star this property answer text <p>Small modular reactors (SMRs) are a relatively new technology for civil nuclear power generation and whilst a small number of bespoke “small” reactors have been built and operated, no true SMRs have yet reached demonstration or deployment.</p><p> </p><p>At Autumn Statement 2015 Government announced it would launch a competition to identify the best value SMR design for the UK. In March 2016 the first phase of the competition was launched. This phase will include structured engagement with technology developers, utilities, potential investors, funders and other parties interested in developing, commercialising and financing SMRs in the UK to inform subsequent stages of the competition. This is the beginning of a process that will enable bids from interested parties in subsequent phases of the competition.</p><p> </p><p>As we are still in the early stages of the competitive process no decision has yet been made on a potential SMR design or levels of deployment.</p><p> </p> more like this

star this property answer text <p>Government policies supported investment of around £7.4bn on energy efficiency measures<sup>1</sup> over the last parliament.</p><p> </p><p>This included spending of:</p><p> </p><p>£2.9bn on ECO and the Green Deal<sup>2</sup></p><p>£3.8bn on CERT</p><p>£0.7bn on CESP<sup>3,4</sup></p><p> </p><p>During the course of this parliament, Government policies are expected to support investment of around £3.6bn. This includes spending of<sup>5</sup>:</p><p> </p><p>£1.7bn on ECO<sup>6</sup></p><p>£1.9bn on ECO’s successor<sup>7</sup></p><p>£0.1bn on the Green Deal<sup>8</sup></p><p> </p><p>The planned level of spend this parliament reflects Government’s desire to minimise the impact of energy efficiency policies on consumers’ energy bills, reduce reliance on subsidies, and set long-term policy frameworks. Government intends to focus investment on the households that need it most, with the aim of tackling the root causes of fuel poverty.</p><p> </p><p>We are working to deliver our schemes more efficiently by reducing administrative complexity. This will improve the overall value for money and ensure as much of the cost of the schemes as possible goes towards delivery.</p><p> </p><p>A reformed domestic supplier obligation (ECO) from April 2017 will upgrade the energy efficiency of over 200,000 homes per year for the 5 years to 2022, tackling the root cause of fuel poverty. Our extension of the Warm Home Discount to 2020/21 at current levels of £320m per annum will also help vulnerable households with their energy bills.</p><p> </p><p>Together through ECO and Warm Home Discount we will be spending nearly £1 billion a year helping with energy bills. star this property answer text <p>The Department monitors research into geoengineering and is familiar with the outputs of various programmes including IAGP (Integrated Assessment of Geoengineering Proposals; <a href="http://www.iagp.ac.uk/" target="_blank">www.iagp.ac.uk</a>) (conducted by several Universities including Leeds, Bristol and Oxford) and the GGR (Geoengineering Governance Research, conducted by several universities including University of Oxford): <a href="http://geoengineering-governance-research.org/" target="_blank">http://geoengineering-governance-research.org</a>.</p><p> </p><p>Based on these studies and other research we conclude that whilst geoengineering could cool the climate, it may also have unintended effects which could be detrimental to some regions eg in terms of rainfall.</p><p> </p><p>For this reason and other identified risks associated with proposed geoengineering, it is premature to consider geo-engineering as a viable option for addressing climate change. For most geoengineering techniques, current understanding of the costs, feasibility, environmental and societal impacts is limited. star this property answer text <p>The Government has been clear that shale development must be safe and environmentally sound, maintaining the very highest safety and environmental standards.</p><p> </p><p>Any impacts of shale gas exploration proposals on the historic environment are fully taken into account through the planning system. The National Planning Policy Framework explains that when considering the impact of a proposed development on the significance of a designated heritage asset, great weight should be given to the asset’s conservation. Designated heritage assets include World Heritage Sites, scheduled monuments, listed buildings and conservation areas.</p><p> </p><p>In addition, the Government has consulted on measures to ensure that hydraulic fracturing cannot be conducted from wells that are drilled at the surface of our most valuable areas, including World Heritage Sites, and we will publish our response to the consultation shortly.</p><p> </p><p> </p><p> </p><p> </p><p> </p> more like this

star this property answer text <p>The Government supports the EU Emissions Trading System (ETS) as a market-based approach to achieve least-cost decarbonisation and maintain a level playing field across the EU. The Government recognises the large proportion of process emissions within some industrial sectors, such as cement. We have engaged with the cement and other sectors’ bodies to understand the enablers and barriers to deep decarbonisation, including through the joint industry-Government decarbonisation roadmaps, which considered the wider policy context and technological barriers.
