star this property answer text <p /> <p /> <p>The Department is collecting information to understand how the introduction of mandatory reconsideration is operating, including completion timescales. However, this data is not sufficiently robust and reliable to make available at this time.</p><p> </p><p>Departmental statisticians need to assure themselves of the quality of administrative data sources before releasing information as Official statistics, and before the exact timing and format of statistics can be confirmed.</p><p> </p><p>Whilst it is correct to say that ESA cannot be claimed during the Mandatory Reconsideration stage, it is not correct to say that Jobseeker's Allowance (JSA) cannot be claimed. These claimants have been found fit for work and the benefit for them is JSA. To be entitled to JSA the conditions of entitlement, including the signing of a Claimant Commitment, must be satisfied. Where someone presents with health issues the conditions are modified and the Claimant Commitment drafted accordingly - disability advisers support claimants in this position and provide specialist advice</p>

star this property answer text <p>Strict audit and quality control measures are in place to ensure the Centre for Health and Disability Assessments delivers high-quality assessments.</p><p> </p><p>The Department introduced the independent audit of Work Capability Assessments in March 2015 in line with the start of the new Health and Disability Assessment Service contract. Audit has a central role in confirming that independent health professional advice complies with the required standards and that it is clear and medically reasonable. It also provides assurance that any approach to assessment and opinion given is consistent so that, irrespective of where or by whom the assessment is carried out, claimants with conditions that have the same functional effect will ultimately receive the same benefit outcome.</p><p> </p><p>Health Professionals receive training on how to identify the impact of mental health conditions on claimants. This is followed by on-going professional training and support which continues for the duration of their employment in the role.</p><p> </p><p>Providers are required to make every attempt to obtain the best evidence available to assist the Health Professional undertaking the assessment to make a fully formed judgment. This includes evidence from Community Mental Health Teams, psychologists, psychiatrists and social workers supporting claimants with mental health conditions.</p>

From the outset of the contract, we have required the Centre for Health and Disability Assessments (CHDA), who conduct Work Capability Assessments, to have processes in place to protect claimants requiring functional assessments. All Healthcare Professionals must meet standards set by their regulatory bodies</p><p> </p><p>While the supplier is not required to have a general Safeguarding Policy, one has been developed to complement existing processes. As stated in the response to question 219317, a copy of the CHDA safeguarding policy will be placed in the Library.</p> more like this

star this property answer text <p>Work Capability Assessments are delivered by the Centre for Health and Disability Assessments who employ the following full-time equivalent healthcare professionals from the professions identified, based on a November 2017 data:</p><p> </p><p>A) 239 full-time equivalent doctors directly employed by Centre for Health and Disability Assessments and in addition 18 full-time equivalent self-employed sessional doctors. It should be noted that some doctors may undertake other assessments within the Health Assessment Advisory Service contract.</p><p> </p><p>B) 804 full-time equivalent nurses.</p><p> </p><p>C) No psychologists or psychiatrists are currently employed by Centre for Health and Disability Assessments to conduct work capability assessments.</p><p> </p> more like this

The Centre for Health and Disability Assessments (CHDA) only record the total time taken to undertake a Work Capability Assessment (WCA). This includes activities undertaken while the claimant is not present, for example Healthcare Professionals writing the assessment report to be submitted to DWP.</p><p> </p><p>Based on figures between September 2017 and November 2017, the average time to complete a full WCA by a doctor within CHDA Assessment Centres was 80 minutes. This includes undertaking complex-neurological WCA cases which take longer than average assessments. Over the same period, the average time to complete a full WCA by a nurse was 73 minutes. Nurses do not currently undertake complex-neurological WCA cases.</p> more like this
