	answer	answer is ministerial correction date of answer 12/11/2018 answer text <p>Government takes firework safety very seriously and the Office for Product Safety and Standards is working with industry, retailers, charities and others, including RoSPA, to promote the safe, responsible, and considerate use of fireworks.</p><p> </p><p>There are already controls on noise levels for fireworks and it is an offence to supply fireworks exceeding 120 decibels to the public. 	answer	answer is ministerial correction date of answer 06/11/2018 answer text <p>The overall number of post offices across the UK remains at its most stable in decades with over 11,500 branches thanks to significant Government investment of over £2 billion since 2010.</p><p> </p><p>The Post Office is a responsible employer and takes its duty of care to all staff affected by its franchising programme very seriously. Post Office employees at affected branches have the right to transfer their employment in line with TUPE legislation, to leave the business with a voluntary settlement, or to be redeployed elsewhere in the Company. This includes the ambition to raise total R&amp;D investment to 2.4% of GDP by 2027. The government is increasing spending on R&amp;D by £7bn by 2021/22, the largest increase in 40 years.</p><p> </p><p>Support in the East Midlands includes the recently announced funding to support the creation of a new, locally-led development body for Toton, with £70m for the Defence and National Rehabilitation Centre. Innovate UK funding of £12m has been invested by the Energy Research Accelerator (ERA) in the Research and Acceleration Demonstration Building on Nottingham University’s Innovation Park. The D2N2 Local Enterprise Partnership has contributed £5m of Local Growth Fund to the Advanced Manufacturing Building at Nottingham University’s Jubilee Campus. The facility will allow for diverse engineering and science disciplines to collaborate and contribute to pioneering developments for a range of sectors.</p><p> </p><p>Through the Midlands Engine Strategy, we are investing in skills, industries, and infrastructure – building on the many strengths of the Midlands to boost productivity. Therefore, the Government does not consult on the franchising programme as this is an operational matter for the Post Office. The decision whether to franchise a Crown post office is an operational matter of commercial judgement for the Post Office.</p><p> </p><p>There are over 11,300 branches (almost 98% of the total network) already operating successfully on a franchise or agency basis. Franchising is part of the Post Office’s modernisation programme designed to improve customer experience while putting the network on a sustainable footing and reducing the burden to the taxpayer.
