This means over the next Parliament we will build more new affordable homes than during any equivalent period in the last twenty years. Funding is allocated through competitive bidding and there are no top down targets for particular areas.</del></p><p><del class="ministerial">The 2015-18 Affordable Homes Programme has made initial allocations of £1.3 billion grant funding to deliver almost 62,000 new affordable homes, including £154 million in the East and South East area to deliver over 9,600 homes. The Homes and Communities Agency are inviting bids for the remainder of the 2015-18 Affordable Homes Programme funding. A more precise estimate would require more detailed scoping and market testing.</p><p> </p><p>Local authorities are already required to develop an evidence base locally, to ensure their Local Plan meets the full, objectively assessed needs for market and affordable housing in the housing market area, consistent with the policies set out in the National Planning Policy Framework. Over 144,000 homes have already been delivered</p><p> </p><p>This Government has demonstrated its continued commitment to the building of affordable housing. The Government’s National Infrastructure Plan announced an extension of affordable housing capital investment to 2018-19 and 2019-20, of £1.9 billion to ensure that an average 55,000 new affordable homes a year continue to be delivered. This will bring the delivery total to 275,000 across 2015-20. Through our reforms of the planning system and other measures to fix the broken housing market, we have seen planning permission granted for 240,000 homes in the year to September 2014. <br><br>Almost 217,000 affordable homes have been delivered in England since April 2010, and our Affordable Homes Programme will deliver 170,000 homes over the current spending review period (2011-2015), levering in £19.5 billion of public and private funding. These figures represent 80% of market rent across England and 55% of market rent in London.</p><p> </p><p>The Affordable Rent model allows for more new affordable housing to be delivered with lower levels of taxpayer capital subsidy and by levering in more private investment. The programme is helping deliver £15 billion of private investment in new affordable housing over the current spending review (2011-15), alongside £4.5 billion of public investment. 	answer	answer is ministerial correction date of answer 09/02/2015 answer text <p>The Housing and Regeneration Act 2008 (sections 68 – 70) defines social housing as low cost rental accommodation and low cost home ownership accommodation. In the Act, a low cost rent is simply defined as below the market rate. Low cost home ownership is defined by its availability for occupation on a shared ownership or equity percentage basis. This provides flexibility to support a range of people with different housing needs through our affordable housing programmes.</p><p> </p><p>The definition of affordable housing as set out in the National Planning Policy Framework is as follows:</p><p>&quot; Social rented, affordable rented and intermediate housing, provided to eligible households whose needs are not met by the market. Eligibility is determined with regard to local incomes and local house prices. Affordable housing should include provisions to remain at an affordable price for future eligible households or for the subsidy to be recycled for alternative affordable housing provision.</p><p>Social rented housing is owned by local authorities and private registered providers (as defined in section 80 of the Housing and Regeneration Act 2008), for which guideline target rents are determined through the national rent regime. It may also be owned by other persons and provided under equivalent rental arrangements to the above, as agreed with the local authority or with the Homes and Communities Agency.</p><p>Affordable rented housing is let by local authorities or private registered providers of social housing to households who are eligible for social rented housing. Affordable Rent is subject to rent controls that require a rent of no more than 80% of the local market rent (including service charges, where applicable).</p><p>Intermediate housing is homes for sale and rent provided at a cost above social rent, but below market levels subject to the criteria in the Affordable Housing definition above. 	answer	answer is ministerial correction date of answer 12/02/2015 answer text <p>The Department for Communities and Local Government carried out a public consultation in March 2014 to invite views and local evidence on proposed changes to national policy on section 106 affordable housing and tariff contributions. All evidence submitted was carefully considered.</p><p> </p><p>As a consequence of the consultation, we amended our proposals to introduce a lower threshold of 5 units for rural areas, as outlined in my Written Ministerial Statement of 28 November 2014, <em>Official Report</em>, Column 55WS. Rural exception sites are also exempted.</p><p> </p><p>I can confirm that we have also undertaken an Equality Impact Assessment, which I will arrange to be placed in the Library of the House. We do not consider our reforms will have a negative impact on discrimination, fostering good relations or advancing equality of opportunity.</p><p> </p><p>We estimate that the policy will save, on average, £15,000 in Section 106 housing contributions per new dwelling in England—some councils are charging up to £145,000 on single dwellings. Further savings will be made from scaling back Section 106 tariffs, which may add additional charges of more than £15,000 per dwelling, over and above any housing contributions. Taken together, these reforms will deliver six-figure savings for small-scale developers in some parts of the country.</p><p> </p><p>We do not believe that our reforms will have any significant adverse effect on our affordable housing programme. We have so far delivered 217,000 new affordable homes since 2010, and are bringing in £19.5 billion of public and private in affordable housing over the current Spending Review period. In the next Parliament, we are on track to deliver a further 275,000 new affordable homes, backed up by £38 billion of public and private investment.</p><p> </p><p>The Home Builders Federation has confirmed that these changes will provide a boost to small and medium builders, stating: “This exemption would offer small and medium-sized developers a shot in the arm. The time and expense of negotiating Section 106 affordable housing contributions on small sites, and the subsequent payments, can threaten the viability of small developments and act as another barrier to the entry and growth of smaller firms”</p><p> </p><p>Similarly, the Federation of Master Builders has said: “The new ten unit threshold for affordable housing contributions is a sensible and proportionate approach to help alleviate the pressure on SME house builders who have been squeezed out of the housing market in recent years. This is important because without a viable SME house building sector we won’t be able to build the number of new homes that are needed to address the housing crisis”.</p><p> </p><p>We also listened to representations from the hon. (Labour) Member for Bassetlaw (John Mann) who has campaigned vigorously against such levies. Indeed, I would observe that under the majority of the last Labour Government, the national threshold (as stated in PPG3) was actually 15 units.</p><p> </p><p>Loading stealth taxes on new housing just makes housing less affordable and cuts house building. Unrealistic Section 106 charges result in no development, no regeneration and no community benefits: reducing them can result in more housing and more affordable housing.
