In total, we have allocated over £8 billion so far to support local authorities during the pandemic. This includes £7.5 billion allocated directly to councils to address expenditure pressures, and over £500 million of payments from the first round of our sales, fees and charges compensation scheme. This reflects the department’s current best understanding and further payments will be made to local authorities this financial year in due course including: additional funding from further rounds of the sales, fees and charges scheme; and additional funding that will be provided through the Contain Outbreak Management Fund to tackle the spread of the virus – worth over £225 million a month during the national lockdown.</p><p>Also attached is a breakdown in relation to England’s ceremonial counties. For this, the following caveats apply:</p><ul><li>Ceremonial counties do not necessarily cover the same area as county councils. The area covered by a ceremonial county will include all local authorities within that historical definition of the county. It will include the county council and shire districts, as well as any additional single-tier councils within the area.</li></ul><ul><li>A small number of standalone fire and rescue authorities cross ceremonial county borders. unstar this property answer text <p>The Government has made a series of funds available to local authorities in support of necessary fire safety remediation works. This includes the £400 million Social Sector Aluminium Composite Material (ACM) Cladding Remediation Fund, to fully fund the remediation of unsafe ACM cladding on social sector residential buildings over 18 million in height, including council-owned blocks. <del class="ministerial">All eligible publicly owned buildings have started remediation and 69% have completed</del><strong><del class="ministerial">.</del></strong><ins class="ministerial">Remediation has either completed or started on 157 social sector residential buildings (98% of social sector buildings, equating to 100% of buildings identified at 31 December 2019).</ins></p><p>The Government has also provided support for local authorities carrying out important and necessary carbon reduction retrofitting, including the £3.8 billion Social Housing Decarbonisation Fund (SHDF), to support local authorities and housing associations to improve the energy performance of social rented homes. In addition, there will be around £160 million total funding for the first wave of the Social Housing Decarbonisation Fund programme in 2021/22, to make further progress towards delivering the government's commitment to invest in the energy performance of homes.</p>

Data on land held for smallholdings purposes by individual local authorities in 1997 is unavailable. A recent report published by Defra records that, at 31 March 2018, the total area of land held by 43 reporting smallholdings authorities in England was 89,020 hectares (for the whole estate), of which 83,600 hectares were let as smallholdings (for 40 reporting authorities).</ins></p> more like this

unstar this property answer text <p><del class="ministerial">Following the Grenfell Tower tragedy we have been working urgently to identify any other buildings over 18 metres with potentially unsafe aluminium composite material (ACM) cladding. With the support of local authorities, fire and rescue services and the expert panel, MHCLG is supporting building owners to take immediate steps to ensure the safety of residents. Homes England is also reviewing the implications where homes may have been purchased with the support of Help to Buy Equity Loan.</del></p><p><strong><ins class="ministerial">The Government does not hold data for every year since 2010-11. In March this year we published a study on “The Incidence, Value and Delivery of Planning Obligations and Community Infrastructure Levy in England in 2016-17”. This found that last year Section 106 obligations with estimated value of £5.1 billion had been levied. This included affordable housing contributions worth an estimated £4 billion. £75 million of this was delivered through commuted sums, and the remainder was delivered in-kind.</ins></strong></p><p><strong><ins class="ministerial">Excluding affordable housing and land, s106 obligations to the value of £613.1 million were levied in direct contributions, and obligations to the value of £72.1 million were levied in in kind contributions.</ins></strong></p>

unstar this property answer text <p>Due to the Covid19 pandemic, this year's national Holocaust Memorial Day commemoration will take place on-line on the 27 January at 7pm. The event will include a national candle-lighting moment at 8pm. Several national buildings will be lit in remembrance of the six million Jewish men, women and children murdered during the Holocaust, all victims of Nazi persecution and victims of subsequent genocides.</p><p>MHCLG and a number of other Government departments will be hosting Holocaust Memorial Day events in the run up to Holocaust memorial Day. Local authorities, churches, schools and a number of civic society organisations across the country will also be marking the day with online ceremonies.</p> more like this

On the 29 October, we announced funding of more than £150 million to deliver more than 3,300 units of long-term, supported, move-on accommodation for rough sleepers across the country. We are now working with our delivery partners at Homes England and the Greater London Authority to ensure these schemes are delivered at pace.</p><p>We also announced the type of tenancy and accommodation will depend on the individual’s needs. We will help ensure that people can access the services and support that are appropriate to their needs.</p><p>This individual approach is why local authorities are best placed to allocate individuals to appropriate accommodation. Interventions should be aimed at rapidly delivering outcomes which meet individuals’ housing and support needs.</p>

unstar this property answer text <p>Through Everyone In, by November we had supported around 33,000 people with nearly 10,000 in emergency accommodation and over 23,000 already moved on into longer-term accommodation.  <br> <br>We are aware that some of these individuals housed during Everyone In will have No Recourse to Public Funds (NRPF) restrictions. The data and breakdown requested is currently not available.</p><p>The rules as to eligibility relating to immigration status, including for those with NRPF, have not changed.</p><p>Local authorities must use their judgement in assessing what support they may lawfully give to each person on an individual basis, considering that person’s specific circumstances and support needs.</p><p>Local authorities already regularly make such judgements on accommodating individuals who might otherwise be ineligible, during extreme weather for example, where there is a risk to life.</p><p>Local authorities may also provide basic safety net support if it is established that there is a genuine care need that does not arise solely from destitution, for example, where there are community care needs, migrants with serious health problems or family cases where the wellbeing of a child is in question.</p><p> </p>

unstar this property answer text <p>Given the new variant of COVID-19, and the new national lockdown, we are redoubling our efforts to ensure that people who sleep rough are kept as safe as possible and that we do everything we can to protect the NHS. This is backed by £10 million announced this month to protect rough sleepers and ensure their wider health needs are addressed.  This additional support builds on the package of winter support announced last year – in total, we are spending over £700 million on tackling homelessness and rough sleeping in 2020/21.</p><p>Decisions to open shelters as part of this provision must be balanced on a detailed COVID-19 risk assessment. These settings should only be used where absolutely necessary to protect against any potential risk to the health of vulnerable individuals when other alternative options are unavailable, for example in very cold weather.</p><p>We have worked extensively with Public Health England to develop Operating Principles that will enable shelters to open as safely as possible, where absolutely necessary, while protecting staff and residents.</p><p>In redoubling our efforts to help ensure that even more rough sleepers are safely accommodated now, we are asking areas to actively use this opportunity to make sure that rough sleepers are registered with a GP where they are not already and are factored into local area vaccination plans, in line with Joint Committee on Vaccination and Immunisation (JVCI) prioritisation for COVID-19 vaccinations. This will help ensure that the wider health needs of people who sleep rough are addressed, supporting them now and for the future. We are also asking local authorities to consider whether those working in homelessness settings meet the criteria for frontline social workers who are directly working with people clinically vulnerable to COVID-19, a group which is on the JCVI priority list for vaccination.</p>
