and Wales during 2014 and 2015, resulting in the surrender of over 6000 items.</del></p><p><del class="ministerial">As of 7th January 2016; 3,864 firearms and over 13,000 items of ammunition have been recovered following the November 2015 firearms surrender, with 934 weapons being recovered prior to the November surrender. Of those items recovered in the November surrender (discounting ammunition, CS Sprays and Stun Guns), items include:</del></p><p><del class="ministerial">• 516 pistols;</del></p><p><del class="ministerial">• 473 revolvers;</del></p><p><del class="ministerial">• 1,226 shotguns;</del></p><p><del class="ministerial">• 243 rifles;</del></p><p><del class="ministerial">• 873 air weapons</del></p><p><del class="ministerial">This brings the total volume of firearms surrendered in the last eighteen months to 4,798. If ammunition, CS Sprays and Stun Guns are included this comes to over 6000.</del></p><p><del class="ministerial">Following publication of the Law Commission’s report on firearms law published on 16 December we will be reviewing options to strengthen the current legislation to ensure it safeguards against abuse by criminals.</del></p><p><ins class="ministerial"><em>The Government and police work nationally, and with international partners, to reduce the threat to the UK from the criminal use of firearms. 	answer	answer is ministerial correction date of answer 19/09/2016 answer text <p>The British Defence Attaché in Baghdad and Defence Advisor in Erbil regularly discuss these issues with representatives of the Kurdistan Regional Government and Ministry of Peshmerga Affairs. <del class="ministerial">I will discuss these issues with the Iraqi Government and the Kurdish Regional Government during my forthcoming visit to the region.</del></p><p> </p><p>The UK is steadfastly supporting the Kurdish Peshmerga as they fight, alongside other Iraqi forces, to defeat Daesh in Iraq. The UK has trained more than 6,000 Kurdish Peshmerga in infantry fighting skills, gifted 1,000 Vallon counter-IED detectors, provided more than 50 tonnes of non-lethal support, 40 heavy machine guns, nearly half a million rounds of ammunition and £600,000 worth of military equipment. We have also delivered over 300 tonnes of weapons and ammunition on behalf of other Coalition nations. The use of cautions is at its lowest point for thirty years.</ins></p><p><ins class="ministerial">We are changing the law to ban simple cautions for all of the indictable only offences - the most serious criminal offences which must be tried in the Crown Court, including rape, manslaughter and robbery. We are also banning simple cautions for possession of a knife or offensive weapon, supplying Class A drugs and a range of sexual offences against children. </ins></p><p><ins class="ministerial">Further, we announced proposals in November 2014 for a new out of court disposal framework that would see an end to cautions and warnings and would require offenders to take actions to comply with their disposals. Elements of this new framework are being piloted in Staffordshire, West Yorkshire and Leicestershire before a decision is taken on whether to implement the new framework across England and Wales. </ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">The Ministry of Justice issues guidance on the process to be followed by the police when they are administering simple cautions for adult offenders. The latest guidance, issued in November 2013 following the Simple Cautions Review, states that the use of a simple caution for indictable-only offences, such as rape, should only be given following authorisation by a senior police officer of at least the rank of Superintendent and the Crown Prosecution Service. These will be cases where there are exceptional circumstances which would mean that it is not in the public interest to prosecute.</ins></p><p><ins class="ministerial"> Latest information on cautions issued by offence type is publicly available online at the Ministry of Justice’s statistics portal. This data is contained in Q2.3 of the Out of Court Disposals table: <a href="https://www.gov.uk/government/statistics/criminal-justice-system-statistics-quarterly-september-2014" target="_blank">https://www.gov.uk/government/statistics/criminal-justice-system-statistics-quarterly-september-2014</a></ins></p><p> </p><p><del class="ministerial">Simple cautions are a non-statutory disposal available to the police to dispose of any offence committed by an adult and designed for dealing with low level, mainly first time offending. The Ministry of Justice issues guidance on the process to be followed by the police and the CPS when they are administering simple cautions for adult offenders. This guidance states that the use of a simple caution for indictable only offences should only be given following authorisation by the CPS. These will be cases where there were exceptional circumstances which would mean that it was not in the public interest to prosecute.</del></p><p> </p><p><del class="ministerial">Since 2007 the overall number of simple cautions issued has halved. Previous convictions, where they are recent and relevant, must be treated as an aggravating factor by the courts and will make the sentence more severe.
