star this property answer text <p>Youth Offender Panels are used in the delivery of Referral Orders, a type of community sentence for children that was introduced in 1999. The name Youth Offender Panels is included in the legislation, but in practice Youth Offending Teams may (and do) already call them other names such as ‘Referral Order Panel’ or ‘Community Panel’. We have no plans to change the name of Youth Offender Panels in the relevant legislation.</p> more like this

star this property answer text <p>We know that the economic and social cost of reoffending is approximately £18 billion per year. Evidence also shows that prison leavers who get a job within a year after release are up to nine percentage points less likely to reoffend compared to those who do not.</p><p>The proportion of prisoners released from custody employed at six months from their release rose by almost two thirds between April 2021 and March 2022.</p><p>We are committed to delivering a presumption in favour of offering offenders the chance to work in prison, on Release on Temporary Licence and on release, including by building stronger links with employers. We are on track to roll out Prison Employment Leads, Employment Hubs and Employment Advisory Boards across all 92 resettlement prisons by April 2023. We are also developing a £21m Employability Innovation Fund to enable more employers to work with prisons and deliver jobs on release.</p> more like this

star this property answer text <p>We are committed to the publication and monitoring of data on protected characteristics within in the criminal justice system. As set out in the Prisons Strategy White Paper, in December 2021, we are introducing Key Performance Indicators (KPIs) for prisons, which will drive improvement by measuring progress with annually published performance ratings for each prison. This prison level data will be published in due course.</p><p>The Ministry of Justice has two statistical publications that include details on ethnicity to demonstrate this commitment. The Offender Management Statistics (OMS) is published on a quarterly basis. This provides regular data on protected characteristics within the prison population. Additionally, the HMPPS Offender Equalities Annual Report is published on an annual basis, includes data on ethnicity within the prison population and covers a larger reporting period.</p><p>Prisons have also been provided with a monitoring tool which shows the distribution of prisoner protected characteristics across a range of components of prison life. These include prisoners placed on the incentives scheme, as well as adjudications and complaints.</p>

Food budgets for public sector prisons are determined locally and kept under review as part of normal budget allocation planning.</p><p>Prison Rules require that prisoners are provided with three meals a day that are varied and nutritious and that meet the religious, cultural and medical needs of all. HMPPS will continue to work closely with the Office of Health Improvement and Disparities, following government guidelines on eating healthy meals.</p> more like this

star this property answer text <p>The current Prisoner Complaints Policy Framework was published in August 2019 and implemented across all prisons in England and Wales. There is a clear requirement within this for staff in all prisons to adopt a problem-solving approach, applying the ‘balance of probabilities’ level of proof when investigating complaints. Each complaint form gives the prisoner the opportunity to state what they want to see happen as a result of their complaint.</p><p>Prisons are required to complete routine checks of samples of complaint forms in order to assure the quality of responses. Her Majesty’s Prison and Probation Service works closely with the Prisons and Probation Ombudsman to share good practice and feedback and review assurance processes in relation to complaint responses.</p><p>Outside of this process, prisoners are also able to submit a Discrimination Incident Reporting Form, if they perceive that they have experienced, or witnessed, an incident of discrimination. This process is confidential, and each incident must be investigated via a designated process within a set timescale.</p>

star this property answer text <p>The Ministry of Justice, partnering with two police forces, have co-ordinated two policing pilots under the title ‘Chance to Change’, one of which was Turning Point in the Metropolitan police boroughs of Barnet and Brent for adults and under 18s, and the other in the West Yorkshire police force area for under 18s.</p><p>Pilot areas have been asked to assess the effectiveness of their schemes. We are supporting the qualitative research study being undertaken by Manchester Metropolitan University, which aims to examine participant and practitioner experience of the pilots. These findings are expected to be published later this year.</p><p>The use and implementation of deferred prosecution schemes are an operational decision for individual police forces. We continue to work closely with the National Police Chiefs’ Council on the appropriate use of these schemes, supporting local forces who wish to take these up.</p> more like this

star this property answer text <p>The Comprehensive Health Assessment Tool (CHAT) is a clinical assessment tool developed and managed by the National Health Service (NHS) England who are statutorily responsible for the commissioning and management of healthcare services in both adult and youth custody.</p><p>NHS England already have a clinically approved screening tool for adults in custody and are responsible for ensuring this continues to meet the assessment needs of this population.</p> more like this
