	answer	answer is ministerial correction date of answer 17/07/2014 answer text <p><strong> </strong></p><p>Local highway authorities have a duty under Section 41 of the Highways Act 1980 to maintain the highways network in their area. This includes the cutting of grass, verges, shrubs and trees. It is for each individual local highway authority to decide on the number of times that grass verges should be cut and the quality of the cut based upon their local knowledge and other circumstances including taking into account safety, environmental and conservation considerations.</p><p> </p><p>The Department for Transport encourages good practice in highway maintenance through channels such as ‘Well-maintained Highways', the Code of Practice for highway maintenance by the UK Roads Liaison Group. It is available at the following weblink: <a title="blocked::http://www.ukroadsliaisongroup.org/" href="http://www.ukroadsliaisongroup.org/" target="_blank">www.ukroadsliaisongroup.org</a>. The Code advises local authorities on a wide range of highways maintenance issues, including grass cutting and highway verge management. It is recommended that local highway authorities have an asset management strategy in place to ensure the efficient delivery of highway maintenance service for which they are responsible.</p><p> </p><p>The development of highways asset management plans and strategies is entirely a matter for each local highway authority. As the National Audit Office report highlighted many authorities are currently at different stages of implementing such plans. The forecast for 2014/15 is £102 million (remains in line with the forecast in the June NAO report). This would total savings of £238 million for the 4 year SR10 period ending in 2014/15. Almost two thirds of the total savings will be achieved through maintenance contracts. The main action relating to maintenance was; to renegotiate its existing and continuing maintenance contracts to give an affordable level of service; and it also developed a new type of contract in which it specified outcomes rather than prescribing maintenance activities. When maintenance contracts are renewed they are negotiated using the new type of contract. To date, 14 October 2014, it has received 13, 587 signatures and closes on the 30 March 2015.</p><p> </p><p>The Department has also received a small number of correspondence from MPs, the public and a trade association.</p><p> </p><p>This Government takes the issue of road safety and the condition of the road network very seriously.</p><p> </p><p>There are many types of materials to resurface the highway network and surface dressings have been safely used for many years on all classes of road. This type of dressing seals the old road surface, preventing the ingress of water which causes deterioration of the road surface, and the road matrix and thus reducing the risk of wider scale deterioration and road failure. When designed and laid properly they pose no additional risks. On many roads, where traffic flow are not excessively high, surface dressings have been shown to be both cost-effective and sustainable.</p><p> </p><p> </p><p> </p><p>The Highways Agency, responsible for the motorway and trunk road network, do not routinely use this type of dressing due to the high traffic flows.
