star this property answer text <p>DFID’s UK estate comprises two joint-headquarters, 22 Whitehall in London and Abercrombie House in Glasgow. DFID’s current energy supplier for both offices are EDF Energy for electricity. DFID’s energy is contracted via the Cabinet Office’s Crown Commercial Service Framework. DFID intends to take advantage of renewable energy options under the new Crown Commercial Service Framework when putting in place new energy supply arrangements. The sacrifice made by those onboard will not be forgotten, and we remain grateful to all the Armed Forces personnel and civilians who bravely served in the Falklands conflict.</p><p> </p><p>The release of papers is governed through the Public Records Act (PRA).</p><p> </p><p>At my request, officials have conducted a thorough review of the files under the terms of the Public Records Act (PRA) to determine whether any additional information can possibly be released, and I will be visiting The National Archives to view the files personally in the very near future as discussed last week.</p> more like this

Trainee pilots on hold fulfil required and essential roles within the Armed Forces with the aim to expand their skills in other areas of the Ministry of Defence and to prepare them to be the future leaders of the Armed Forces.</p><p> </p><p>On 1 December 2022 there were five or less non-UK pilots at RAF Shawbury awaiting the start date of the next course.</p><p> </p><p>Due to the small populations generated by this level of detail, and the possibility of identifying individual personnel, data have been rounded to 10 and therefore totals may not always equal the sum of the parts. Our Embassy in Tel Aviv has raised the death of Abd a-Rahman with the Israeli authorities, stressing the importance of protecting civilians, especially children. The British Government is very concerned at the high numbers of Palestinian children killed and injured by Israel Defense Forces in the West Bank and Gaza. We have raised the issue of excessive use of force, including use of live ammunition with both the Office of the Coordinator of Government Activities in the Territories and the Israeli Ministry of Defense. We will continue to encourage the Israeli authorities to carry out transparent investigations on the use of live fire.</p> more like this

However, further detail is not held centrally and the answers to these questions could only be provided at disproportionate cost.</p><p> </p><p>The Royal Military Police are the Service Police for the Army. The Royal Navy and Royal Air Force have their own Service Police. The Defence Serious Crime Unit, formed in December 2022, has the jurisdiction to investigate the most serious and complex crimes alleged to have been committed by persons subject to service law in both the UK and overseas, including sexual offences, domestic abuse and offences of violence.</p><p> </p><p>While some information is held by the single Services on crimes reported to and investigated by the Civilian Police, the information recorded is based on that provided by or obtained from the Civilian Police or the subject, therefore the Department is unable to provide official data in this respect.</p><p> </p><p>“Sexual harassment” is not an offence under civil or Armed Forces law, however Defence has made it clear there is zero tolerance to any form of unacceptable sexual behaviour. Under the MOD’s Zero Tolerance Part One (Sexual Offences and Instructor/Trainee Relations) policy, for all Service persons who are convicted of a sexual offence, or who are placed on the Sex Offenders Register there is a mandatory presumption of discharge from the Armed Forces. Similarly, for Zero Tolerance Part Two (Unacceptable Sexual Behaviour – A Victim/Survivor Focused Approach), there is a presumption of discharge for those found in breach of this policy.</p><p> </p>

star this property answer text <p>Joint Service Publication 950, Medical Policy, sets out the following criteria:</p><ul><li><p>Candidates known to be carriers of the gene associated with Huntington's disease are normally graded medically unfit for Service.</p></li><li><p>Candidates with a proven, immediate family history of this condition are also normally graded medically unfit unless known not to carry the gene.</p></li></ul><p>As stated in the answer to Question 70978, if there is clear evidence that a candidate is unlikely to develop Huntington's disease during a Service career then they may, on a case by case basis, be considered medically fit for service. It is for the candidate to provide this evidence, which must be supported by an appropriately qualified and experienced specialist.</p> more like this

star this property answer text <p>All of the medical employment standards for the Armed Forces, including those relating to Huntington's disease, are kept under periodic review. This considers a number of factors such as:</p><ul><li><p>The academic and clinical literature around the possible risks associated with the condition or presenting illness, and how that may impact military taskings.</p></li></ul><ul><li><p>The risks of relapse and exacerbation of conditions or presenting clinical issues posed by the military environment and stressful taskings this may involve.</p></li><li><p>The availability of medical support and evacuation capabilities on operations.</p></li></ul><p>These areas are examined through academic reviews of the field, subject matter expert consultation and consensus. Careful consideration of these factors is the subject of regular reviews by a working group, consisting of military health professionals and military occupational physicians. The guidance with regards to Huntington's disease was last reviewed in August 2019.</p>

Consequently, the medical entry standards for the Armed Forces are stringent, with a number of medical conditions currently being considered a bar to Service that would not be an impediment in other careers.</p><p>However, each application to join the Armed Forces is considered on a case by case basis and, if rejected on medical grounds, a candidate can appeal the decision with additional medical information. There is also an executive waiver process where the employing Service may, exceptionally, recruit someone who is below the normal entry standards. This may include individuals with unique specialist skills that outweigh any functional limitations they might have. star this property answer text <p>The Victim Witness Care Unit (VWCU), part of the Defence Serious Crime Command (DSCC), will support the needs of victims and witnesses. Funding has been secured for the establishment of the VWCU and it is expected to be operational in March 2023. The VWCU will ensure access to independent welfare support based on individual needs. It will provide victims and witnesses with direct guidance and support on how the Service Justice System works and services available, ensuring they are well informed throughout the process.</p><p> </p><p>The cost to establish the Victim Witness Care Unit (VWCU) is £0.9 million. The annual cost of the VWCU is £0.5 million. The VWCU will report to the Chief of Staff of the DSCC and will include 12 full-time members of staff. Much of the day-to-day operating costs will be captured under the DSCC budget and will take some time to understand fully.</p><p> </p> more like this

However, further detail is not held centrally and the answers to these questions could only be provided at disproportionate cost.</p><p> </p><p>The Royal Military Police are the Service Police for the Army. The Royal Navy and Royal Air Force have their own Service Police. The Defence Serious Crime Unit, formed in December 2022, has the jurisdiction to investigate the most serious and complex crimes alleged to have been committed by persons subject to service law in both the UK and overseas, including sexual offences, domestic abuse and offences of violence.</p><p> </p><p>While some information is held by the single Services on crimes reported to and investigated by the Civilian Police, the information recorded is based on that provided by or obtained from the Civilian Police or the subject, therefore the Department is unable to provide official data in this respect.</p><p> </p><p>“Sexual harassment” is not an offence under civil or Armed Forces law, however Defence has made it clear there is zero tolerance to any form of unacceptable sexual behaviour. Under the MOD’s Zero Tolerance Part One (Sexual Offences and Instructor/Trainee Relations) policy, for all Service persons who are convicted of a sexual offence, or who are placed on the Sex Offenders Register there is a mandatory presumption of discharge from the Armed Forces. Similarly, for Zero Tolerance Part Two (Unacceptable Sexual Behaviour – A Victim/Survivor Focused Approach), there is a presumption of discharge for those found in breach of this policy.</p><p> </p>
