However, there has been less scope for competition in the supply market during this period of high and volatile wholesale gas and electricity prices.</p><p> </p><p>The Government wants a retail energy market that is both resilient and competitive, with companies able to invest in innovation and offer products and services that support decarbonisation. Friend the Secretary of State on 3 July setting out his intention to consider options to protect vulnerable consumers including extending the protection in place for pre-payment meter customers. star this property answer text <p>Competition in the energy markets is crucial to keeping prices as low as possible and to raising consumer confidence in the energy market. Since 2010 we have seen 12 new companies enter the British domestic market challenging the existing companies. Despite this there are concerns about the level of competition therefore Ofgem has referred the market to the Competition and Markets Authority for a full Market Investigation.</p><p>Energy policy is devolved to the Northern Irish Assembly.</p><p>DECC publish regional electricity and gas bills information in Quarterly Energy Prices. Differences between regions are due to several factors including regional variation in pricing and the proportion of consumers who have switched supplier onto cheaper tariffs. DECC estimate that in 2013 the average retail electricity bill was highest in the North Scotland and lowest in the East Midlands and that the average retail gas bill is highest in London and lowest in North Scotland.</p><p> </p><p><em>Source: DECC Quarterly Energy Prices, table 2.2.3 for electricity and 2.3.3 for gas <a href="https://www.gov.uk/government/statistical-data-sets/annual-domestic-energy-price-statistics" target="_blank">https://www.gov.uk/government/statistical-data-sets/annual-domestic-energy-price-statistics</a>. star this property answer text <p>The Ofgem Review of 2010-11 recommended that the Social and Environmental Statutory Guidance to the Gas and Electricity Market Authority should be replaced with a new Strategy and Policy Statement. The guidance will be repealed once the statement is designated. star this property answer text <p>The Contract for Difference and Renewables Obligation levy payments over 25 years will depend on a number of factors for example the post-2020 deployment pathway, strike price degression, long term electricity prices and the timing of moves to a competitive price discovery process). For a detailed assessment of EMR, including cost-benefit analysis and consumer bill impacts, please refer to the Delivery Plan Impact Assessment1.</p><p>The Electricity Market Reform Delivery Plan2 set out strike prices for renewable technologies for the period 2014/15 to 2018/19. They provide a basis for renewable electricity to achieve at least 30 per cent of generation by 2020, in line with the EU renewables target. The generation mix beyond the period of the first Delivery Plan, from 1st April 2019, will be influenced by how individual technologies develop in the coming decade. We are committed to maximising value for money for consumers.</p><p>Chapter 6 of the Delivery Plan describes potential deployment requirements beyond 2020. It explores three levels of carbon intensity and three technology deployment scenarios as an illustration of a range of alternative pathways to meeting our post-2020 objective to reduce carbon emissions by at least 80% of 1990 levels by 2050. These scenarios are indicative: the electricity generation mix through the 2020s is unlikely to match any one of these scenarios exactly.</p><p>As an indicative estimate, the ranges of costs in the six scenarios set out in Chapter 6 of the Delivery Plan are shown in the table below3.
