	answer	answer is ministerial correction date of answer 14/11/2018 answer text <p>Since April 2016, Arts Council England (ACE) has invested more than £85,470,000 in theatre in the Midlands, including regular funding to their National Portfolio Organisations, National Lottery Grants for the Arts and Project Grants and Strategic funding. From the Royal Shakespeare Company in Stratford, to the National Student Drama Festival in Leicester, ACE support a diverse range of work which has international appeal, is accessible to audiences of all ages and backgrounds, and plays a key role as part of England’s vibrant arts and cultural ecology.</p><p> </p><p>Between June 2016 and March 2018, Arts Council invested £2,737,902 in Strategic Touring in the Midlands region. This programme funded touring work focusing specifically on areas of low engagement with the arts and those that rely on touring for much of their arts provision. 	answer	answer is ministerial correction date of answer 14/11/2018 answer text <p>DCMS works with the Libraries Taskforce and local and central government to promote good practice and innovation to sustain and improve library services provided by local authorities in England, including in Barnet. Library services in England can help transform lives, communities and society as a whole, including in relation to children by supporting them to develop and enjoy their reading; to learn and study; and to take part in events and activities. For instance, the annual Summer Reading Challenge, run by The Reading Agency, promotes reading for children at their local libraries and has resulted in many thousands of children aged 4 – 11 joining a library and accessing library services.</p><p> </p><p>In addition, DCMS provided £3.9 million to the Libraries: Opportunities for Everyone innovation fund to enable library services to trial innovative projects that would benefit disadvantaged people and places in England. We have also agreed the broad terms of our future relationship as set out in the outline Political Declaration. This includes investment in a number of theatre organisations, such as Liverpool Everyman, the Unity Theatre, the Royal Court, Collective Encounters and 20 Stories High.</p><p> </p><p>A new addition to ACE’s National portfolio for this period is Culture Liverpool, who have built on the legacy of European Capital of Culture 2008 to play a leading role in large scale outdoor and public art commissions. Culture Liverpool recently delivered the theatre production ‘Giant Spectacular’ which took place across Liverpool and the Wirral for a weekend, attracting over 1 million visitors.</p><p> </p><p>In addition to ACE’s National portfolio investment, they have made 81 awards from the Lottery-funded Grants for the Arts and Project Grants schemes to support theatre projects across Merseyside since April 2015, with investment totalling more than £1 million. A number of library services are using technology to enable access for library users to library buildings outside staffed hours on a self service basis. The systems often include controlled access technology involving CCTV and communication systems. Good practice guidance, from the Libraries Taskforce, encourages library services to undertake a risk assessment before implementing such a service and also advises that it is important that staffed hours meet the requirements of children and young adults who wish to visit the library unaccompanied. In addition, DCMS’s Taking Part Survey indicates that unlike other cultural sectors, public library use in 2017/18 by people in black or minority ethnic groups is significantly higher (40.9% having visited a public library in the previous 12 months) than for people in the white ethnic group (31.7%).</p><p> </p><p>In recognition of this, the Government funds the Libraries Taskforce to encourage good practice and innovation to public library services in achieving the strategic outcomes set out in its 2016 strategy Libraries Deliver: Ambition for Public Libraries in England 2016-2021. 	answer	answer is ministerial correction date of answer 05/02/2019 answer text <p>Powers which may be used to tackle vandalism include the offence of criminal damage which carries a maximum sentence of up to ten years imprisonment and a Civil Injunction which can be imposed by the courts to place prohibitions or requirements on perpetrators of Anti social behaviour, which can include requiring them to stay away from a particular place or require them to repair damage to someone else’s property. For adults, breach is punishable by up to two years’ imprisonment and/or an unlimited fine.</p><p>The Government provides support for the repair of memorials through the Memorial Grant Scheme which makes grants towards the VAT incurred by charities and faith groups in the construction, repair and maintenance of public memorial structures, including war memorials. The scheme has a fixed budget of £0.5m per year for spending period.</p><p>To mark the centenary of the First World War, Government funded a four-year programme. One strand of this work was to ensure war memorials across the country are protected and the people they commemorate, remembered. The aim was to add 2,500 war memorials to the National Heritage List for England. It is for each local authority to decide how best to provide their library service ensuring that it meets local needs, including for those library users with a learning disability, or with autism or dementia.</p><p> </p><p>Many library services in England train staff to meet these needs and provide library spaces, resources and support designed for people with these and other disabilities or conditions. For example, Stockton-on-Tees Borough Council received around £100,000 from DCMS through the Libraries: Opportunities for Everyone fund, to develop innovative new spaces in its central libraries, including in Thornaby Library. This has included £5 million to develop the Dance Hub Birmingham, with £3 million for the creation of a production and administrative space, and the remaining £2 million supporting additional dance activity, firmly placing Birmingham on the map as a national and international centre for dance.
