	answer	answer is ministerial correction date of answer 29/01/2019 answer text <p>(a) Government support has included £250 million, since 2017 alone, to Greater Manchester for cleaner better transport to help improve air quality. Manchester authorities, including Salford, are working together to develop a Clean Air Plan for Manchester. The Government is committed to providing the required financial and technical support to local authorities to enable delivery of their air quality plans. We are working closely with Greater Manchester to reduce air pollution and have committed £495 million for local authorities to implement and mitigate their plans. We will be able to consider Greater Manchester’s funding requirement once their final plan is received; it was due in December 2018, but will not be provided until March 2019.</p><p> </p><p>(b) The UK continues to meet all current international air quality limits, except for Nitrogen Dioxide Concentrations (NO2). In July 2017, we published the NO2 Plan, backed by £3.5 billion of funding, which sets out the steps we are taking to reduce NO2 concentrations in the shortest possible time, thus complying with NO2 limits as soon as possible. We are working intensively with local authorities, to identify measures to swiftly bring forward compliance, and support them with guidance and funding. This includes major cities outside the Capital which are exceeding NO2 limits, including Greater Manchester Authorities, such as Salford. Judgments can be given on grounds including illegality, irrationality or unreasonableness, fettering discretion, unlawful delegation, procedural fairness, legitimate expectation and breach of the European Convention on Human Rights.</p><p> </p><p>(b) The Court of Justice of the European Union examines the legality of EU measures and provides for the uniform interpretation and application of EU law. Judgments may be given in infraction proceedings, direct actions against EU institutions or Member States, preliminary references from national courts or requests for opinions.</p><p> </p><p>(c) The European Commission does not give judgments. Re-usable glasses are now provided instead. It is pursuing the Cabinet Office's Regulatory Futures Review recommendations through its ‘Regulating our Future’ programme (ROF programme) launched in February 2016. It aims to ensure a sustainable approach to food safety regulation, one that brings about behaviour change to benefit consumers. It is therefore not possible to provide estimates at the UK level for the last five years.</del></p><p> </p><p><del class="ministerial">The last comprehensive survey of the black grouse population was undertaken in 2005, which estimated there were approximately 5100 breeding pairs in Great Britain.</del></p><p> </p><p><del class="ministerial">In 2016 a formal estimate of the black grouse population in Great Britain was produced by several UK conservation bodies drawing on the data produced by country level surveys and using the International Union for Conservation of Nature methodology. The 2016 population of black grouse was estimated to be 5775 males (or breeding pairs).</del></p><p> </p><p><ins class="ministerial">I and Defra officials regularly meet with representatives of the Local Government Association and individual local authorities to discuss issues relating to household waste management.
